An adjourned regular meeting of the City Council of the City of Dublin was
held on Tuesday, June 26 , 1984 in the Community Room of Homestead Savings &
Loan . The meeting was called to order at 6 : 20 p.m. by Mayor Peter Snyder .
ROLL CALL
PRESENT: Councilmembers Hegarty, Jeffery, Moffatt, Vonheeder and Mayor
Snyder .
The City Manager requested that Item 3 . 5 , City Manager 's Employment Agreement
be added to the Agenda . The City Council concurred.
PUBLIC HEARING
FIVE YEAR CAPITAL IMPROVEMENT PROGRAM UPDATE
The City Manager gave an overview of financing of the Five Year Capital
Improvement Program.
Cm. Moffatt asked about the timing of the receipt of park dedication funds
and whether there would be a real surplus of park dedication funds . The City
Manager indicated this was difficult to determine since all project costs and
revenues were in terms of 1984 dollars .
The City Manager indicated that the remaining four years of the Capital
Improvement Program were identified in the draft update to the Five Year
Capital Improvement Program.

The City Manager reviewed each of the projects identified in the General
Improvements section of the Five Year Capital Improvement Program. The City
Manager recommended that the 1984-85 allocation for the General Plan study be
increased from $-U- to $2 , 700 . It was also recommended that the City Traffic
Study project allocation for 1984-85 be increased from $35 ,000-$37 , 400
because the project start date had been delayed to July 2 , 1984 by the State.
Cm. Vonheeder asked whether additional Staff would be required to update the
accident and traffic records . The City Manager indicated that no additional
Staff would be required for this purpose .

Those projects in the Community Improvement section of the Capital
Improvement Program were reviewed . Cm. Vonheeder asked if the east side of
San Ramon Road would be improved with landscaping and/or a wall . The City
Manager indicated that the landscaping would be done in conjunction with
improvement of San Ramon Road. If the noise studies so indicated, a wall
might also be constructed.
The City Manager reviewed those parks included in the program. He indicated
that neither Staff nor the Park & Recreation Commission had sufficient time
to identify potential facility improvements ..on existing facilities, -.but those .:: '.
recommendations would be forthcoming during Fiscal Year 1,1984-85 .

A discussion took place regarding whatwas to happen to ';the olive trees <•
located in street medians which are to be displaced 'by ,the new landscaping
project . At the suggestion of Cm. Jeffery, :,the .city. Council agreed that =i s.,.ti.
Staff should identify alternative uses •for ,-those :olive`°trees :
George Zika, Park & Recreation Commission Chairman asked if the City Council
had considered the need for a large park . Mayor Snyder indicated that this
was given consideration during the General Plan hearings and the appropriate
location was east of Tassajara Road. Chairman Zika suggested that the Dolan
Site be given consideration for a large park . Several Councilmembers
addressed the traffic and other negative impacts -such a large park might have .
on the adjacent existing residents.
The City Manager reviewed those projects included in ,the street portion of
the Five Year Capital Improvement Program. -- The City Manager recommended that-.
the Council modify the following projects in the Five Year Capital
Improvement Program as follows :
• Traffic Study - Dougherty Road & Amador Valley Boulevard budget $1,000
for 1984-85
• Dublin Boulevard/Dougherty Road Intersection Modifications budget
$15 ,000 for 1984-85 since the project had not proceeded as fast as
anticipated
• Dougherty Road Improvements budget $61,500 rather :,than $60 ,000 for
1984-85 1

Mayor Snyder asked at what time the utility poles were going to be removed on
Dougherty Road. The City Engineer indicated that it would be most
advantageous to undertake this project as an underground utility project in
the future .
On the discussion of the San Ramon Road Improvements (Phase I ) project, Mayor
Snyder requested that Staff look at the possibility of designing a signal
phase for motorists traveling northbound on San Ramon Road and turning right
on Amador Valley Boulevard. The City Engineer indicated that the back-up of
traffic for those motorists could be reduced by modified striping .

During the discussion of the Traffic Signal at San Ramon Road/Alcosta
Boulevard, George Zika asked if a double left-turn lane from Alcosta
Boulevard to San Ramon Road could be included. The City Engineer indicated
that this was probably going to be included in the plan.
Cm. Vonheeder requested that the City Council undertake the construction of
the traffic signals at the Dublin Boulevard/Clark Avenue and Dublin
Boulevard/Dublin Court during 1984-85 . The City Council concurred, resulting
in an addition of $385 ,000 for these two projects to Fiscal Year 1984-85 .
The Mayor opened a public hearing for public comment .on the Five Year Capital
Improvement Program. There were no persons present who wished to .make any
further comments on the Five Year Capital Improvement Program.
The Mayor closed the public hearing .
On motion of Cm. Jeffery, seconded by Cm. Vonheeder , and by unanimous vote,
the Council adopted

