RECOMMENDATION: 1) Receive Staff presentation; 2) Open the public hearing; 3) Take testimony from the public; 4) Close the public hearing and deliberate; and ~~~ 5) Adopt a Resolution amending the City of Dublin General Plan to adopt a Multi-Modal General Plan Circulation Map and Amendments to the General Plan related to the creation of the Multi-Modal Map (PA 09-010). ------------------------------------------------------------------------------------------------------------- COPY TO: Page 1 of 5 ITEM NO. ~ ` , BACKGROUND: On June 26, 2008, City Council adopted the Final Goals & Objectives Program and Strategic Plan as part of the Fiscal Year 2008-2009 Budget process which included the creation of a Multi-Modal General Plan Circulation Map as a City Council high priority goal. Multi-Modal Map A Multi-Modal Map is a comprehensive tool used to relay transportation opportunities within a specific location. The function of a Multi-Modal Map is to show the various methods of transportation within the City including pedestrian, vehicles and bicycle trips as well as connections to other Cities. The proposed Multi-Modal Map will be included in Chapter 5 of the General Plan Land Use and Circulation: Circulation and Scenic Highways Element as Figure 5-4a and 5-4b. The map has been separated into two parts for better visibility of the map details and is included as Attachments 2 and 3. ANALYSIS: The following information can be found on the proposed Multi-Modal General Plan Circulation Map (which is included as Attachments 2 and 3 of this Staff Report): • Freeways; • Streets including residential, collector and arterials; • BART line and stations (transit hubs); • Local and regional trails; • Existing trail heads and rest areas; • Proposed trail rest areas; • Proposed trail heads; • Proposed bus rapid transit route; • Study areas for future transportation opportunities; • Proposed and existing bike paths with their bike class designation; • Schools and their associated parks; • Streams; • Public parks and open space; and • City facilities. By creating aMulti-Modal General Plan Circulation Map, the City will provide residents and visitors alike with a comprehensive guide to transportation opportunities within one source. Once adopted, the map will be included in the General Plan which is posted on-line and Staff will also post a large size copy of the map at City Hall for use by residents and visitors. General Plan Map Amendments The following maps are currently included in the General Plan and are proposed to be revised and updated as part of this General Plan Amendment. The proposed changes are necessary in order to ensure consistency between all of the existing maps and the proposed Multi-Modal Map. The maps are proposed to be revised to reflect the most current information available to date. Staff has also revised these maps to provide better clarity for the public by using color, updating older base maps and increasing the size of the maps. The following maps are proposed to be revised in the General Plan and are attached to this Staff report: • Figure 5-2a: Transit Map (Attachment 4); 2 of 5 • Figure 5-2b: Transit Map (Attachment 5); • Figure 5-3a: Bicycle Circulation Map (Attachment 6); and • Figure 5-3b: Bicycle Circulation Map (Attachment 7). Figures 5-2a and 5-2b have been updated to reflect the most current bus route information available and have also been updated to reflect all of the transit opportunities in the City including streets, highways, the BART line and the existing and proposed BART stations in the City. Figures 5-3a and 5-3b have similarly been updated to reflect current information. General Plan Text Amendments Proposed text amendments are discussed below (new text shown in underline and deleted text shown in st~g13). These changes are proposed in order to clarify information provided on the Multi-Modal Map and to update the information provided in Chapter 5 of the General Plan. Section 5.1.2 Freeway Access The following sentence is proposed to be added at the end of the first paragraph to reflect future Caltrans improvements. "A Hi hg Occupancy Vehicle/Hi hg Occupancy Toll lane (lane reserved for vehicles with two or more total passengers or for vehicles paying a toll fare during commute hours) is being_planned for on I-580 in the east and west bound directions." Section 5.2 Transit Several changes are proposed to this section. These changes are largely to update transit information in the General Plan