CITY COUNCIL MEETING DATE: May 13, 1991
SUBJECT: Adoption of a Military Unit Serving or Having Served
in the Gulf Theater Operation (Report Prepared by:

RECOMMENDATION: -Receive presentation by Committee Representatives
-Consider requests which include: 1) Adopting a
Resolution establishing the City's own "adopted sons
and daughters" ; 2) Establishing a citizen committee
which will function as liaison between the community
and the adopted unit; and 3 ) Donating a symbolic gift
from the City to each member of the adopted unit
(e.g. , key to the City, medallion of City seal, etc. )

IMPACT:
DESCRIPTION: At the City Council meeting of March 11, 1991, the
Council briefly discussed the "Adopt-a-Military Unit" program. This
program would provide for the formal adoption of a military unit serving
or having served in the Gulf Theater Operation by the City of Dublin.
Representatives from the non-profit organization sponsoring this program,
"America Supporting Americans, " have asked to make a formal presentation
before the City Council to explain the program and respond to questions.
Following the presentation, the City Council will be asked to consider
taking the following actions:
1) Adopt a Resolution establishing the City' s own "adopted sons and
daughters" of Military Unit 4th Battalion, 32nd Regiment of the 3rd
Armoured Division (sample resolution attached) . This Division includes
one Dublin resident. In addition, committee representatives have
indicated that the "Adoption Roster" may include the names of other Dublin
residents (who served in the Gulf) in addition to the names of the adopted
Division members.
2) Establish a citizen committee which will function as liaison between
the community and the adopted unit. An ad hoc committee of Dublin
residents has already been formed. If the City Council chooses to
establish a formal citizen' s committee, it is suggested that the Council:
1) discuss the City' s role with regard to the committee; and 2) issue a
press release soliciting additional committee members.
3 ) Donate a symbolic gift from the City to each member of the adopted unit
(e.g. , key to the City, medallion of City seal, etc. ) . The City pin,
which features the City logo is readily available.
It is recommended that the City Council consider the Committee' s requests

Attached you will find several documents related to the proposal
submitted on March 4 , 1991 by Richard T. Lee. The documents are
all related to the proposal of formally adopting a military unit
by the City of Dublin and other communities .
To accomplish this goal , it is required that a formal resolution
is passed by the Mayor and City Council , establishing their own
"adopted" sons and daughters .
It is our request that this issue is placed on the agenda of the
next City Council meeting so it may be formally addressed and
approved. We are hopeful that we can look to our community for
support with this issue and that the City of Dublin and other
communities will find this gesture to be a positive way to demonstrate
their leadership role.
We look forwarding to hearing from you as to the day and time that
we might present you with the format to complete the adoption. We

