Meeting Procedure During Coronavirus (COVID- 19) Outbreak:
Pursuant to the Governor’s Executive Order N-29-20 (March 17, 2020), the City is authorized to
hold public meetings via teleconferencing and to make public meetings accessible
telephonically or otherwise electronically to all members of the public, without making
available any physical location for the public. The Governor’s Executive Order N-08-21 (June
11, 2021) has extended this provision regarding the conduct of public meetings through
September 30, 2021. The City of Dublin will adopt the following practices during upcoming
City Council meeting:
• Per normal practice, the meeting will be livestreamed and available at www.tv28live.org
for viewing and also broadcast live on Comcast T.V. channel 28 beginning at 7:00 p.m.
This meeting will also be available on the City’s website:
https://dublin.ca.gov/1604/Meetings-Agendas-Minutes-Video-on-Demand
• To maximize public safety while maintaining transparency and public access, members
of the public may participate in one of the following ways:
o Virtual Platform (Zoom):
▪ If you wish to speak via Zoom during the meeting, please fill out the online
speaker slip available at www.dublin.ca.gov. The speaker slip will be made
available at 10:00 a.m. on Tuesday, August 17, 2021. Upon submission, you
will receive Zoom link information. Speakers slips will be accepted until
the staff presentation on an agenda item ends, or until the public comment
period on non-agenda items is closed.
▪ Once connected, the public speaker will be connected to the Zoom webinar
as an attendee and muted. The speaker will be able to see the meeting from
inside Zoom.
▪ When the agenda item upon which the individual would like to comment is
addressed, the speaker will be announced in the meeting when it is his/her

time to speak to the City Council. The speaker will then be unmuted for
comment.
o In person at Council Chamber:
▪ Members of the public wishing to speak in person are asked to fill out an
online speaker slip in advance of the meeting. Speakers may also sign up to
speak at the meeting. Speaker slips will be accepted until the staff
presentation on an agenda item ends, or until the public comment period
on non-agenda items is closed.
▪ Consistent with the Alameda County Health Officer Order, members of the
public must wear a face cover, covering the nose and mouth at all times
during the course of the meeting, even while speaking at the podium.

3.1 Employee Introduction
New City of Dublin Staff member, Sharon McGuire, Office Assistant II with Police
Services, will be introduced.

3.2 Presentation of American Muslim Appreciation and Awareness Month Proclamation
The City Council will present the American Muslim Appreciation and Awareness Month
Proclamation.
STAFF RECOMMENDATION:
Present the proclamation.
3.3 Presentation of Constitution Week Proclamation
The City Council will present the Constitution Week Proclamation.
STAFF RECOMMENDATION:
Present the proclamation.
3.4 Informational Presentation on Plan Bay Area 2050
The City Council will receive a presentation from Metropolitan Transportation
Commission (MTC) and Association of Bay Area Governments (ABAG) Staff on Plan Bay
Area 2050. Plan Bay Area 2050 is a long- range plan charting the course for the future of
the nine-county San Francisco Bay Area. Plan Bay Area 2050 focuses on four key issues —
the economy, the environment, housing, and transportation — and identifies a path to
make the Bay Area more equitable for all residents and more resilient in the face of
unexpected challenges. This regional plan outlines strategies for growth and investment
through the year 2050, while simultaneously striving to meet and exceed federal and state
requirements for a Regional Transportation Plan and Sustainable Communities Strategy.
MTC/ABAG are expected to adopt Plan Bay Area 2050 in fall 2021.
STAFF RECOMMENDATION:

3.5 Presentation on Alameda Local Agency Formation Commission (LAFCO) Draft
Municipal Service Review
The City Council will receive a presentation from Rachel Jones, Executive Officer,
Alameda Local Agency Formation Commission (LAFCO), regarding the Alameda LAFCO
draft municipal service review.
STAFF RECOMMENDATION:
Receive the presentation.
3.6 Public Comment
At this time, the public is permitted to address the City Council on non-agendized items. Please step to the
podium and clearly state your name for the record. COMMENTS SHOULD NOT EXCEED THREE (3)
MINUTES. In accordance with State Law, no action or discussion may take place on any item not appearing
on the posted agenda. The Council may respond to statements made or questions asked, or may request
Staff to report back at a future meeting concerning the matter. Any member of the public may contact the
City Clerk’s Office related to the proper procedure to place an item on a future City Council agenda. The
exceptions under which the City Council MAY discuss and/or take action on items not appearing on the
agenda are contained in Government Code Section 54954.2(b)(1)(2)(3).
4. CONSENT CALENDAR
Consent Calendar items are typically non-controversial in nature and are considered for
approval by the City Council with one single action. Members of the audience, Staff or the
City Council who would like an item removed from the Consent Calendar for purposes of
public input may request the Mayor to remove the item.
4.1 Approval of the July 20, 2021 Regular City Council Meeting Minutes
The City Council will consider approval of the minutes of the July 20, 2021 Regular City
Council Meeting.
STAFF RECOMMENDATION:
Approve the minutes of the July 20, 2021 Regular City Council Meeting.
4.2 City Proclamations for the Month of September
The City Council will consider the following proclamations for the month of September in
the City of Dublin: National Alcohol and Drug Addiction Recovery Month, National
Wilderness Month, National Childhood Cancer Awareness Month, National Childhood
Obesity Awareness Month, National Hispanic Heritage Month, National Ovarian Cancer
Awareness Month, National Preparedness Month, National Prostate Cancer Awareness
Month, National Small Business Week, and National Suicide Prevention + Action Month.
STAFF RECOMMENDATION:
Approve the proclamations.
4.3 Two-Year Strategic Plan Mid-Point Update
The City Council will receive a mid-point status update on the City’s Two-Year Strategic
Plan.
STAFF RECOMMENDATION:
Receive the report.
4.4 Outdoor Seating Zoning Ordinance Amendments (PLPA-2021-00024)
The City Council will consider City-initiated amendments to the Zoning Ordinance to
facilitate outdoor seating for eating and drinking establishments on both a long -term