and to provide consistency with the proposed Multi-Modal Map. Staff proposes a new Guiding Policy and Implementing Policy related to the Enhanced Pedestrian Area located in the Downtown Specific Plan Area and the Promenade (the locations are shown in the Multi-Modal Map which can be found in Attachmement 2 and 3 and discussed below). The following text changes are proposed to Section 5.2 of the General Plan. Section 5.2 ~ Alternative Transportation Figures 5-2a and 5-2b illustrate existing and future bus transit routes including Wheels, RAPID transit and the County Connection. m D~ex~pemte5-~ei~~r~' ~",° ';„°° u„v;,,,, ~, T,.; v„»°.. +„ u.,.,.,,.,,.a DART ~~,,.;,,~~ ,,.,.,., ~.° a;~,.,,,,+;~„°a The Wheels bus system currently serves Pleasanton, Dublin and Livermore. There are 11 bus routes offering weekday commute, off-peak and Saturday service. The Contra Costa County Connection Bus Service provides ~„ D'°„~,,.,*°H a connection between Dublin and Contra Costa County and Pleasanton. A bus RAPID transit route will soon be implemented in the City which will provide rail-like service in the Tri-Valley area and connections to the BART stations. Figure 5-4a and 5-4b (Multi-Modal Map) illustrates all transit opportunities in the City including_public transit, bicycling and pedestrian opportunities. Fi_~ure 5-4 identifies two Enhanced Pedestrian Areas in the 3 of 5 City. These pedestrian areas are located within the Downtown Specific Plan Area and the Promenade located in Eastern Dublin. The Enhanced Pedestrian Areas are located where the City would like to encourage pedestrians to walk to their destination rather than using their car for all of their stops within the area. The purpose of the Enhanced Pedestrian Area designation is to ensure that development within the area is designed to encourage pedestrian trips. The Dublin/Pleasanton BART station located in the Transit Center in Eastern Dublin is operational. The West DublinlPleasanton BART station is currently under construction and located off of Golden Gate Drive. Bus service is provided to and from the existing BART station and is proposed at the West Dublin station. Bus service will connect residents to both stations and will provide connections from the stations to destinations in the City. The BART stations will serve as a transit hub in that the~_provide connections for rail service and bus service and are accessible to pedestrians and bicyclists. Guiding Policies A. Support a downtown West Dublin BART Station. B. Support improved local transit as essential to a quality urban environment, particularly for residents who do not drive. C. Support the development of a community that facilitates and encourages the use of local and regional transit systems. D. Encourage improvements in the Enhanced Pedestrian Area to improve the walkability of these areas. Implementing Policies - ~^~*°rn ~°*°^a°a D'^„„~~^ ^ r°^ E. Urge BART cooperation in maintaining standards for review of public and private improvements in the vicinity of BART stations that take account of both future traffic needs and development opportunities. lF. Encourage higher densities and mixed-use developments near major transit lines and transit transfer points as a means of encouraging the use of public transit. This type oftransit-oriented development is especially encouraged along Central Parkway and near the east Dublin BART Station. E:G. Capitalize on opportunities to connect into and enhance ridership on regional transit systems including BART, LAVTA and any future light rail systems. H. Require developers in the Enhanced Pedestrian Areas to provide sidewalks, landscaping and safe connections from the buildin~to the sidewalk to encourage pedestrian use within the area. Section 5.4 Bikeways One addition is proposed to this section in order to provide a description of a Study Area shown on the Multi-Modal Map and the revised Bicycle Circulation Map. The following paragraph is proposed to be added to this section (after the first paragraph). 