FINANCIAL STATEMENT: The new positions being added into the Classification Plan are
intended to be filled on or after July 1, 2009. These positions will be
funded with non-general fund monies which will be presented as
part of the Fiscal Year 2009-2010 budget for City Council
consideration.
DESCRIPTION: The City's Personnel System is governed by several documents.
Each document addresses a specific set of issues. The Staff report identifies proposed changes to the
City's current Personnel System. As discussed below, the proposed adjustments are based on the need to
add job classifications within the City's Classification Plan.
CLASSIFICATION PLAN AMENDMENT
Pursuant to the City's Personnel System Rules, a job description must be adopted for each classification in
the organization. The job description typically includes key elements, knowledge, skills, abilities and
requirements of the position. The job descriptions make up the City's Classification Plan.
The two new job descriptions being added to the Classification Plan are part of the City Manager's key
measures to restructure the organization in response to meeting current and future City business needs.
These positions were developed to increase efficiency and improve service delivery through the
consolidation of some overlapping functions, and/or transferring functions between City Departments.
These new classifications are intended to address anticipated development needs and related workload
requirements that need to be met, make the best use of staff talent and skill level which align with the
organizational needs, achieve ongoing General Fund cost savings, and mitigate the impact of budget cuts
on City services.

The new Environmental Specialist and Environmental Technician classifications will be assigned to the
City Manager's Office under the new Environmental Services Division responsible for developing and
managing a wide range of environmental programs in the fields of Energy and Resources,
Waste/Recycling, Green Living, Green Government, Clean Water and Transportation. This new division
within the City Manager's Office will initiate, coordinate and manage a range of environmentally-related
projects and programs within the topic areas. Specific program and project areas include climate-change,
energy efficiency, green purchasing, alternative transportation, green building, clean water, creeks, and
waste reduction. Activities include, but are not limited to, policy development, public outreach and
education, grant writing, and interdepartmental coordination.
The classifications above are found in Exhibits A and B of the Classification Plan Resolution
(Attachment 1).
SALARY PLAN AMENDMENT
Included in the City's Personnel System are Resolutions that address salary ranges for the new
classifications. The attached Resolution is a proposed amendment to the City's Salary Plan for full-time
personnel (Attachment 2).
The Salary Plan Resolution (Attachment 2) establishes the following hourly salary ranges for the new
positions:

WHEREAS, in accordance with the City's Personnel System Rules, the City Council adopted Resolution
No. 30-84 and subsequent resolutions which comprise the Classification Plan; and
WHEREAS, it is necessary to periodically add job descriptions in the Classification Plan.
NOW, THEREFORE, BE IT RESOLVED that Resolution No. 30-84 and subsequent resolutions shall
be further amended to include the following new job descriptions:
Environmental Specialist (Exhibit A)
Environmental Technician (Exhibit B)
BE IT FURTHER RESOLVED that these documents shall become a part of the official Classification
Plan for the City of Dublin; and that the changes contained herein shall be effective May 5, 2009.

General Purpose:
Under supervision, reviews the environmental impact of. private and public projects within City limits to
ensure the inclusion of mitigation measures regarding adverse environmental impacts upon City and
neighboring communities. Manages environmental studies and environmental compliance programs; and
reviews land development applications and documents for impact on planning and/or development.
Performs related land use planning activities as assigned.
Distinguishing Characteristics:
The Environmental Specialist is expected to be conversant with relevant environmental laws, regulations,
and guidelines in order to achieve compliance of land use, planning and/or development projects.
Incumbents conduct environmental analysis of projects in concert with other staff and consultants and may
have responsibility for management of the environmental phase of minor projects or for specific portions of
larger projects. This classification reviews environmental documents and development applications received
from developers for project 'impact on City neighborhood and communities.
Essential Duties and Responsibilities:
The following duties are normal for this classification. The omission of specific statements of duties does
not exclude them from the position if the work is similar, related or a logical assignment to this class.
Plans, coordinates, and reviews the work of a professional and technical staff and/or consultants conducting
environmental studies of minor complexity;
Manages and coordinates environmental planning, research and analysis of development projects, including
the planning, design, and construction phases of capital projects, maintenance and operation of facilities,
and issuance of permits;
Analyzes and evaluates the impact of proposed development projects and plans, and provides technical
input to project design to mitigate adverse environmental effects and ensure compliance with environmental
laws and regulations;
Organizes, prepares, and processes environmental documents, monitoring and reporting plans, technical
reports and responses for transportation projects and plans;
Develop and implement educational programs to promote sustainable practices and implement initiatives in
support of the City environmental programs;

Prepares scopes of work, schedules, and budgets for program activities, and assists with negotiating
consultant contracts;
Prepares necessary applications a11d acquires permits from regulatory government agencies in compliance
with environmental regulations;
Coordinates, organizes, and presents environmental matters before the City Council, Planning Commission
and at interagency and other public meetings;
Provides status of financial expenditures and account balances;
Develops rationale for legally defensible nexus between development mitigation and project impacts;
Reviews public and private land development referrals (General and Specific Plans, EIR, Notice of
Preparation and Project Applications for Site Development, Planning Development, Subdivision, Zoning
Changes);
Develops cooperative arrangements and agreements between public and private sectors for development
projects that impact neighborhoods, communities and/or City facilities;
Performs related duties as required.

