DESCRIPTION: The Heritage and Cultural Arts Commission was approved by the
City Council in June 1999 and Bylaws and Rules of Procedure for the Commission were adopted in July
1999.
As per the adopted Bylaws and Rnles of Procedure for the Heritage and Cultural Arts Commission, the
Commission Composition and Method of Appointment are as follows:
The Heritage and Cultural Arts Commission shall be composed of seven (7) members.
The Mayor shall make all appointments to. the Commission, with the approval of the City Council.
When making appointments to the Commission, consideration shall be given to members of the
Dublin Fine Arts Foundation and Dublin Historical Preservation Association (or similar groups) and
to persons who are specifically qualified by reason of training, experience, interest or involvement in
arts and/or heritage, particularly as related to artistic and cultural activities in the City.
All members shall be residents of the City and shah be committed to furthefing public art, and
historical and cultural life in the community.
Commission members are appointed for four-year terms, howeyer, three of the initial appointments shall
be for two-year terms. This is done in order to stagger the terms of the Commission members so that the
entire Commission is not tuming over'every four years. Terms on Commissions expire' in December of
every even-numbered year. Because this is a new Commission with appointments being made mid-term,
initial appointments will actually be made for slightly over one year and three year terms.
Eighteen applications were received for the seven available seats (applications attached): Of the eighteen
applicants, eight served on the former Heritage Center Advisory Committee, four are members of the
Dublin Historical Preservation Association (DI-/PA) and two are members of both DHPA and the Dublin

Growing up in a young bedroom community in Southern
California, I loved walking the hills and streets. I felt safe there
and connected to the area through school and church. People did
not move in and out quite as quickly as today's world. But,
looking back at all Hacienda Heights had to offer, there was a key
element missing - the knowledge of it's past. We did not have a
downtown, a civic center or a museum full of area relics. We did
not have "local art displays, a fountain or a Friday night flee
concert. I alone made myself feel connected. What about the
people in Dublin who do not have a clue or an opportunity to
embellish this feeling?
The opportunities in our Dublin community are so much more.
We are sitting on a gold mine just waiting to dig. Dublin has it
all! As this city grows, the need for this commission becomes
more apparent. There will always be shopping, restaurants, gas
stations and agencies to support the various concerns of the city.
But, a city must create the atmosphere for art. It must make time
for it's past. This is the true key to it's future.
2. I am an active adult member of the Boy Scouts of America, Twin
Valley District. Over the past 12 years I have served in various
positions as an adult leader to our youth in grades 2 through 12. I
have also served on district and council fundraising committees. I
have served on adult i~,ader training courses for Boy Scouts and
Janet L. Fasulkey
have taught adult classes at the Cub Scout level. I have received
many awards for my positions and service to youth.
3. My experiences serving on advisory committees,
boards or commissions are as follows:
· I was volunteer project coordinator for Dublin Hills
Estates neighborhood landscape committee from 1991
through 1993. As a coordinator I became the liaison for the
project committee, and the City Public Works Dept. as well
as MCE, DSRSD and Zone 7. The landscape committee
(neighborhood volunteers) received funds from three entities
to populate the baron hills surrounding their homes with over
70 trees, and 300 shrubs and plants. It received city
recognition as one of the largest volunteer efforts made in the
city's history. Over 50 friends and neighbors helped out.
· I was a member of a committee to place permanent art in the
Stagecoach Park on Stagecoach Road in Dublin. As a four
member committee, we worked with the Dublin Fine Arts
Foundation, the City of Dublin, and the Parks and Recreation
department to develop and choose the type of art and artist to
design the beautiful mosaic work that is there today. I
learned a lot about area, space, history and public reaction
while serving on this committee.
4._ I have an Associates of Science Degree in Fashion
Merchandising. I have an artful eye for color, texture, and
design. I love interior design and outdoor landscape. Having
come from Irish decent and the love of California, I feel I will
have no problem in comprehending the needs of portraying the
heritage & art beyond the classroom environment.