ADOPTING THE 1984-85 UPDATE TO THE
FIVE YEAR CAPITAL IMPROVEMENT PROGRAM 1983-88
with the modifications suggested by the City Manager and City Council . .
PUBLIC HEARING
1984-85 PRELIMINARY BUDGET & REVENUE SHARING
The City Manager reviewed the overall expenditures proposed for the 1984-85
Preliminary Budget and Financial Plan and the financing for those
expenditures . The differences between 1983-84 revenues and 1984-85 revenues
were highlighted.
The City Manager answered specific questions regarding sales tax, building
permit fees and park and recreation fees . A brief discussion of the City' s
investment practices ensued.
Mayor Snyder opened the public hearing for consideration of the 1984-85
Preliminary Budget and consideration of the expenditure of $367 ,940 in
Revenue Sharing funds for Police Services .
The City Council reviewed each Activity Budget . After receiving no public
testimony, Mayor Snyder closed the public hearing .
The Council directed Staff to take certain actions and make additional
appropriations to the budget as they relate to the following Budget
Activities :

Disaster The City Council directed Staff to contact
Preparedness other valley agencies regarding a valley
communication network for emergency use prior
to purchasing a base station radio.
Street The City Council directed Staff to investigate
'Maintenance a means of eliminating the road problem at
San Ramon Road and blest Vomac. The City Council
also directed Staff to investigate the possibility
of eliminating the bicycle lane bumps .
Capital Outlay -. Machinery and Equipment $ 1,500
This is necessary to provide office furniture
for the public works contractor , signs for
vehicles and portable stop signs .

Street The City Council indicated that MARC Sweeping
Sweeping & Service had done a good job in picking up debris
Litter Pick-up on the north end of Dublin Boulevard and directed
Staff to write a letter of appreciation to Mr .
Figueroa
Street Tree Councilmember Jeffery suggested that Staff inves-
Maintenance tigate the development of a policy promoting tree
trimming service for residents .
Capital The City Council adopted those additions to 1984-85
Improvements program year which were identified during the
Capital Improvement Program review.

After completing the review, it was the City Council ' s consensus that the
budget was adequate. The total appropriations for 1984-85 to be approved
were $7 , 600 ,991 . Of this amount , $367 ,940 in Revenue Sharing funds is to be
spent for Police Services .
On motion of Clll. Vonheeder , seconded by Cm. Hegarty, and by unanimous vote,
the Council adopted

ADOPTING A BUDGET FOR THE CITY OF DUBLIN
FOR FISCAL YEAR 1984-85
1984-85 APPROPRIATIONS LIMIT
In accordance with State Law, the City must adopt an Appropriations Limit
each fiscal year . The recommended appropriations limit for Fiscal Year
1984-85 , which is calculated in accordance with the provisions of State Law,
totals $6 , 193 ,489 .
On motion of Cm. Moffatt , seconded by Cm. Jeffery, and by unanimous vote, the
Council adopted
RESOLUTION NO. 67 - 84
ADOPTING THE APPROPRIATION LIMIT
FOR FISCAL YEAR 1984-85
EXCEPTION TO COMPETITIVE BIDDING REQUIREMENTS
The City presently has word processing equipment in the City Manager ' s
Office and the Planning Department . The 1984-85 Preliminary Budget
recommends the addition of equipment for Building/ Engineering Services and
the Recreation Department .
Ordinance No. 16-83 describes the procedures for the purchase of -goods and
services . The usual procedure would be to obtain independent bids on a
standard set of specifications . However , Section 5 of the Ordinance defines
exceptions to this procedure . Section 5 ( f) reads as follows . "When a
.purchase involves goods of a technical nature, where it would be difficult
for a vendor to bid on a standard set of specifications, the Purchasing
Agent shall undertake a thorough review of known products and a comparison
of features which would most closely meet the City' s needs at the least
cost . "
Prior to purchasing the existing equipment , Staff conducted a thorough
review of the products available . Syntrex was capable of providing
important features at a competitive price. Staff has received estimates
from Syntrex for providing the equipment necessary to establish word
processing in the two departments . The cost will be $17 ,634 . 75 . This
includes the software, hardware, installation and operator training .

The completion of installing word processing equipment in all City
Departments will greatly enhance the overall productivity and effectiveness
of City Staff . Also, the use of the same type of equipment throughout the
City operations is important to provide continuity among operators .
On motion of Cm. Jeffery, seconded by Cm. Moffatt , and by unanimous vote,
the Council authorized an exception to the formal bidding requirements.
AMENDMENT TO CITY MANAGER' S EMPLOYMENT AGREEMENT
The .City Council reviewed the amendment to the City Manager ' s .Employment - -
Agreement . The Amendment provided the following :
1 . . An increase in the City Manager ' s annual salary from $45 ,000 to $48 ,375
2 . Payment of the City Manager ' s annual membership dues A An the 'International ; ..:
City Management Association
3 . Payment of the City Manager ' s contribution to the Public Employees ' Re-
tirement System
On motion of Cm. Hegarty, seconded by Cm. Vonheeder , and by unanimous vote,
the Council approved the Amendment to the City Manager ' s Employment Agreement
and authorized the Mayor to execute said agreement .
ADJOURNMENT
There being no further business to come before the Council, the meeting was
adjourned at 11 : 25 p.m.