physical science, sustainability, or a related field. A Master's degree in environmental
studies, transportation, urban planning or closely related field is desirable and may be
substituted for one year of required experience.
Experience: One to two years of professional experience in the field of city or regional planning,
preferably for a public agency. Experience in compliance or monitoring of environmental
issues is preferred. (A Masters Degree in environmental studies, transportation, or urban
planning or related discipline may be substituted for one year of the required experience)
Licenses; Certificates; Special Requirements:
Possession of a valid California Class C drivers' license and Certificate of Automobile Insurance for

General Purpose:
To perform specialized work in the development, implementation and promotion of environmental programs and
compliance within the Dublin community staying abreast of the changing laws and regulations of environmental
resource management and sustainability principles and performs duties relating to the delivery and oversight of
programs related to solid waste management, pollution prevention, storm water, mitigation of greenhouse gas
emissions, to name a few, and performs other duties as required.
Supervision Received and Exercised:
Receives general supervision from the Assistant City Manager and may receive lead direction from higher level staff;
may provide lead direction to program staff, consultants and volunteers assisting in the promotion and delivery of
programs.
Distinguishing Characteristics:
This is a single position job, where incumbent independently develops and implements environmental-based
programs that are varied in breadth and complexity. Duties are performed according to established procedures and
guidelines, with program vision and direction provided by City Management Staff through advisory committees and
the City Council. This classification is distinguished from that of the Administrative Analyst series (I/II & Senior),
in the latter is responsible for performing administrative systems, statistical, and management analyses which support
the overall operation of the assigned department, as well as the budget, financial and trend analysis, grant
administration and monitoring across disciplines, rather than development and delivery of City programs and
services.
Essential Duties and Responsibilities:

Plans, develops, and administers environmental programs for the City, including programs that support the City's
mission and vision relative to climate protection, solid waste management, transportation, storm water, green
building and Bay-Friendly landscapes and mitigation of green house gas emissions.
Conduct research and analytical studies on a variety of environmental issues/programs and trends in sustainability to
ensure City's compliance with federal, state, regional and local mandates.
Formulates recommendations and promotes programs and activities which support the City's position goals relative
to sustainability issues.

Review and make recommendations for revisions of City ordinances in regards to environmental programs.
Participate with other City departments, community service providers, consultants, other jurisdictions and agencies
in the environmental programs development and coordination efforts, as well as advocacy and education.
In coordination with the Environmental Specialist, review building plans to ensure compliance with codes,
ordinances and regulations, as needed.
May conduct site inspections of businesses, schools and residential areas to assess recycling, composting and waste
reduction efforts; and prepares reports and recommendations for program enhancements.
Designs and develops a variety of materials and activities to promote, implement, and evaluate assigned
environmental programs to enhance public awareness, educate citizens and encourage proactive and cooperative
problem solving.
Prepares grant applications and handles the details of grant administration including contracts with state, county and
regional agencies.
Performs required duties under the City's disaster response plan;
Assist with environmental programs budget development and administration, including contract administration,
invoice processing and maintenance of support inventory for a variety of programs.
Conducts presentations relating to the City's environmental programs and program proposals to City Council, City
Departments, a variety of Council appointed commissions and advisory committees; staff liaison to a variety of City
committees with sustainability focus, and provides technical assistance and input as necessary.
Plans and serve as lead staff in the development and coordination of community events which promote the
environment, such as Dublin Pride, Earth Day, and Bike to Work days.
May coordinate consultant and support staff work activities and determine work priorities and methods; provides
lead direction and training for program support staff, as assigned.
Minimum Qualifications:

Principles and industry practices of storm water regulations and permit requirements, green building, climate
protection policies and action measures, zero waste management, source reduction, recycling, composting, street tree
planting, bicycle and pedestrian facilities, clean air, water conservation, Bay-Friendly Landscaping, and

Principles and practices of urban planning and building regulations and codes;

public administration, environmental studies, environmental science, or related discipline may be
substituted for 6 months of the required experience).
Licenses; Certificates; Special Requirements:
Possession of a valid California Class C drivers' license and Certificate of Automobile Insurance for Personal
Liability.
Must be able to attend evening and weekend meetings and/or events, as required.

AMENDING THE SALARY PLAN FOR FULL-TIME PERSONNEL
WHEREAS, in accordance with the City's Personnel System Rules, the City Council adopted
Resolution No. 85-01 and subsequent resolutions which comprise the Salary Plan for full-time personnel.
NOW, THEREFORE, BE IT RESOLVED that the positions of Environmental Specialist and
Environmental Technician shall be added and covered under Article I, Section B of the Salary Plan; and
BE IT FURTHER RESOLVED that the following positions shall be paid an hourly rate within the
following salary range with the exclusion of any Performance Pay Adjustment granted in accordance with
the adopted Personnel Rules:
Environmental Specialist $5,426 - $6,782 ($31.3038 - $39.1269)
Environmental Technician $4,835 - $6,044 ($27.8942 - $34.8692)
BE IT FURTHER RESOLVED that this document shall become a part of the official Salary Plan
