III.
A) Discuss City Council expectations of the Parks and Community Services Commission and the
Commission's role in relation to the Senior Center Advisory Committee, Heritage Center
Advisory Committee and Youth Advisory Committee
The Parks and Community Services Commission is an advisory body to the City Council. The
Heritage Center, Senior Center and Youth Advisory Committees are advisory bodies to the Parks
and Community Services Commission and the City Council.
The Parks and Community Services Commission has asked that the City Council: 1) clarify the role
of the Commission and the expectations that the City Council hasfor the Commission; and 2) define
the Commission's role in relation to the Heritage Center, Senior Center and Youth Advisory
Committees.
B) Enforceability of City's Joint Use Agreement with the Dublin Unified School District
The City and School District entered into an agreement regarding use of facilities in September of
1989. The agreement provides that the District shall make available to City certain school facilities
for use by the community during non-school hours and that the City shall make available to District
all City recreation facilities for school events. The City is responsible for scheduling the use of
these facilities.
The Parks and Community Services Commission is concerned that the terms of the agreement are
not being upheld by the District and believes that an effort should be made to either enforce the
terms of the agreement or revise the agreement.
C) Discuss promotional brochure for the Heritage Center
The Heritage Center Advisory Committee would like to develop a glossy brochure to promote the
Heritage Center. The purpose of the brochure would be threefold:
a) Distribute the brochure to tourist areas (hotels, restaurants, etc.) in order to promote the
museum.
b) Distribute the brochure at bridal fairs, etc. in order to promote rental of the church.
c) Have a professional document that can be mailed to prospective facility users.
D) Development of a new Senior Center
The Senior Center Advisory Committee would like to pursue development of a new Senior Center.
The current Center is not adequate to accommodate program expansion desired by the senior
population.
The City Council has authorized a study of the Dublin Library Building to evaluate it's use for a
Senior Center. The results of the study are anticipated in April, 1998.

E) Expansion of hours (evening/weekend) at the existing Senior Center
The Senior Center Advisory Committee would like to expand the hours at the Dublin Senior Center
by adding evening and weekend hours. The expansion of hours would allow for the introduction of
new programs at the Center and could reach a segment of the senior population that is currently
not being served by Center programs and services.
F) A van to transport seniors to and from the Senior Center
The Senior Center Advisory Committee would like to pursue the purchase of a van for the Senior
Center. The purpose of the van is twofold: first it could be used to transport seniors to and from
the Center; and second it could be used for trips that are sponsored by the senior center.
Paratransit and bus services to the Senior Center are currently provided by WHEELS, however, the
seniors have indicated that the service is substandard.
G) Update on the Senior Center Foundation
The Dublin Senior Center Foundation has been approved as a public charity foundation. The State
approved the tax exempted non-profit corporation on October 6, 1997 and the Internal Revenue
Service approved the 501(a)(1) on January 2, 1998. The Foundation has a nine person Board of
Directors and four officers. They have published an informational brochure and are currently
seeking members for the Booster Club.
H) Discuss expansion of Heritage Center staffing hours
The Heritage Center Advisory Committee would like to investigate the possibility of expanding the
current 20 hour staff position to a 40 hour position. The Committee believes that the expanded
hours would allow staff to expand the museum and develop an in-depth educational program at the
Center. The hours would also allow staff to actively promote the facility and would also make the
museum more available to the community.
I) Discuss the need for storage facility at Heritage Center
The Heritage Center Advisory Committee would like to expand the scope of the museum by
developing quarterly exhibits in the small room of the Schoolhouse. The exhibits draw visitors to
the museum on a more regular basis. As exhibits are developed donations of artifacts have been
offered to the museum. (Currently items in the museum are the possession of DHP A). In order to
accept such gifts a secure, weather-proof storage area is required At present, some items from the
church have been placed in a rented storage "bin" behind the church and in the 1936 "woodshed"
building behind the Schoolhouse. The woodshed is not weather proof
J) Discuss the need for a security system for Heritage Center buildings
Because of the isolation of the area the Heritage Center is a prime target for vandalism. This past
year the door to the "woodshed" building behind the Schoolhouse was kicked in, tombstones in the
cemetery were broken and a window was broken in the Schoolhouse. As new exhibits are
developed many items are borrowed from area residents. It is the Heritage Center Advisory
Committee's opinion that security systems for both the Schoolhouse and the Church are in order.

K) Discuss City acquisition of the Green Store and Alamilla Springs
In order to preserve one of the remaining historical resources of the City the Heritage Center
Advisory Committee would like to investigate the possibility of acquiring the Old Green Store. If
acquired, the building could be used for receptions in corifunction with church rentals, for museum
expansion, andfor programs and events sponsored by the Heritage Center.
With regard to Alamilla Springs, maintenance of the Springs is at issue. The Committee would like
to investigate a transfer of the property to the City or a maintenance agreement with the current
property owner in order that the City could assume maintenance of the Springs.
L) Discuss need for connection to Dublin Historical Preservation Association Property across the
creek
Earlier this year, the City Council received a report on the feasibility of placing a vehicular bridge
over the creek in order to connect the Heritage Center with the property owned by the Dublin
Historical Preservation Association. DHP A has entered into a lease of the property with E.
Clampus Vitus who intend to build a meeting hall on the site. The site does not have adequate
access from Donlon Way for emergency vehicles, thus the need for the bridge over the creek
M) Discuss the status of Heritage Fall Festival
The second annual Heritage Fall Festival was held on September 27, 1997. Staff, the Heritage
Center Advisory Committee and the Parks and Community Services have evaluated the Festival and
made recommendations for future years. The consensus is that the Festival should be focused
around a heritage theme and the "carnival-type" atmosphere evoked during the previous events
should be eliminated It is recommended to change the name of the event to Heritage Festival
(eliminating FALL from the title) and locating the majority of the event in the Heritage Center
parking lot thereby better showcasing the Center. Further, in keeping with California's celebration
of the gold rush, the suggested theme for 1998 is "The 4ger GOLD RrJ..f;JH". Each component of the
event would focus activities around this theme.
N) Interim use of Civic Center property for skateboard park and lighted basketball courts
The Parks and Community Services Commission believes that there is an immediate need for a
skateboard park and for outdoor lighted basketball courts. Given that there is not space at any of
the City's parks and construction of City Park is too far in the future, they would like to pursue an
interim use of the vacant Civic Center property for these recreational amenities.
0) Consideration of a Day Care Facility at City Park
Councilmember Lockhart has suggested that consideration be given to placing a Day Care Facility
at the future City Park on the Santa Rita Property in Eastern Dublin. The City Park Task Force is
presently studying the various uses for the park but has not identified the need for a Day Care
Facility on this site. The preliminary master plan for the park does include space for a Senior
Center. If it is determined that the Dublin Library is suitable (and available) for use as a Senior
Center, the space identified on the master plan for a Senior Center could be used for a Day Care
Facility.