Due to my time consuming involvement with the BSA
organization over several years, my participation with the
artistic, cultural and historic activities have been passive. I
attend the Heritage celebration, Saint Patrick's Day festivities,
and Pasta Festivals to name a few.
During my son Jeff' s Eagle Project, I became familiar with the
center and all of the work devoted by people like Bonnie
Leonard. Jeff restored the pews in the Old Saint Raymond's
church for his project. I spent time browsing the Heritage
center during those days and was amazed at the number of items
that were on display.
I assisted our Cub Scout Pack in the clean up of the cemetery
thinking then of it' s importance to our community and .how we
must take an active role preserving it. I only wished then that
the time were available to me. Fortunately, that time is now.
7. Limited
· I am knowledgeable of Foundation' s involvement with
the schools in the community.
· I understand the process for the Art in the City Parks.
· I see the influence the Foundation has over the Civic Center by
it's fine displays inside and out.
First of all, I am a representative of those neighbors and
organizations. I fit into all categories as an active citizen. I also
believe in the political process and majority rights. I do not
want to make a controversial or unpopular decision without the
fair knowledge and understanding of my community. But, I
know that the vision I hold contains style, class, and
consideration for all people. We are made up of our past and
again, we must bring that to our future. I respect the wishes and

needs of people and I feel that open-mindedness is the best
policy.
The most important contribution I would like to make to this
Commission is my enthusiasm to work for the betterment of our
community. What a positive opportunity to express Dublin
pride! I look forward to sharing my talents and visions. I
believe that Dublin heritage and art must be visible from all
vantagepoints of the city. By serving on this commission, I
hope to accomplish the goal of making this happen.

The vision and purpose for this commission is one of a
"worker bee" mentality. By bringing energy, talent and
knowledge of art and heritage together in a numbered
committee, we can acknowledge and focus on what the city
really needs and wants.
I feel this commission should not only depend on the input of
the local populous, but also should seek help by visiting other
cities for ideas. We need to do our homework.
This commission must stay visible to the planning
commission, the city council, and the businesses in the area,
schools, churches and other agencies. I have been a firm
believer that nothing happens unless the enthusiasm is there.
My vision is not one of stodginess. I want to see, feel and
enjoy what there is around me. I want to help create an
environment that will be worth walking to and enjoying by
all ages.

1. I am interested in serving on the Heritage & Cultural Arts Commission as both
of these areas hold special interest for me. The Heritage Center has been unique in
its value to our public schools (and me, as a previous teacher). Cultural Arts help us
define ourselves and carry images of special experiences in our community. I
would like to be part of the decision making required in developing the cultural arts
in Dublin.
2. a. I am a member of California Retired Teachers Association Div. #85,
representing the Tri~Valley. I am the Treasurer.
b. I am also a member of phi Delta Kappa- an international educational fraternity. I
am a charter member of the Diablo Chapter located here in the Tri-Valley.
c. My husband and I are members of the Sierra Club and Nature Conservancy.

Served on Dublin Heritage Center Advisory Committee from April' 95 -Dec. ' 98.
In both California Retired Teachers and Phi Delta Kappa have served on the boards
as well as held various offices.
4. Training or experience in arts or heritage?
I have a Master's Degree in Performing Arts. Have had sofne training in oil
painting and caHigraphy painting.
5. List the artistic, cultural, and/or historic activities in which you have
participate{ particularly within the City of Dublin.
I taught music in the Dublin elementary schools, both in classroom settings and as
part of a Resource Teacher program at Nielsen School, as well as Girls' Chorus at
Wells Intermediate School for 2 years. In the elementary school, primary emphasis
was on songs that are an important part of our state and country' s culture and
history. Over the years have done a number of musicals with elementary students,
involving two classes to the entire school.
! participated in various activities at the Heritage Center. Hopefully, have been a
resource for Bonnie Leonard in her search for early California information for the
elementary children.
6. What knowledge do you have of the Dublin Heritage Center7
As we have lived in Dublin for 34 years, I am delighted that the Heritage Center has
evolved into its current state. Historically, I remember the Green House that existed
where Heritage Park does now, and the fact that the Pleasanton Fire Department
burned the Fallon House as an exercise and by mistake. Since the Center has been
restored and developed by the City, it has become a much more vital place.
7. What knowledge do you have of the programs sponsored by the Dublin Fine
Arts Foundation?
I am aware of much of the art work that has been selected and placed in our
community. I like the globe at City Hall, as well as the "Reader" (in all kinds of
weather). The new mosaic is quite attractive in the Park where it was placed. I do
not care for the modern piece that looks like a collection of sewer pipes rescued
after an earthquake.
8. I have no problem with making a decision for the overall good of the
community. My views may or may not be popular with neighbors or organizations.
However, I would hope that neighbors and organizations would express their
opinions prior to the Commission making decisions.
9. What is the most important contribution you feel you can make as a member of
the Heritage and Cultural Arts Commission?
I believe that I can draw on a rich and varied collection of experiences that will help
in the development of this Commission' s role in the community.
10. My vision of the purpose of the Heritage & Cultural Arts Commission is that it
should give continued support to the improvement and educational development of
the Heritage Center and its activitied, as well as the cultural arts. The commission
will need to establish a-definition of the various ways a community can offer culture
to its citizens. In addition, policies will have to be developed for use of the Heritage
Center, the original St. Raymond's church, and future highlighting of areas/items of
artistic merit.

