o. WHAT TYPE OF BUSINESS, ACTIVITY OR USE ARE YOU PROPOSING?
ARROYO VISTA IS A PLANNED RESIDENTIAL DEVELOPMENT CONSISTING OF 378 RESIDENTIAL UNITS, LOCATED AT 6700 DOUGHERTY ROAD, DUBLIN. THE PROJECT IS DESIGNED TO SERVE A BROAD CROSS
SECTION OF THE DUBLIN COMMUNITY, PROVIDING FOR -SALE MARKET RATE AND AFFORDABLE HOMES, AFFORDABLE FAMILY RENTAL HOUSING, AND AFFORDABLE INDEPENDENT LIVING SENIOR RENTAL
HOUSING. IN ADDITION, A COMMUNITY BUILDING, CHILD CARE CENTER, ACTIVE OPEN SPACE AREAS, AND ACCESS TO A REGIONAL TRAIL ALONG ALAMO CREEK HAVE ALL BEEN INCORPORATED INTO THE
DESIGN.
h. HOW MANY EMPLOYEES WILL YOU HAVE OR PROPOSE TO HAVE?
EDEN HOUSING WILL HAVE FOUR EMPLOYEES FOR THE TWO APARTMENT PROPERTIES ON -SITE. THERE WILL BE TWO MANAGERS, ONE FOR EACH OF THE AFFORDABLE RENTAL PROPERTIES AND TWO
RESIDENT SERVICES STAFF WILL WORK AT THE SITE PART -TIME. ADDITIONALLY, THERE WILL BE TWO EMPLOYEES FOR MAINTENANCE AND JANITORIAL WORK.
THE CHILD CARE CENTER ESTIMATES THAT THEY WILL HAVE APPROXIMATELY 8 EMPLOYEES INCLUDING TEACHERS, ADMINISTRATION AND MAINTENANCE.
CITATION HOMES WILL HAVE NO ON -SITE EMPLOYEES ONCE THE PROJECT IS SOLD OUT. HOWEVER, A HOME OWNERS ASSOCIATION WILL BE CREATED IN ORDER TO MANAGE THE COMMON AREAS WITHIN
THE TOWNHOME PORTION OF THE PROJECT.

EDEN HOUSING'S PROPOSED HOURS OF OPERATION FOR THE AFFORDABLE HOUSING OFFICES ARE 8:30 A.M. TO 5:30 P.M. ON MONDAY THROUGH FRIDAY.
HOURS OF OPERATION FOR THE CHILD CARE CENTER WILL BE 7:00 A.M. TO 6:DO P.M. MONDAY THROUGH FRIDAY.
d. ARE THERE ANY WAYS IN WHICH YOUR BUSINESS, ACTIVITY OR USE HAVE A NEGATIVE EFFECT ON THE HEALTH OR SAFETY OF PERSONS RESIDING OR WORKING 81 THE VICINITY, OR BE DETRIMENTAL TO THE

e. DESCRIBE HOW THE DESIGN OF THE PROJECT INCLUDING SITE LAYOUT, STRUCTURES, VEHICLE CIRCULATION AND PARKING ETC, WILL PROVIDE A DESIRABLE ENVIRONMENT FOR THE FUTURE DEVELOPMENT.
PROJECT DESIGN AND LAYOUT
EDEN AND CITATION'S GOAL FOR THE REDEVELOPMENT OF ARROYO VISTA IS TO CREATE AN INTEGRATED AFFORDABLE AND MARKET -RATE HOUSING COMMUNITY THAT PRESENTS A PLEASING FRONT TO
THE REST OF THE NEIGHBORHOOD AND INCREASED DENSITY ON THE SITE - WHILE BEING CONSISTENT WITH EXISTING DENSITIES OF THE ADJACENT NEIGHBORS - USING MULTIFAMILY UNITS AND AMPLE
OPEN SPACE TO PROVIDE FOR THE RESIDENTS' SOCIAL AND RECREATIONAL NEEDS.
THE PROJECT SITE EXTENDS APPROXIMATELY FOUR - TENTHS OF A MILE ALONG DOUGHERTY ROAD, ORGANIZED WITH EDEN'S AFFORDABLE FAMILY HOUSING, SENIOR HOUSING AND COMMON BUILDINGS AT
THE CORE, AND WITH CITATION'S MARKET RATE UNITS TO THE NORTH AND SOUTH. THE VILLAGE CENTER IS DESIGNED TO UTIUZE THE EXISTING ARC OF MATURE REDWOODS AT THE CENTER OF THE
PROJECT. THE LANDSCAPE PLAN CALLS FOR A TREE -LINED MAIN STREET, A VARIETY OF LANDSCAPED GARDENS AND GREENS, AND THREE CHILDREN'S PLAY AREAS.
THE VILLAGE CENTER IS LOCATED AT THE CROSSROADS OF THE MAIN STREET AND THE CENTRAL ENTRY DRIVE AND CONTAINS A CONCENTRATION OF COMMUNITY -BASED USES INCLUDING THE CHILD CARE
CENTER OF APPROXIMATELY 3,000 SQUARE FEET, THE COMMUNITY BUILDING OF 3,000 SQUARE FEET, AND TWO PRIMARY LARGE OUTDOOR OPEN SPACES. LOCATED AT THE HEART OF THE DEVELOPMENT,
THE COMMUNITY BUILDING ANCHORS THE CRESCENT OF REDWOODS AND THE PRIMARY RECREATION OPEN SPACES. THIS BUILDING WILL HOUSE THE AFFORDABLE FAMILY RENTAL DEVELOPMENT'S ONSITE
PROPERTY MANAGEMENT AND SUPPORTIVE SERVICES STAFF OFFICES, A COMPUTER LEARNING CENTER, AND A MULTIPURPOSE ROOM.
THE AFFORDABLE SENIOR HOUSING IS ALSO LOCATED AT THE MLLAGE CENTER TO ENHANCE THE CONNECTION BETWEEN YOUNG AND OLD. THIS BUILDING INCLUDES ITS OWN ONSITE PROPERTY
MANAGEMENT, MAINTENANCE AND SUPPORTIVE SERVICES STAFF OFFICES. OTHER AMENITIES WILL INCLUDE A MULTIPURPOSE ROOM WITH KITCHENETTE, A LIBRARY AND OTHER LOUNGE AREAS.
ALL OF THE RESIDENTIAL BUILDINGS (BOTH MARKET -RATE AND AFFORDABLE) ARE ORGANIZED ON THE SITE TO CREATE SATELLITE RECREATION AREAS, ENABLING ALL UNITS TO HAVE EXCELLENT OPEN
SPACE ACCESS. A MIXTURE OF BUILDING TYPES HAS BEEN DEVELOPED TO CREATE CHOICES FOR RESIDENTS AND VARIETY FOR THE BROADER COMMUNITY.

