Improvements Budget: $640,000 Engineer's Estimate: $495,000-$590,000 DESCRIPTION: On May 5, 2009, the City Council approved an agreement with Dahlin Group Architecture and Planning for design services for the Maintenance Yard Facility improvements and authorized Staff to begin design of the improvements necessary to make the new Maintenance Yard Facility functional for City use. The proposed improvements will include: removing and replacing all exterior metal cladding, including the roof; repairing minor structural issues; installing a freestanding sign wall/ screen at the south side of the building; upgrading the electrical service; constructing enclosed and secure storage space; and installing a new fence around the perimeter of the site. These improvements will accommodate Maintenance Staff, equipment and supplies. The site work will include: new perimeter fencing and gate; parking lot restriping inclusive of ADA requirements; and minor repairs to the metal shade structures. The City's Green Building Ordinance requires City project in excess of $3,000,000 to be designed to a LEED Silver standard. The current project does not meet the $3,000,000 limit, however, Staff has included best management practices on such items as: the demolition and recycling of the existing COPY TO: Dahlin Group Architecture Planning Page 1 of 2 ITEM NO. ~ ~ / cladding; higher levels of insulation and passive energy use reduction in reflective roofing and increased natural day-lighting; and the inclusion of an additive alternate for photovoltaic solar panels. The Maintenance Yard Facility is located within the area covered by the Scarlett Court Design Guidelines. The Guidelines discourage the use of corrugated metal siding. However, the building was originally constructed as a metal building. It was not the intent of the Guidelines to eliminate the ability of property owners to maintain and improve their existing buildings. In fact, the Design Guidelines note that "the Planning Commission and City Council will use discretion in applying various provisions of the design guidelines to specific projects. Each guideline may not apply equally to every project" (Attachment 1). The City's reface of the building with like, improved materials in the same character as the existing building will be an improvement to the existing site. In addition, each of the proposed facades include improved design details, additional windows, an articulated facade, screening of the HVAC system, and a modern architectural style which is consistent with the Guidelines. The proposed project is categorically exempt under the California Environmental Quality Act, Section 15301 Class 1, Existing Facilities and Class 32, Infill Development categorical exemptions. The property is currently developed with paved storage and parking areas, a metal storage building and two other structures that will accommodate the City's Maintenance Yard Facility. The operation of the facility will involve outdoor storage, vehicle storage, maintenance and related administrative office use and will involve negligible or no expansion of the recent lumber yard use. The maintenance yard would be consistent with the applicable general plan and zoning, is in a developed area, is fully served by public utilities and services, and is a developed site with no habitat value. The area is developed with service commercial and light industrial uses with no residential uses nearby; the maintenance yard use would have no potential for traffic, noise, air quality or water quality impacts The Architect has prepared the design development plans which include three different options for the building exterior. The three options are described below (Attachment 2) and will be presented by the Architect at the City Council meeting. Option One ($495,000); The lower third of the building will be clad in a light green color which is the same as the Civic Center and Library roof. The middle section of the building will be a natural beige color and the upper band will be a translucent panel to allow light into the warehouse space. To frame the three different panel colors, a dark Forest Green accent trim will be included. The roof and building signage element will be a "natural" metal appearance to give the building extra visual interest. The "natural" metal roof color will be as light as possible to minimize solar heat gain to the building. Option Two ($575,000); The lower third of the building will be clad in a deep grey color. The middle section of the building will be the Civic Green color and the upper band will again, be a translucent panel to allow light into the warehouse space. To frame the three different panel colors, a dark Brown accent trim will be included. The roof and building signage element will be the same "natural" metal appearance. Option Three ($590,000); To provide architectural interest, this option includes additional detailing to create relief along the front of the building. The cladding and colors on this option could be the same as either Option One or Two RECOMMENDATION: Staff recommends the City Council: (1) Receive the presentation from Staff and Consultants; (2) Receive public comment; (3) Select preferred option, (4) Authorize Staff to prepare construction documents. Page 2 of 2 y n x y Chapter 1. Introduction 1.1. Introduction The Scarlett Court area is an approximately 52-acre industrial district in the City of Dublin. The area is located in the central portion of the City and is bounded by Dougherty Road to the west, Dublin Boulevard to the north, the Iron Horse Trail to the east, and Interstate 580 to the south. Over its history, the Scarlett Court area has developed into alight- industrial district with a variety of auto-oriented and outdoor storage uses. Previous subdivisions have created a series of long and narrow lots, some of which do not have direct access to public streets. Over time, the properties were developed with a variety of building styles, landscaping treatments, and signs. The City of Dublin has expressed a desire to create a set of guidelines for new development and improvement projects in the Scarlett Court area. The City wants to ensure that development in this highly visible gateway to Dublin creates a positive image for the City. 1.2. Understanding Design Guidelines Design guidelines are a set of recommendations that guide the development of land to achieve a desired level of quality for the physical environment. Design guidelines contain text, sketches, diagrams, and photographs that establish desired outcomes for future development projects. Items addressed in design guidelines typically include: ^ Site Design: placement of buildings, parking, service areas, storage, driveways, pedestrian paths, etc. ~j Arc/:itectural Design: form, mass, height, facade articulation, ~, materials, colors, mechanical equipment, etc. .,~ Z ^ Signage: sign types, placement of signs, size of signs, etc. ~ 0 ^ Landscaping: landscaping requirements, plant and tree types, ~ fencing and screening, etc. C n` 1.3. Purpose and Applicability The way properties in Scarlett Court are developed will greatly influence the overall character and image of the area. The purpose of this document is to provide site and building design, Signage, and landscape guidelines to ensure that future development enhances the desired character and image of the Scarlett Court area. Property owners, architects, landscape architects, engineers, project planners, tenants, and designers should review the applicable design guidelines to gain an understanding of the City's desired image and character for Scarlett Court. City Staff, the Planning Commission, and the City Council will use these guidelines to judge the merits of all future development proposals for the Scarlett Court area. During the review process for future development projects, the Community Development Director, City Staff, the Zoning Administrator, the Planning Commission and the City Council will use discretion in applying various provisions of the design guidelines to specific projects. Each guideline may not apply equally to every project.
