FINANCIAL IMPACT: None. RECOMMENDATION: Staff recommends that the City Council confirm the newly proposed dates associated with the Fiscal Year 2010-2011 Goals and Objectives and Budget Process. ~, ~~ ~lri'r~~~~ ~d `-_ Submi d By Budget Manager Reviewe y Assistant City Manager Page 1 of ~ ITEM NO. 7 Z r~ DESCRIPTION: The City's annual Goals and Objectives process accommodates input from City Commissions and Committees, the City Council, the Public and Staff. The adoption of the Goals and Objectives program includes a prioritization process allowing the City Council to designate each proposed objective with a high, medium, or low priority. All high priority objectives are listed in the annual Preliminary Budget document for final approval by the City Council. The Goals and Objectives process for the upcoming fiscal year (July 1 through June 30) will need to take place earlier than in the past. The proposed schedule will accommodate accelerated timelines for the internal budget preparation process, including allowing adequate time to address unforeseen issues with the new finance software. The schedule will also provide an opportunity to conduct outreach and community education focusing on the City's current budget conditions. If the newly proposed schedule is approved, input will be solicited from City Commissions and Committees in December of 2009; followed by a joint workshop with the City Council and all Commissions in January 2010. The City Council will formally review the comprehensive Goals and Objectives Program and determine objective prioritization as part of the Budget Study Session in February 2010. At the October 20, 2009, meeting, the City Council requested that Staff return with additional dates for meetings related to the City's Fiscal Year 2010-2011 Goals and Objectives process. The proposed dates below include three new possible options for the City Council and Commissions Workshop: (1) a special meeting on a Saturday; (2) prior to a regular City Council meeting; or (3) as part of the regular City Council meeting. Proposed options for the two meetings are as follows: I. City Council and Commissions Workshop (choose one option) - (Meetings historically have lasted two to two-and-a-half hours) Option 1: Saturday, January 23, 2010 from 9:00 A.M. to Noon; (Adjourned Regular City Council Meeting); or Option 2: Tuesday, January 19, 2010 from 5:00 P.M. to 7:00 P.M.; (Adjourned Regular City Council Meeting); or Option 3: Tuesday, January 19, 2010 from 7:00 P.M. to 9:00 P.M. (Regular City Council Meeting). II. City Council Goals and Objectives /Budget Study Session - Wednesday, February 24, 2010 beginning at 6:00 P.M.
