RECOMMENDATION: Adopt the Resolution awarding Contract No. 08-18, East & West
Dublin BART Corridor Enhancements (CIP Nos. 96011 and 96012) to
Suarez & Munoz Construction, Inc., as the lowest responsible bidder.
FINANCIAL STATEMENT: The Fiscal Year 2008/2009 Update to the Five Year Capital Improvement
Program (CIP) 2008-2013, identifies this project as funded with Federal Transportation Grant Funds and
Local Matching funds (Gas Tax and Recycled Product Funds). The Federal Grants can be used for both
design and construction. Although the confirmed Federal funds are less than what is shown in the CIP,
based on the bids received adequate funds are available to proceed with the project. Staff is proposing to
combine the projects 96011 and 96012 under a single project No. 96011. The following table compares
the CIP Budget for Improvements to the low bid with a contingency of 15%. Based on the project scope
the Local Match is proposed to be 100% State Gas Tax and Recycling Funds will not be used.

DESCRIPTION: In 2005, the City applied for Housing Incentives Program (HIP)
funds through the Metropolitan Transportation Commission (MTC), in conjunction with the high density
housing components of the Dublin Transit Center projects located adjacent to both the East and West
Dublin BART Stations. Two Capital Improvement Program (CIP) projects were approved by the City
Council for inclusion in the City's Five-Year CIP: West Dublin BART Station Corridor Enhancement -
Dublin Boulevard -Hansen Drive to Clark Avenue (CIP No. 96011); and East Dublin BART Station
Corridor Enhancement -Dublin Boulevard - Tassajara Road to Clark Avenue (CIP No. 96012). Due to
the similarity in the construction components for each project, the two have been combined into one
project known as Contract No. 08-18, East & West Dublin BART Corridor Enhancements.
This project will improve a variety of transportation modes, including pedestrian, transit and bicycle
facilities located primarily on Dublin Boulevard leading to the East and West Dublin BART Stations
(Attachment 1). Dublin Boulevard will be enhanced with new City entrance signs, bridge railing
treatments, a gateway feature at the intersection of Dublin Boulevard and Dougherty Road, and City
identity markers from Hansen Drive to Tassajara Road, which are consistent with the City's Streetscape
Master Plan.
The project will also enhance the area adjacent to Dublin Historic Park, which is currently under
construction. The enhancements will include a raised landscaped median on Dublin Boulevard between
Hansen Drive and Donlon Way, sidewalk widening, and installation of pedestrian lights along the frontage
of the Historic Park. In addition, the project will install sidewalk bulbouts at the intersection of Dublin
Boulevard and Donlon Way and special pavement treatment of crosswalks at Hansen Drive, Donlon Way
and at San Ramon Road, all to make the Historic Park area more pedestrian friendly.
On March 26, 2009, the City sent out the Notice to Contractors inviting bids for the construction of the
East & West Dublin BART Corridor Enhancements Project. Seven bids were received and publicly
opened on Apri130, 2009 (Attachment 2). The low bidder is Suarez and Munoz Construction, Inc., with a
bid of $2,119,630. Staff reviewed the bid proposal and found the bid package to be complete and
acceptable. Staff also checked references provided by the bidder for work performed by this firm for the
cities of Pleasanton and San Jose, and both agencies were very satisfied with the work performance.
A total of $2,884,000 of federal transportation dollars is available for construction. Since the low bid
amount ($2,119,930) is significantly lower than the grant amount, Staff will pursue the installation of
additional enhancements (i.e., wayfinding signs and City entrance signs) to fully utilize the federal monies
available for construction. In addition, Staff will request the reimbursement of Staff time performed in
construction management and inspection, as an eligible expense for the project. Staff will come back to
the Council to present the additional work that could be included in the project. Construction is
scheduled to start in early summer, with a completion time of 8 months.
RECOMMENDATION: It is recommended that the City Council adopt the Resolution
awarding the bid for Contract No. 08-18, East & West Dublin BART Corridor Enhancements (CIP Nos.
96011 and 96012), to Suarez and Munoz Construction, Inc., as the lowest responsible bidder.

A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF DUBLIN
AWARDING CONTRACT NO. 08-18
EAST & WEST DUBLIN BART CORRIDOR ENHANCEMENTS
(CIP NOS. 96011 & 96012) TO
SUAREZ & MUNOZ CONSTRUCTION, INC. AS THE
LOWEST RESPONSIBLE BIDDER
WHEREAS, the City of Dublin did, on April 30, 2009, publicly open, examine, and declare all
sealed bids for doing the work described in approved Plans and Specifications for Contract No. 08-18,
East & West Dublin BART Corridor Enhancements (CIP Nos. 96011 & 96012), authorized by the City
Council on March 26, 2009, which Plans and Specifications are hereby expressly referred to for a
description of said work and for all particulars relative to the proceedings under the request for bids; and
WHEREAS, said bids were submitted to the Public Works Director, who has recommended that
the bid hereinafter mentioned is the lowest and best bid for doing said work;
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Dublin does
hereby award City of Dublin Contract No. 08-18, East & West Dublin BART Corridor Enhancements
(CIP Nos. 96011 & 96012), to the lowest responsible bidder therefor, to wit, Suarez and Munoz
Construction, Inc., with a bid of Two Million One Hundred Nineteen Thousand Six Hundred Thirty
Dollars and Zero Cents ($2,119,630.00), the particulars of which bid are on file in the Office of the Public
Works Director.
BE IT FURTHER RESOLVED that the Mayor is authorized to execute the agreement.
