The Governor’s Executive Order N-08-21 (June 11, 2021) has extended this provision regarding the conduct of public meetings through September 30, 2021. The City of Dublin will adopt the following practices during upcoming City Council meeting: • Per normal practice, the meeting will be livestreamed and available at www.tv28live.org for viewing and also broadcast live on Comcast T.V. channel 28 beginning at 7:00 p.m. This meeting will also be available on the City’s website: https://dublin.ca.gov/1604/Meetings-Agendas-Minutes-Video-on-Demand • To maximize public safety while maintaining transparency and public access, members of the public may participate in one of the following ways: o Virtual Platform (Zoom): ▪ If you wish to speak via Zoom during the meeting, please fill out the online speaker slip available at www.dublin.ca.gov. The speaker slip will be made available at 10:00 a.m. on Tuesday, September 7, 2021. Upon submission, you will receive Zoom link information. Speakers slips will be accepted until the staff presentation on an agenda item ends, or until the public comment period on non-agenda items is closed. ▪ Once connected, the public speaker will be connected to the Zoom webinar as an attendee and muted. The speaker will be able to see the meeting from inside Zoom. ▪ When the agenda item upon which the individual would like to comment is addressed, the speaker will be announced in the meeting when it is his/her September 07, 2021 Dublin City Council Regular Meeting Agenda 2 time to speak to the City Council. The speaker will then be unmuted for comment. o In person at Council Chamber: ▪ Members of the public wishing to speak in person are asked to fill out an online speaker slip in advance of the meeting. Speakers may also sign up to speak at the meeting. Speaker slips will be accepted until the staff presentation on an agenda item ends, or until the public comment period on non-agenda items is closed. ▪ Consistent with the Alameda County Health Officer Order, members of the public must wear a face cover, covering the nose and mouth at all times during the course of the meeting, even while speaking at the podium. 1. CALL TO ORDER 2. PLEDGE OF ALLEGIANCE 3. ORAL COMMUNICATIONS 3.1 Presentation on Alameda County Sheriff’s Office Youth and Family Services Bureau The City Council will receive a presentation from Alameda County Sheriff’s Office Youth and Family Services Bureau Captain Marty Neideffer and Behavioral Health Unit Manager Kelly Glossup regarding the variety of programs they facilitate to support community members who are facing serious life challenges. STAFF RECOMMENDATION: Receive the presentation. 3.2 Declaration of September 11, 2021 as Patriot Day, a Day of Service and Remembrance in the City of Dublin The City Council will consider a resolution declaring September 11, 2021 as Patriot Day, a Day of Service and Remembrance in the City of Dublin to remember the events of September 11, 2001, honor the lives lost, and pay tribute to first responders, others who rose to service that day, and all who continue to serve to protect our country. STAFF RECOMMENDATION: Adopt the Resolution Declaring September 11, 2021 as Patriot Day, a Day of Service and Remembrance in the City of Dublin. 3.3 Public Comment At this time, the public is permitted to address the City Council on non-agendized items. Please step to the podium and clearly state your name for the record. COMMENTS SHOULD NOT EXCEED THREE (3) MINUTES. In accordance with State Law, no action or discussion may take place on any item not appearing on the posted agenda. The Council may respond to statements made or questions asked, or may request Staff to report back at a future meeting concerning the matter. Any member of the public may contact the City Clerk’s Office related to the proper procedure to place an item on a future City Council agenda. The exceptions under which the City Council MAY discuss and/or take action on items not appearing on the agenda are contained in Government Code Section 54954.2(b)(1)(2)(3). 4. CONSENT CALENDAR Consent Calendar items are typically non-controversial in nature and are considered for approval by the City Council with one single action. Members of the audience, Staff or the September 07, 2021 Dublin City Council Regular Meeting Agenda 3 City Council who would like an item removed from the Consent Calendar for purposes of public input may request the Mayor to remove the item. 4.1 Approval of the August 17, 2021 Regular City Council Meeting Minutes The City Council will consider approval of the minutes of the August 17, 2021 Regular City Council Meeting. STAFF RECOMMENDATION: Approve the minutes of the August 17, 2021 Regular City Council Meeting. 4.2 Amendment to the Agreement with Advance Integrated Pest Management for Pest Control Services The City Council will consider amending the agreement with Advanced Integrated Pest Management to provide increased pest control services on Parks Reserve Forces Training Area through the Intergovernmental Support Agreement with the U.S. Army. STAFF RECOMMENDATION: Adopt the Resolution Approving an Amendment to the Agreement with Advance Integrated Pest Management for Pest Control Services. 4.3 Amendment to the Agreement with Squad Estates dba Skyhawks Tri Valley East Bay The City Council will consider an amendment to the agreement with Squad Estates dba Skyhawks Tri Valley East Bay to add a not-to-exceed compensation amount for instruction of recreational classes and to extend the term of services. STAFF RECOMMENDATION: Adopt the Resolution Approving an Amendment to the Contract Instructor Services Agreement with Squad Estates dba Skyhawks Tri Valley East Bay, for Recreation Services. 5. WRITTEN COMMUNICATION – None. 6. PUBLIC HEARING – None. 7. UNFINISHED BUSINESS 7.1 Adoption of Revised American Rescue Plan Act Budget for Fiscal Year 2021-22 The City Council will consider adopting a Resolution Approving the Revised American Rescue Plan Act (ARPA) Budget for Fiscal Year 2021-22. The City Council previously adopted an ARPA budget on April 20, 2021, however due to a significant change in the overall amount of funding the City will receive and changes in program guidance from the U.S. Department of the Treasury, a revised budget is needed to ensure compliance with the program’s requirements. STAFF RECOMMENDATION: Deliberate, make a determination on the optional budget item, and adopt the Resolution Approving the Revised American Rescue Plan Act Budget for Fiscal Year 2021-22. 8. NEW BUSINESS 8.1 Informational Report on Accessory Dwelling Unit Prototype Plans and Manual and Potential Fee Reductions and/or Waivers The City Council will receive an informational report on the Accessory Dwelling Unit (ADU) Prototype Plans and Manual, and potential permit fee reductions and/or waivers to facilitate the production of ADUs throughout the community. September 07, 2021 Dublin City Council Regular Meeting Agenda 4 STAFF RECOMMENDATION: Receive report on the ADU Prototype Plans and Manual, and provide direction to Staff on potential fee waivers to facilitate the production of ADUs. 8.2 Dublin Open Space Initiative of 2014 and Related Studies The City Council will receive a report on the Open Space Initiative of 2014 including a requirement to conduct a study of commercial development in the unincorporated area by 2024. The language in the Initiative references the study in relation to the extension of Dublin Boulevard which is currently in design by the Alameda County Transportation Commission. It is expected that the design work will be complete by mid-2023. Given that the Dublin Boulevard extension is currently in design, Staff believes it is an appropriate time to discuss the components of the study with the City Council. STAFF RECOMMENDATION: Receive the report and direct Staff to initiate a study of commercial development along the Dublin Boulevard extension in accordance with the provision of the Dublin Open Space Initiative of 2014. 9. OTHER BUSINESS Brief information only reports from City Council and/or Staff, including committee reports and reports by City Council related to meetings attended at City expense (AB1234). 10.