APPLICATION
July, 1999
1. As a lifelong lover of the arts, professional musidan and
Humanities teacher, I would*very much like to be a part of making
choices and dealsions about the Dublin community. I espedally am
eager to work with people whose interests are in improving our dty
and its offerings to the community.
2. I am a member of the DHPA and belong to several teacher
organizations including the California Teachers Association, the
National Education Assodation, the California Teachers of English.
3. I have served on the Dublin Heritage Center Advisory Committee
since its inception. I have just begun my second term on that
. Committee. As an active and involved tdacher, I have always served
on many committees to improve educational opportunities for all
students.
4. I have been a professional musician for decades in the Valley and
have performed as pianist, vocal soloist, organist and harpsichordist
for numerous concerts and redtals with Bay Area orchestras and
other musical groups. As a teacher, I have always included the study
of the arts and humanities in all courses I teach as I believe they are
integral to our cultural awareness and understanding.
5. Above, I have listed my activities as a musidan and teacher which
include partidpation in events in Dublin. I have also been involved
in many activities and exhibits the Dublin Heritage Museum has
presented.
6. As a member of the Dublin Heritage Center Advisory Committee,
I have partialpaled in all exhibits, preparation of activities,
advertising of the Center and have artended nearly all meetings as a
committee member.
7. As a part of the Dublin Heritage Center, I have been regularly
informed of the Dublin Fine Arts Foundation.
8. Perhaps those groups who feel antipathy toward projects could be
invited to partialpate in derision-making to view all sides and feel
they've been an integral part of the process that x~dll subsequently
affect them.
9. My energy, enthusiasm, background in the arts and educating
students about the evaluative process.represent my greatest assets
on the Commission. I have served on many committees to select
professional personnel, develop courses of study and plan numerous
projects, and I enjoy the challenge of working with an active,
involved group of people in this project.
10. The Heritage and Cultural Arts Commission will be challenged to
select exhibits, projects and processes that cultivate Dublin's
involvement in the arts. Because of our historical past and our
precious local treasures, our involved dtizens will have the honor
to make judicious choices that will benefit all of Dublin's dtizens. I'
look forward to being a part of the challenge.