4of5 "The Bikeways Master Plan identifies a portion of Dublin Boulevard as a Study Area (the location of this area is shown on Figures 5-3a, 5-3b, 5-4a and 5-4b). The purpose of this Study Area is to identi the need for right-of--way needed to accommodate Class II bike lanes on Dublin Boulevard If the resultin study shows that Class II bike lanes are infeasible and too costly Class IlI bike routes will be considered in these areas." ENVIRONMENTAL REVIEW: Pursuant to Section 15061(b)(3) of the California Environmental Quality Act (CEQA) Guidelines, this project is exempt from the provisions of that Act based on the general rule that CEQA applies only to projects that have the potential for causing a significant effect on the environment. Where it can be seen with certainty that there is no possibility that the activity in question may have a significant effect on the environment, then that activity is not subject to CEQA. The inclusion of a Multi-Modal Map and related amendments to the City of Dublin General Plan will not have a physical effect on the environment and is, therefore, exempt from the provisions of CEQA. PLANNING COMMISSION: On May 12, 2009, the Planning Commission reviewed the Multi-Modal Map and General Plan Amendments during a public hearing (Attachments 8 and 9). At the meeting, the Planning Commission adopted Resolution 09-21 (Attachment 10) recommending that the City Council approve a Resolution to adopt the Multi-Modal Map and amendments to the General Plan related to the creation of the Multi- Modal Map. The Planning Commission did not request any modifications to the maps or the amendments proposed by Staff. CONCLUSION: The proposed General Plan Multi-Modal Map identifies City wide transportation opportunities for pedestrians, bicyclists, public transit riders and motorists alike. This map will meet the City Council goal for enhancing customer service by providing comprehensive transportation information in one source. RECOMMENDATION: Staff recommends that the City Council: 1) Receive Staff presentation; 2) Open the public hearing; 3) Take testimony from the public; 4) Close the public hearing and deliberate; and 5) Adopt a Resolution amending the City of Dublin General Plan to adopt aMulti-Modal General Plan Circulation Map and Amendments to the General Plan related to the creation of the Multi-Modal Map (PA 09-010). 5 of 5 j a-~al RESOLUTION NO. XX - 09 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DUBLIN AMENDING THE CITY OF DUBLIN GENERAL PLAN TO ADOPT AMULTI-MODAL GENERAL PLAN CIRCULATION MAP AND AMENDMENTS TO THE GENERAL PLAN RELATED TO THE CREATION OF THE MULTI-MODAL MAP PA 09-010 WHEREAS, the City of Dublin desires the creation of a Multi-Modal General Plan Circulation Map; and WHEREAS, on June 26, 2008, City Council adopted the Final Goals & Objectives Program and Strategic Plan as part of the 2008-2009 Budget process. The adopted Final Goals & Objectives Program included the creation of a Multi-Modal General Plan Circulation Map as a City Council high priority goal; and WHEREAS, the Dublin General Plan was originally adopted on February 11, 1985, and has been amended a number of times since that date; and WHEREAS, the Environmental Impact Report for the Dublin General Plan was prepared and adopted in 1984 and subsequent environmental reviews have been undertaken in accordance with the California Environmental Quality Act (CEQA) for the various General Plan Amendments which have been approved over the years; and WHEREAS, the California Environmental Quality Act (CEQA), together with State guidelines and City environmental regulations, require that certain projects be reviewed for environmental impacts and that environmental documents be prepared; and WHEREAS, the proposed amendments are exempt from CEQA because the proposed amendments will not result in the construction of a project or modifications to land uses in the City; and WHEREAS, at its May 12, 2009 hearing, the Planning Commission adopted Resolution 09-021, recommending approval of General Plan Amendments related to the creation of a Multi-Modal Map; and WHEREAS, a Staff Report dated June 16, 2009, and incorporated herein by reference, described and analyzed the General Plan Amendments; and WHEREAS, the City Council reviewed the Projects at a noticed public hearing on June 16, 2009, at which time all interested parties had the opportunity to be heard; and NOW, THEREFORE, BE IT RESOLVED that the foregoing recitals are true and correct and made a part of this resolution. The Wheels bus system currently serves Pleasanton, Dublin and Livermore. There are 11 bus routes offering weekday commute, off-peak and Saturday service. The Contra Costa County Connection Bus Service provides a connection between Dublin and Contra Costa County and Pleasanton. A bus RAPID transit route will soon be implemented in the City which will provide rail-like service in the Tri-Valley area and connections to the