temporary and permanent basis to aid in economic recovery post-COVID-19.
Amendments are proposed to Dublin Municipal Code Section 8.12.050 (Permitted and
Conditionally Permitted Land Uses), Section 8.76.080 (Parking Requirements by Use
Type), Section 8.104.030 (Site Development Review Waiver), and Section 8.108.020 (Uses
Permitted with a Temporary Use Permit). The first reading of the Ordinance approving
the Zoning Ordinance Amendments was held at the July 20, 2021 Regular City Council
Meeting. The City Council is now being asked to waive the second reading and adopt the
Ordinance.
STAFF RECOMMENDATION:
Waive the second reading and adopt the Ordinance Approving Amendments to Dublin
Municipal Code Section 8.12.050 (Permitted and Conditionally Permitted Land Uses),
Section 8.76.080 (Parking Requirements by Use Type), Section 8.104.030 (Site
Development Review Waiver), and Section 8.108.020 (Uses Permitted with a Temporary
Use Permit).
4.5 Report on Commission and Committee Alternates
The City Council will receive a report on the status of alternate members of City
Commissions and Committees.
STAFF RECOMMENDATION:
Receive the report.
4.6 City Treasurer's Informational Report of Investments for the Quarter Ending June 30,
2021
The City Council will receive an informational report of the City’s investments through
the quarter ending June 30, 2021 including a monthly transaction ledger. The City’s
investment portfolio for this period totaled $332,259,129 (market value) with an average
market yield of 0.39%. As required by the Policy, the City Treasurer (Administrative
Services Director) affirms that the City is able to meet its expenditure requirements for
the next six months.
STAFF RECOMMENDATION:
Receive the City Treasurer's Informational Report of Investments for the Quarter Ending
June 30, 2021.
4.7 Approval of Master License Agreement for Small Cell Pole Attachment Installation
with Crown Castle Fiber, LLC
The City Council will consider approving a Master License Agreement for Small Cell Pole
Attachment Installation with Crown Castle Fiber, LLC.
STAFF RECOMMENDATION:
Adopt the Resolution Approving a Master License Agreement for Small Cell Pole
Attachment Installation with Crown Castle Fiber, LLC.
4.8 Annual Review of City’s Investment Policy
The City Council will consider the City’s Investment Policy (Policy), including two
changes proposed this year to align the Policy with the California Government Code. The
City Council will also consider adopting a resolution completing the Annual Review of the
Investment Policy and designating positions authorized to complete investment
transactions. While not required by statute, annual review of a local agency’s investment

policy is recommended by the California Debt and Investment Advisory Commission and
is included as a requirement in the Policy.
STAFF RECOMMENDATION:
Adopt the Resolution Completing the 2021 Annual Review of Investment Policy and
Delegation of Authority to Complete Investment Transactions.
4.9 Contract Services Agreement with Consiliant LLC
The City Council will consider approval of a three-year agreement with Consiliant LLC for
the Situational Awareness Camera (SitCams) program. SitCams can capture real- time
footage of an entire area, such as a major intersection. This allows an intersection to be
reviewed for investigative leads on vehicles involved in a crime or other criminal activity.
Consiliant LLC oversees the installation, training, maintenance, and upkeep of the
SitCam Program established, owned, and operated by the City of Dublin.
STAFF RECOMMENDATION:
Adopt the Resolution Approving a Contract Services Agreements with Consiliant LLC.
4.10 Payment Issuance Report and Electronic Funds Transfers
The City Council will receive a listing of payments issued from July 1, 2021 - July 21, 2021
totaling $5,990,831.76.
STAFF RECOMMENDATION:
Receive the report.
4.11 Naming the Sports Pool at The Wave
The City Council will consider naming the outdoor sports pool at The Wave the "Paul
McCreary Sports Pool" in honor of Paul McCreary, former Dublin Parks and Community
Services Director, and his long-time, dedicated service to the community.
STAFF RECOMMENDATION:
Approve the naming of the outdoor swimming facility at The Wave as Paul McCreary
Sports Pool and direct Staff to install appropriate signage.
4.12 Agreements for Vehicle Maintenance and Repair On-Call Services
The City Council will consider approving agreements for on-call vehicle maintenance and
repair services for Dublin Police Services.
STAFF RECOMMENDATION:
Adopt the Resolution Approving Agreements for On-Call Vehicle Maintenance and
Repair Services with Big O Tires, Dublin Chevrolet, Lehr Auto, Livermore Auto, Parkway
Body Shop, and Pro Cycles.

7. UNFINISHED BUSINESS
7.1 Report from the Community Task Force on Equity, Diversity, and Inclusion
The City Council will receive a report from the Community Task Force on Equity,
Diversity, and Inclusion.

8. NEW BUSINESS
8.1 Designation of Voting Delegates for the 2021 National League of Cities City Summit
The City Council will consider appointing a voting delegate, and an alternate, to attend and
vote on the City’s behalf at the National League of Cities City Summit in November 2021.
STAFF RECOMMENDATION:
Discuss the item and appoint a voting delegate, and an alternate, to attend and vote, on
the City’s behalf, at the National League of Cities City Summit in November 2021.
9. OTHER BUSINESS
Brief information only reports from City Council and/or Staff, including committee reports and
reports by City Council related to meetings attended at City expense (AB1234).
10. ADJOURNMENT
