Regular Meeting
A Regular Meeting of the Dublin City Council was held on Tuesday, September 7,
2021, in the City Council Chamber and via Zoom Communications. The meeting was
called to order at 7:00 PM., by Mayor Hernandez.
1) Call to Order

3.1) Presentation on Alameda County Sheriff’s Office Youth and Family
Services Bureau
The City Council received the presentation from Alameda County Sheriff’s Office
Youth and Family Services Bureau Captain Marty Neideffer and Behavioral
Health Unit Manager Kelly Glossup regarding a variety of programs they facilitate
to support community members who are facing serious life challenges.
3.2) Declaration of September 11, 2021 as Patriot Day, a Day of Service and
Remembrance in the City of Dublin
Mayor Hernandez recited a portion of the Resolution.
On Motion by Councilmember Josey, seconded by Mayor Hernandez, and by
unanimous vote the City Council adopted Resolution No. 102-21 titled, “Declaring
September 11, 2021 as Patriot Day, a Day of Service and Remembrance in the
City of Dublin.”

4) Consent Calendar
4.1) Approved the August 17, 2021 Regular City Council Meeting Minutes.
4.3) Adopted Resolution No. 104-21 titled, “Approving an Amendment to the
Contract Instructor Services Agreement with Squad Estates dba Skyhawks Tri
Valley East Bay, for Recreation Services.”
On Motion by Councilmember Josey, seconded by Vice Mayor Kumagai, and by
unanimous vote the City Council adopted the Consent Calendar.

7) Unfinished Business
7.1) Adoption of Revised American Rescue Plan Act Budget for Fiscal Year
2021-22
The City Council received a presentation regarding the revised American
Rescue Plan Act (ARPA) Budget for Fiscal Year 2021-22.
4.2) Adopted Resolution No. 103-21 titled, “Approving an Amendment to the
Agreement with Advance Integrated Pest Management for Pest Control
Services.”

On Motion by Vice Mayor Kumagai, seconded by Councilmember Josey, and by
unanimous vote the City Council adopted Resolution No. 105-21 titled,
“Approving the Revised American Rescue Plan Act Budget for Fiscal Year 2021-
22,” amended to include the Optional Budget Item (DPS Behavioral Health Unit).

8) New Business
8.1) Informational Report on Accessory Dwelling Unit Prototype Plans and
Manual and Potential Fee Reductions and/or Waivers
The City Council received an informational report on the Accessory Dwelling
Unit (ADU) Prototype Plans and Manual, and potential permit fee reductions
and/or waivers to facilitate the production of ADUs throughout the community.
By consensus, the City Council directed Staff to bring back an amendment to
the Master Fee Schedule to waive permit fees for five years for ADUs less than
750 square feet and those that are 750 square feet or larger that are deed
restricted as lower-income units, and to conduct a fee study regarding impact
fees on ADUs.
Mayor Hernandez called a five-minute break at 9:14 p.m.
Mayor Hernandez resumed the meeting at 9:18 p.m.
8.2) Dublin Open Space Initiative of 2014 and Related Studies The City Council received a report on the Open Space Initiative of 2014
including a requirement to conduct a study of commercial development in the
unincorporated area by 2024.
By consensus, the City Council directed Staff to initiate a study of commercial
development along the Dublin Boulevard extension in accordance with the
provision of the Dublin Open Space Initiative of 2014.
9) Other Business
The City Council and Staff provided brief information-only reports, including
committee reports and reports by the City Council related to meetings attended
at City expense (AB1234).

By Consensus, the City Council directed Staff to bring back a Resolution
affirming Dublin’s support for and welcoming of Afghan refugees.
10) Adjournment
Mayor Hernandez called for a moment of silence in remembrance for all the
victims and their loved ones affected by the September 11, 2001 terrorist
attacks. The meeting was adjourned at 10:00 p.m.