BART stations. Figure 5-4a and 5-4b (Multi-Modal Map) illustrates all transit opportunities in the City including public transit, bicycling and pedestrian opportunities. Figure 5-4 identifies two Enhanced Pedestrian Areas in the City. These pedestrian areas are located within the Downtown Specific Plan Area and the Promenade located in Eastern Dublin. The Enhanced Pedestrian Areas are located where the City would like to encourage pedestrians to walk to their destination rather than using their car for all of their stops within the area. The purpose of the Enhanced Pedestrian Area designation is to ensure that development within the area is designed to encourage pedestrian trips. The Dublin/Pleasanton BART station located in the Transit Center in Eastern Dublin is operational. The West Dublin/Pleasanton BART station is currently under construction and located off of Golden Gate Drive. Bus service is provided to and from the existing BART station and is proposed at the West Dublin station. Bus service will connect residents to both stations and will provide connections from the stations to destinations in the City. The BART stations will serve as a transit hub in that they will provide connections for rail service and bus service and are accessible to pedestrians and bicyclists. Guiding~Policies A. Support a downtown West Dublin BART station. B. Support improved local transit as essential to a quality urban environment, particularly for residents who do not drive. C. Support the development of a community that facilitates and encourages the use of local and regional transit systems. D. Encourage improvements in the Enhanced Pedestrian Area to improve the walkability of these areas. Implementing Policies ~ ~~~a~ E. Urge BART cooperation in maintaining standards for review of public and private improvements in the vicinity of BART stations that take account of both future traffic needs and development opportunities. F. Encourage higher densities and mixed-use developments near major transit lines and transit transfer points as a means of encouraging the use of public transit. This type oftransit-oriented development is especially encouraged along Central Parkway and near the east Dublin BART station. G. Capitalize on opportunities to connect into and enhance ridership on regional transit systems including BART, LAVTA, and any future light rail systems. H. Require developers in the Enhanced Pedestrian Areas to provide sidewalks, landscaping and safe connections from the building to the sidewalk to encourage pedestrian use within the area. F. Section 5.4, Bikeways, will be amended to include the following paragraph after the first paragraph in this Section as follows: The Bikeways Master Plan identifies a portion of Dublin Boulevard as a Study Area (the location of this area is shown on Figures 5-3a, 5-3b, S-4a and 5-4b. The purpose of this Study Area is to identify the right-of--way needed to accommodate Class II bike lanes on Dublin Boulevard. Erica Fraser, Senior Planner presented the project as outlined iii the Staff Report. Cm. King asked which maps show the proposed bike lanes. Ms. Fraser answered the bicycle circulation maps are Maps 5 ?~A and 5-3B. She continued those maps relay the information from the Bikeways Master Plan. She mentioned that the Multi- Modal Map also shows the bike paths in the City. Cm. King asked if there are bike paths going south from Dub1 in Blvd. towards the West Dublin BART station. Ms. Fraser answered that there is a bike path on the map, sho~nrn in orange as a proposed Class 3 bike route. Cm. King felt that was not an appropriate place for a Class 3 bike route. Chair Wehrenberg opened the public hearing and hearing no response closed the public hearing. Chair Wehrenberg felt the maps are very useful and that they should be posted at the City buildings, the BART station and the main public transit locations. Cm. King stated that the bike committee proposed a Class 1 or 2 bike lane in the area mentioned but Staff removed the proposed bike lanes. He felt it was not ;appropriate to have Class 1 and 2 bike lanes in other areas and nut on the two streets that connect to the West Dublin BART station. He felt that the City is trying to encourage people to ride bikes to BART and a Class 3 bike lane is not a safe envirorunent. He was concerned that this type of bike lane would discourage bike riders to the BART station. Cm. Schaub suggested putting the bike path on Regional Streei. Jeff Baker, Acting