of the Idaho Humanities Council-- different parts of the state had different

f. Why are your interested in serving on the Heritage. & Cultural Arts
Commission?-
I fee] that this new commission could use my experience in promoting cultural events, securing
educational and cultural grants, and using the Center for venues of raveling exhibits from other
organizations in the West. I moved to California 2 years ago to become Department Head of
Technical Information at the University of California Lawrence Livermore National Laboratory.
I chose to live in DubIin instead of I_,ivennore because of promise this community exhibited, and
the diversity of DubIin residents. When I visited the Dublin Heritage Fair, I was dismayed at the
low attendance at the event (so unlike other fairs in the region) and although the Dublin Heritage
Center contained a wealth of information, there was no effort made to make it an educational
opportunity for the general public, or to raise money to elevate the Center into the kind of living
museum we could all take pride in.
2. Organizations:
None in Dublin. Having recently moved to California, I would like to become active in the arts. I
have been invited to participate in the San Jose Historical Museum' s Chinese Historical and
Cultural Project, and I was a screenedjudge for the art competition of Growing up Asian in
America. · .... . - ·
3. Experience:
Most of my experience was from 30 years of living in Idaho Fails, Idaho:
· Executive Board, idaho Humanities Council, National Endowment for the
Humanities, 1992-1995. Personal accomplislunents, Encouraged more ethnic studies
proposals, Idaho Hispanic Oral History Project and Traveling Display. In 1980, I
was a grant recipient for Hands-on Art History Project.
Chair, Idaho Falls Ethnic Heritage Festival, inc., 1990 - 1996. Personal
accomplisttments. Established the first Ethnic Heritage Festival in idaho FaDs.
Incorporated the organization as a 501(C3), secured funding, established
volunteers and ethnic resources from throughout Eastern idaho. Continues as
an annual event to the present day.
Member, Idaho Falls Post-Register (Newspaper) Minority Affairs Advisory
Council 1994-1997. Personal accomplislunents: Assured balanced newspaper
articles about minorities in Idaho Falls. During Ethnic Heritage Festival week,
two articles per day about a different ethnic group were written.

Member, Idaho Centennial Commission, Ethnic Heritage Committee,
1988-1990. Governor appointment. Personal accomplishments: Chaired
sub-committee to create traveling display of the seven original ethnic groups in
Idaho. Directed researchers in compiling 3-volume study of Idaho's Ethnic ~
Peoples, Implemented first Ethnic Heritage Festival for Bonneville County.
Board of Directors, Idaho Falls Sister City Association/Tokai-mura, Japan,
1984-86. Personal accomplishments: Wrote grant applications for student
scholarship funds. 3 out of 5 grant applications funded. Also instituted the first
Annual Cherry Blossom Festival as the Sister Cities' prime fund raiser. This has
since been an annual event_
Chair, Cherry Blossom Festival 1984-86. Personal accomplishments:
Established first festival, secured volunteers, structured budget, and built list of
entertainers.
Idaho Falls Community Development Advisory Council, Mayoral
appointment, 1975-77. Personal accomplishments: Developed greenbelt along
the Snake River in Idaho Falls. Developed pocket parks in empty lots in the
downtown area.
Idaho Falls Housing Authority Commissioner, 1972-77. City Council
appointment. Personal accomplishments: Built first low-cost housing for the
elderly and indigent.
4. What training or experience do you have in the arts or heritage?
I have a BA and MA in art education from the University of Illinois. I was an art education
adjunct faculty member at Idaho State University, as well as a teacher of art in junior high and
high school. I spent 20 years at National Laboratories in Idaho and California, first as a
commercial and technical artist, and later as manager of creative arts and displays, library, and
publications.
5. Artistic, cultural activities...
My participation included attendance and vists to the following:
a) Dublin Heritage Fair and visits to the Dublin Heritage Center,
b) Angel Island historical museums (which are sadly in need of funding),
c) the Sausalito Art FestivaL, which I thoroughly enjoyed,
d) the DeYoung, and the Asian Art Museum (to which I will become a member in place of my
membership in the Chicago Art Institute),
e) the San Jose Tech Museum and the Blackhawk Auto Museum.
I am a member of the California Academy of Science and Technology in San Francisco, and
I have been involved in the the San Jose Historical Museum's Chinese Historical and Cultural
Project fund raising.

neighbors and organizations?
Unpopular subject matter came up often when I was a board member of the Idaho Humanities
Council - different parts of the state had different religious viewpoints. It is important to for a
board to recognize that they are dealing with public funds, and should not dictate unacceptable
"advant garde" images or words offensive to the general public. By the same token, a board
should not fall victim to one vociferous person or group who may not represent the entire
community. One solution is to compose a diverse board who could represent the entire
commtmity.

I feel that this new commission could use my experience in promoting cultural events, securing

organizations in California and the West.

· Eicpand the education of arts (fine, traditional, ethnic, etc.) to all adults as well as children.
· Develop collaborative efforts with colleges, universities, other historical museums, and most
importantly, business and industry in the area.