SUBJECT: ADOPTION OF MILITARY UNITS SERVING IN THE GTO
TO: MAYOR PETE SNYDER AND DUBLIN CITY COUNCIL

CONTROLLING PURPOSE: TO SUGGEST THE FORMAL ADOPTION OF A MILITARY
UNIT BY THE CITY OF DUBLIN AND OTHER COMMUNITIES.
INTRODUCTION:
THIS PROPOSAL CARRIES THE FULL ENDORSEMENT OF THE PRESIDENT OF THE
UNITED STATES, NAMELY GEORGE BUSH. SIMPLY STATED THIS ENDORSEMENT
IS AMERICA SUPPORTING AMERICANS. STATED SPECIFICALLY, THE
PRESIDENT ENDORSES AN ALREADY ESTABLISHED ADOPTION. PROGRAM FOR
BRANCHES ( AND THEIR RESPECTIVE UNITS ) OF THE UNITED STATES ARMED
SERVICES BY AMERICAN TOWNS.
TEXT:
THE PURPOSE IS TO PROVIDE APOLITICAL, MORAL AND "MORALE" SUPPORT TO
THE YOUNG MEN AND WOMEN WHO SERVE THEIR COUNTRY, AND TO PROVIDE A
BOND OF FRIENDSHIP BETWEEN ALL AMERICANS. THE GOAL IS TO PROVIDE
ADOPTION FOR EVERY' UNIT OF THE ARMED SERVICES. APPROXIMATELY 4500
OF THE TROOPS HAVE BEEN FORMALLY ADOPTED BY A NUMBER OF AMERICAN
TOWNS SINCE DECEMBER 1990.
TO ACCOMPLISH THIS GOAL, A CITY IS REQUIRED TO DO THE FOLLOWING:
1) ADOPT A FORMAL RESOLUTION PASSED BY THE MAYOR AND CITY
COUNCIL, ESTABLISHING THEIR OWN "ADOPTED" SONS AND DAUGHTERS.
2) ESTABLISH AN ACTIVE "CITIZEN" COMMITEE WHICH WILL LIASON
BETWEEN COMMUNITY AND THE ADOPTED UNIT.
3) IT IS SUGGESTED THAT A SYMBOLIC GIFT FROM THE CITY BE GIVEN TO
EACH MEMBER OF THE ADOPTED UNIT ( KEY TO THE CITY, MEDALLION OF
CITY SEAL) .
THE ARMED SERVICES OF . AMERICA HAS OFFICIALLY DESIGNATED THE
NONPROFIT ORGANIZATION "AMERICA SUPPORTING AMERICANS" TO MATCH UP
MILITARY UNITS WITH CITIES RESOLVED TO ADOPT THEM, AND TO PROVIDE
ALL OTHER ASSISTANCE XOF RESOLUTIONS, AND PERSONAL PROVIDING
GUIDELINES, ION.
ON A PERSONAL NOTE, I WAS RAISED IN THE CITY OF SAN MATEO, WHICH
HAS THE DISTINCTION OF BEING THE FIRST CITY TO ADOPT A MILITARY
UNIT IN THE NATION. THE DATE WAS 1968. THE SOCIO-POLITICAL
ATMOSPHERE WAS EXPLOSIVE, AND I AM SURE YOU CAN APPRECIATE THE
CONTROVERSY OF SUCH A VIRTUOUS ACT. AS AN ADULT I WAS DEEPLY MOVED
BY THE RAW EMOTION DIPICTED IN THE PERSONAL LETTERS, MOMENTOS AND
PICTURES OF THE ADOPTED SOLDIERS AND THEIR PARENTAL COMMUNITY, THAT
I VIEWED IN THE MEMORIAL EXHIBIT FOR COMPANY A, 1/327 OF THE 101
AIRBORNE DIVISION AT THE SAN MATEO PUBLIC LIBRARY. THIS SPARKED
THE INTEREST IN ME TO MAKE THE ADOPTION PROPOSAL TO YOU.
I HAVE ALSO CONTACTED A NUMBER OF DUBLIN RESIDENTS IN MY
NEIGHBORHOOD WHO ARE VERY MUCH INTERESTED IN ASSISTING IN WHATEVER
WAY THEY CAN IN SUPPORTING THE CITY IN PASSING AN ADOPTION
RESOLUTION, AND/OR PARTICIPATING IN A CITIZENS COMMITEE. ONE
NEIGHBOR HAS APPROACHED HER COWORKERS AT A LOCAL BUSINESS AND UP TO
22 DUBLIN RESIDENTS, INCLUDING THEIR RESPECTIVE FAMILY.MEMBERS ARE
ETHUSIASTICALLY EDORSING THIS PROPOSAL.
ON A LAST NOTE, IF THE CITY IS WONDERING ABOUT THEIR OWN RESIDENTS
WHO ARE SERVING IN OTHER UNITS, YOU CAN ADD THEIR NAMES TO THE
ADOPTION ROLL LIST. ALTERNATIVELY, SINCE THE GOAL IS TO ADOPT ALL
MILITARY UNITS, THEY WILL PROBABLY BE PART OF ANOTHER CITIES
ADOPTION.
IN CONCLUSION, IF THE CITY DECIDES TO ADOPT A MILITARY UNIT, YOU
MAY FIND THAT THIS NOBLE GESTURE WILL BE ONE OF THE MOST
PLEASURABLE AND FULFILLING DUTIES OF YOUR CIVIC LEADERSHIP, AND
WILL AFFECT YOUR COMMUNITY IN A PROFOUND AND POSTIVE WAY.

Dear Ms. Patterson:
I recently learned that you're leading an effort by private
citizens to have American towns and cities "adopt" U.S. Army units
deployed in Saudi Arabia. I've also learned that you were the
driving force behind the "adoption` of a company in the 101st
Airborne Division by a town In California during the Vietnam War.
Needless to say, everyone in the Army is very grateful for
what you did during.Vietnam and for what you're now doing for the
�l soldiers participating in Operation Desert Shield. As you
obviously recognize, the establishment of links between cities in
the U.S. and soldiers deployed in Saudi Arabia can provide a
tremendous morale boost to the troops. We deeply appreciate
' your launching this Initiative.
On behalf of the many soldiers who will benefit from your
hard work, compassion, and generosity, thank you very much.

RESOLUTION NO. - 91
A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF DUBLIN

ADOPTING A COMPANY OF THE UNITED STATES ARMED SERVICES
WHEREAS, our American forces were recently engaged in combat in the
Persian Gulf region defending and supporting American interest and
principles.
WHEREAS, "America Supporting Americans" was created to establish an
"adoption" program for every branch (and their units) of the United
States Armed Services by an American city; and
WHEREAS, the purpose of "America Supporting Americans" is to bond
Americans with the young men and women who serve their country; and
WHEREAS, "America Supporting Americans" is a bridge connecting
every American that shares at least one common goal - putting moral
support for the men and women in the armed forces into action; and
WHEREAS, mutual love and dedication have contributed greatly to the
on-going success of this program and have become the driving force which
links us together.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of
Dublin, California:
1. Hereby adopts the 4th Battalion, 32nd Regiment of the 3rd Armoured
Division.
2 . Urges all community businesses, service clubs, schools, and private
citizens to become involved and support our men and women in the
armed services.
3 . Shall forward to all cities in the Tri-Valley area a copy of this
Resolution, urging participation in this purposeful cause.
This Resolution shall become effective immediately upon passage and
adoption.
PASSED, APPROVED AND ADOPTED this 13th day of May, 1991.