Planning Manager stated that what is sr.own on the map is part of the Bikeways Master Plan adopted by the City Council. He continued that the issue of the Class 3 bike Iane, right-of-way and the ability to accommodate difff~rent types of bike facilities was brought up when the Bikeways Master Plan was being developed. Schaub asked if the same parking standards were applie3 to this project as were used for the Promenade/Club Sport project. Mr. Baker answered that Staff used the Zoning Ordinance Parking standards for a gym and looked at similar facilities to ensure that the City's parkin€; standards were sufficient. He continued that the Promenade/Club Sport project looked at creating parking standards specifically for that project. Cm. Schaub asked if the survey included the existing tenants ir- the Enea Center. Ms. Rojo answered yes, the survey was done to see how many cars were in the shopping center during the hours of 6-7pm on Parcels B, C and D. Cm. BACKGROUND: On June 26, 2008, City Council adopted the Final Goals & Objectives Program and Strategic Plan as part of the 2008-2009 Budget process. The adopted Final Goals & Objectives Program included the creation of a Multi-Modal General Plan Circulation Map as a City Council high priority goal. Multi-Modal Map A multi-modal map is a comprehensive tool used to relay transportation opportunities within a specific location. The function of a multi-modal map is to show the various methods of transportation within the City including pedestrian, vehicles and bicycle trips as well as connections to other Cities. The proposed Multi-Modal Map will be located in Chapter 5: Land Use and Circulation Element: Circulation and Scenic Highways Element as Figure 5-4a and 5-4b. By creating aMulti-Modal General Plan Circulation Map, the City will provide residents and visitors alike with a comprehensive guide to transportation opportunities within one source. The proposed Multi-Modal General Plan map is included as Attachments 6 and 7. COPIES TO: Page 1 of 5 G. IPAltt20091PA 09-010 Multi-Modal MapIPCSR 5.12.09.doc Attachment 9 ANALYSIS: 16~~a1 The following information can be found on the proposed Multi-Modal General Plan Circulation Map: • Freeways; • Streets including residential, collector and arterials; • BART line and stations (transit hubs); • Local and regional trails; • Existing trail heads and rest areas; • Proposed trail rest areas; • Proposed trailheads; • Proposed bus rapid transit route; • Study areas for future transportation opportunities; • Proposed and existing bike paths with their bike class designation; • Schools and their associated parks; • Streams; • Public parks and open space; and • City facilities. Once adopted, the map will be located in the General Plan which is posted on-line and Staff will also post a large size copy of the map at City Hall for use by residents. The proposed Multi-Modal Map will be located in Chapter 5: Land Use and Circulation Element: Circulation and Scenic Highways Element as Figure 5-4a and 5-4b. The map has been separated into two parts for better visibility of the map details. General Plan Map Amendments The following maps are currently included in the General Plan and are proposed to be revised and updated as part of this General Plan Amendment. The proposed changes are necessary in order to ensure consistency between all of the existing maps and the proposed Multi-Modal map. The maps are proposed to be revised to reflect the most current information available today. Staff has also revised these maps to provide better clarity for the public by using color, updating older base maps and increasing the size of the maps. The following maps are proposed to be included in the General Plan and are attached to this Staff report: • Figure 5-2a: Transit Map (Attachment 2); • Figure 5-2b: Transit Map (Attachment 3); + Figure 5-3a: Bicycle Circulation Map (Attachment t 4); • Figure 5-3b: Bicycle Circulation Map (Attachment 5); • Figure 5-4a: Multi-Modal Map (Attachment 6); and • Figure 5-4b:Multi-Modal Map (Attachment 7). General Plan Text Amendments Proposed text amendments are discussed below. These changes are proposed in order to provide clarify information provided on the Multi-Modal Map and to update the information provided in the General Plan. Section 5.12 Freeway Access The following sentence is proposed to be added at the end of the first paragraph to reflect future Caltrans improvements. "A High Occupancy Vehicle/High Occupancy Toll lane (lane reserved for vehicles with 2of5 two or more total passengers or for vehicles who are willing to pay a toll fare during commute hours) are being planned for on I-580 in the east and west bound directions." 