SUBJECT: Proposed City Council Committees for Economic Development,
Communications, Environmental Programs, Community Grants, and
Community Development Block Grant Programs

RECOMMENDATION: Provide Direction to Staff on the Proposed City Council Committees
for Economic Development, Communications, Environmental
Programs, Community Grants, and Community Development Block
Grant Programs.
FINANCIAL STATEMENT: Not applicable.
DESCRIPTION:
The City Council has several major initiatives underway this Fiscal Year, many of which require ongoing
policy guidance and direction from the City Council. In order to effectively manage these efforts, Staff is
proposing the creation of five committees in the following areas:
1. Economic Development Committee
The Economic Development Committee would provide policy guidance and direction to Staff regarding
the implementation of the City Council's Fiscal Year 2009-2010 Economic Development Goals and
Objectives (G&Os). The Committee would serve as a recommendation body to the full City Council on
matters relating to these G&Os. Staff support for this committee would come from the City Manager's
Office.
2. Environmental Programs Committee
The Environmental Programs Committee would provide policy guidance and direction to Staff regarding
the development and framework of the Green Task Force. The Committee would serve as a
recommendation body to the full City Council on this matter. Staff support for this committee would
come from the City Manager's Office's Division of Environmental Programs.

3. Communications Committee
The Communications Committee would provide policy guidance and direction to Staff regarding the
implementation of the City Council's Fiscal Year 2009-2010 Communication Goals and Objectives. The
Committee would serve as a recommendation body to the full City Council on matters relating to these
G&Os. Staff support for this committee would come from the City Manager's Office.
4. Community Grants Committee
The Community Grants Committee would provide policy guidance and direction to Staff regarding the
annual Community Grants program. The Committee would be responsible for reviewing grant proposals
and making a recommendation to the full City Council regarding funding. Staff support for this
committee would come from the Community Development Department and the City Manager's Office.
5. Community Development Block Grant Program (CDBG) Committee
The CDBG Committee would provide policy guidance and direction to Staff regarding a plan for the
future "entitlement city" status by Housing and Urban Development, as well as the annual review of
CDBG applications. The Committee would serve as a recommendation body to the full City Council
programs and activities relating to this change of status. Staff support for this committee would come
from the Community Development Department.
If the City Council agrees with the formation of these committees, Staff will bring back a Resolution, for
City Council consideration, establishing the committees as well as the recommended appointments by the
Mayor.