I. IS THE SITE PHYSICALLY SUITABLE FOR THE TYPE AND INTENSITY OF DEVELOPMENT PROPOSED?
THE SITE IS CURRENTLY DEVELOPED WITH 150 PUBLIC HOUSING UNITS ON APPROXIMATELY 24 ACRES. THE EXISTING HOUSING ON THE SITE IS A RELATIVELY LOW DENSITY OF APPROXIMATELY 6.22 UNITS
PER ACRE, WHILE THE PROPOSED HOUSING HAS A HIGHER DENSITY OF APPROXIMATELY 15.67 UNITS PER ACRE. THE PROJECT SITE IS IDEALLY SUITED FOR MODERATE DENSITY RESIDENTIAL
DEVELOPMENT, GIVEN THAT IT 15 SURROUNDED BY PROJECTS OF SIMILAR DENSITIES.
ALTHOUGH THE PROJECT PROPOSES INCREASED DENSITY, THE EXISTING INFRASTRUCTURE SERVING THE SITE IS SUFFICIENT FOR THIS PROJECT. THE SITE IS CURRENTLY SERVED BY AN 8- SEWER UNE TO
THE SOUTH WITH SUFFICIENT DOWNSTREAM CAPACITY. DUBLIN SAN RAMON SERVICES DISTRICT HAS COMPLETED A TECHNICAL MEMORANDUM STATING THAT ADEQUATE WATER SUPPLIES ARE PLANNED
FOR THE PROPOSED SITE DEMAND. AN EXISTING 12• WATER MAIN IN DOUGHERTY ROAD WILL BE USED TO SERVE THIS SITE. THE STORM DRAINAGE FROM THE SITE CURRENTLY DISCHARGES INTO ALAMO
CREEK AT 4 EXISTING LOCATIONS. THE PROPOSED PLAN WILL UTILIZE THE EXISTING STORM DRAIN OUTFALLS FOR DRAINAGE.

THE PROPOSED DEVELOPMENT WILL HAVE GREATER DENSITY THAN THE EXISTING DEVELOPMENT, COMPRISING TWO- AND THREE -STORY BUILDINGS RATHER THAN THE EXISTING ONE AND TWO STORY
BUILDINGS. THE MEWS FROM DOUGHERTY ROAD ON THE EAST WILL BE IMPROVED BUT SIMILAR TO EXISTING CONDITIONS.
ALONG DOUGHERTY ROAD, THE EXISTING SOUND WALL WILL BE REPLACED WITH A MORE ATTRACTIVE NEW SOUND WALL, AND NEW TREES AND LANDSCAPING WILL REPLACE THE OLDER DETERIORATING
STREET TREES (PRIMARILY EUCALYPTUS). THE VIEWS FROM THE NORTH, WEST AND SOUTH WILL BE IMPROVED. ATTRACTIVELY DESIGNED NEW ATTACHED AND DETACHED HOMES AND RENTAL
APARTMENTS WILL REPLACE THE EXISTING OLDER PUBUC HOUSING. NEW TREES AND LANDSCAPING WILL BE ADDED ALONG THE NORTH, WEST AND SOUTH PROPERTY LINES TO HELP PROVIDE SEPARATION