1~ a I /~ Section 5.2 Transit Several changes are proposed to this section. These changes are largely to update transit information in the General Plan and to provide consistency with the proposed Multi-Modal Map. Staff also proposes a new Guiding Policy and Implementing Policy related to the Enhanced Pedestrian Area located in the Downtown Specific Plan Area and the Promenade (the locations are shown in the Multi-Modal Map which can be found in Attachmement 6 and 7 and discussed below). Figures 5-2a and 5-2b have also been updated to reflect the most current bus route information available and have also been updated to reflect all of the transit opportunities in the City including streets, highways, the BART line and the existing and proposed BART stations in the City (Figures 5-2a and 5-2b are included as Attachments 2 and 3). . Figure 5-4a and 5-4b (Multi-Modal Mai) illustrates all transit opportunities in the City including public transit bicycling and~edestrian opportunities Figure 5-4 identifies two Enhanced Pedestrian Areas in the City These pedestrian areas are located within the Downtown Specific Plan Area and the Promenade located in Eastern Dublin The Enhanced Pedestrian Areas are located where the City would like to encourage pedestrians to walk to their destination rather than using their car for all of their stops within the area The purpose of designating these areas as an Enhanced Pedestrian Area is to ensure that development within the area is designed to encourage pedestrian trips. The Dublin/Pleasanton BART station located in the Transit Center in Eastern Dublin is operational. The West Dublin/Pleasanton BART station is currently under construction and located off of Golden Gate Drive Bus service is provided to and from the existing BART station and is proposed at the West Dublin station to Bus service will connect residents to both stations and will provide connections from the stations to destinations in the CitX The BART stations will serve as a transit hub in that then will provide connections for rail service and bus service and are accessible to pedestrians and bicyclists. This type oftransit-oriented development is especially encouraged along Central Parkway and near the east Dublin BART Station. l:G. Capitalize on opportunities to connect into and enhance ridership on regional transit systems including BART, LAVTA and any future light rail systems. H. Require developers in the Enhanced Pedestrian Areas to provide sidewalks, landscaping and safe connections from the buildin~,,to the sidewalk to encourage pedestrian use within the area. Section 5.4 Bikeways One addition is proposed to this section in order to provide a description of a Study Area shown on the Multi-Modal Map and the revised Bicycle Circulation Map. The following paragraph is proposed to be added to this section (after the first paragraph). The Bikeways Master Plan identifies a portion of Dublin Boulevard as a Study Area (the location of this area is shown on Figures 5-3a, 5-3b, 5-4a and 5-4b. The purpose of this Study Area is to identify the right-of--way needed to accommodate Class II bike lanes on Dublin Boulevard. If the resulting study shows that Class II bike lanes are infeasible and too costly, Class III bike routes will be considered in these areas ENVIRONMENTAL REVIEW: Pursuant to Section 15061(b)(3) of the California Environmental Quality Act (CEQA) guidelines, this project is exempt from the provisions of that Act based on the general rule that CEQA applies only to projects that have the potential for causing a significant effect on the environment. Where it can be seen with certainty that there is no possibility that the activity in question may have a significant effect on the environment, then that activity is not subject to CEQA. The inclusion of a Multi-Modal Map to the City of Dublin General Plan will not have a physical effect on the environment and is, therefore, exempt from the provisions of CEQA. CONCLUSION: The proposed General Plan Multi-Modal Map identifies City wide transportation opportunities for pedestrians, bicyclists, bus riders and motorists alike. This map will meet the City Council goal for enhancing customer service by providing comprehensive transportation information in one source.