Limited Z suppose. Ho~vever, my former career (before I chose to stay
home with my children) was i<'~ Advertising. I have a B5 in Marketing and worked

and work with 'creatives' - ar.+is~s, writers, etc.

The annual St. Patticks bay Celebration; Dublin Pasta Festival; Dublin
Heritage Days, Summer Concert Series, National "Night Out" sponsored by the
Dublin Police and the San Ramon Wind Festival.
6.) What knowledge do you have of the Dublin Heritage Center?
]2 live about two blocks from the Center. Z have visited the cemetery and
The Old St. Raymond Church a number of times. Z really enjoyed reading the
history of the Center over the Znternet and applaud the fact that this information
is available on-line. Being Zrish Catholic, 3: feel a kinship with Dublin and ffs
Heritage.

Fine Arts Foundation?
Sadly, none. 3: notice the different exhibits on display whenever :[ vjsjt the
Civic Center, but that's not often

32 am confident in my decision making. ]~ have experience with this very topic
within my Homeowners Association. :[ don't believe in making community wide
decisions in a vacuum - it only makes people angry. :[ like when everyone fee/s a~/f
they were a part of the decision making process.

Z am a doer. When ]: agree to participate on a project, :[ give :~:~0% and don't
stop until the job is done to everyone's expectations. I am extreme!y organized
and have no problem articulating my feelings on a topic.

1. Why are you interested in serving on the Heritage & Cultural Arts
Commission?

witnessed Dublin's growth and changes over the last 31 years that I have lived here and
it is exciting to me to have the opportunity to help implement our Heritage and Cultural
Arts programs as we continue to groW. .....
In what organizations are you currently a member? Dublin Fine Arts

] was actively involved in the Dublin Youth Soccer League and the Dublin Little League.
] have also served as a Girl Scout leader for a Dublin troop.
3. What experience do you have serving on advisory committees, boards or
commissions?
I have served on the Alameda County Central Labor Council's Labor Day Picnic
Committee for 75 years.
4. What training or experience do you have in the arts or heritage?
Although not formally trained as an artist or historian, I recently participated on the
committee to select the art for Mapes Memorial Park during the Arts in the Park project.
As a photo buff;, I recorded &e Mapes Memorial Park renovations for the dedication
ceremony and put together a photo album for presentation to the Mapes family. I am
interested in our local Native American history and visit a lot of museums and historic
sites while traveling..
5. List the artistic, cultural, and/or historic activities in which you have
participate{ particularly within the City of Dublin.
I served on the selection committee for the Mapes Memorial Park Art in the Parks
Project
6. What knowledge do you have of the Dublin Heritage Center?
I believe the Heritage Center is currently made up of the church, the old Murray school,
and the cemetery and was the responsibility of the Dublin Historical Preservation
Association until about 1995 when the city bought the center and took over the care and
preservation. Since then the city has done parking lot and church renovations. I hope
there are plans to make the museum more viaHe and interesting to promote more people
visiting and learning about our history.
7. What knowledge do you have of the programs sponsored by the Dublin
Fine Arts foundation?
f believe the Fine Arts Foundation has sponsored the Art in the Parks Program, the
revolving exhibits at City Hall, Art Contests at our local schools, and the mural project at
Dublin Hementary.
How do you feel about making a decision for the overall good of the
community that may be unpopular with neighbors or organizations?
] guess it is impossible to please everyone every time but decisions do have to be made. I
believe that the more input we are able to develop fi'om members of the community, the
better our chances will be of making decisions that will be accepted by the majority.
9. What is the most important contribution you feel you can make as a
member of the Heritage & Cultural Arts Commission?
I think I wouM be representative of a Dublin citizer~ I have lived in the city over 30 years
and have seen us growJ~om very small to where we are today. Most of all I think I have
the ability to look, listen, communicate, and compromise.
10. The Heritage & Cultural Arts Commission is a new Commission. What
is your vision of its purpose?
I believe that the Heritage and Cultural Arts Commission can be the City Council's
vehicle to insure that our citizens and visitors have the opportunity to see and participate
in Cultural Art activities and projects within the city while also guaranteeing that our
Heritage and rich history are captured and maintained for all to enjoy.
