Approve the continuation of contracts with no rate increase for
4Leaf Inc., Precision Inspection Company, Inc., Shums Coda
Associates Inc., and Bureau Veritas North America, Inc. for
Building and Safety Services for the City of Dublin.
FINANCIAL STATEMENT: In Fiscal Year 2009-2010 it is projected that 9,984 hours of
inspection, plan check and specialized services will be required.
Only those hours required will be billed. Based on these projected
hours of service, the annual cost of these contracts will be
$ 878,176. Funding will be included in the Fiscal Year 2009-2010
Preliminary Budget.
DESCRIPTION:
Since May 2001, the City of Dublin has contracted with the firm 4Leaf, Inc. for Building and Safety
services. The City added the firms Precision Inspection Company, Inc. in June 2003, Shums Coda in July
2006 and Bureau Veritas North America, Inc in April 2007 (formally LP2A and Berryman & Henigar).
The Building and Safety services provided by these agencies include,, plan checking, building inspection,
building and housing code enforcement and if necessary disaster response.
In Fiscal Year 2006-2007, the City averaged the equivalent of 11 full time Contract Inspectors and 1.5
Contract Plan Checkers. Due to the resetting of the economy over the last 2 fiscal years, the number of
permit applications and inspection requests received by the City has reduced. The reduction in workload
has been directly followed by a reduction in the number of Contract Staff assigned to the City.. Due to this
cyclical construction activity, the City has found that this type of contract arrangement best suits the needs
of the City.

Current Contract Staff Levels provided to the City by each company includes the following:
• 4Leaf:
^ 1 Supervising Inspector;
^ 1 Commercial Inspector;
^ 3/a Code Enforcement Inspector; and
^ 2 Building Inspectors.
• Shums Coda: No on-site assigned Staff; off site staff is equivalent to less then a %Z time Plan
Checker.
• Precision: No on or off site assigned Staff
• Bureau Veritas North America, Inc: No on or off site assigned Staff
The Consultants' work has been responsive to the City's needs. Customer requests on the phone and over
the counter have been handled quickly and efficiently.
In Fiscal Year 2009-2010, Staff projects that contract services will be required as follows:
• 1 -full time Supervising Inspector;
• 1 - 3/4 time Commercial Inspector;
• 1 - 3/4 time Code Enforcement Inspector;
• 1.8 -full time Building Inspectors; and
• Additional on /off-site plan checking services will be required for engineering and complicated
projects.
The assumptions used in estimating these service needs are outlined in Attachment 1.
In April 2007, The City Council authorized agate- increase of approximately 6 percent for Commercial
Inspectors, Building Inspectors and Assistant Building Inspectors and an increase of approximately 10
percent for Supervising Building Inspectors and Plan Checking. The City reviews the hourly rate every
other year. Staff reviewed the current rates and found them to be comparable to the standard hourly rates
charged by these consultants and is therefore not recommending an increase in rates (see Rates on
Attachment 1). These rate schedules with no increase shall remain in effect for the 2009-2010 Fiscal
Year.
RECOMMENDATION:
Staff recommends that the City Council approve the continuation of contracts with no rate increase for
4Leaf Inc., Precision Inspection Company, Inc., Shums Coda Associates Inc., and Bureau Veritas North
America, Inc. for Building and Safety Services for the City of Dublin.
