FINANCIAL STATEMENT: $132 . 00 ( $45 . 50 will be reimbursed by DSRSD)
Sufficient training funds are available in Disaster
Preparedness Budget .
DESCRIPTION In conjunction with the Federal Emergency Management
Agency (FEMA) , the International City Management Association ICMA) is
sponsoring seminars related to disaster preparedness .
Staff has submitted an application for two teams to represent the City of
Dublin. The seminars are designed for teams consisting of two individuals .
ICMA has accepted the City ' s application . Those designated to attend are
Chief Tom Shores, Sgt . William Hillman, Administive Assistant Paul Rankin
and Deputy Fire Chief Gordon Swanson . ICMA received a large response to
these Seminars and due to limited attendance included this request for their
August seminar .
The seminar will be important in the design and implementation of a Disaster
Preparedness Plan. This task requires coordination of all safety services
and City government. The Police Chief has already begun preliminary
research of other local plans which may be used as a model for a plan
specific to the City of Dublin .
The cost of the Seminar is $25 . 00 per team of two for registration and
$11 . 00 per day per person for meals . This amounts to $132 . 00 for four
individuals to attend the three day seminar . DSRSD will be reimbursing the
City $45 . 50 to cover their share of the expenses . The cost of travel
expenses to and from the Emergency Management Institute in Emmitsburg
Maryland, will be paid by FEMA.
It is requested that authorization be granted for attendance by City Staff
at the Disaster Preparedness Seminar August 26-29 , 1984 in Emmitsburg
Maryland.

SEMINARS
PURPOSE: Preparing for and dealing with disasters at the local level of government is a situation that
requires careful development and coordination among many local agencies. This seminar is
designed to provide the city/county manager with a basic knowledge of comprehensive
emergency management. It will enable the managers and their emergent/program staff to
evaluate the existing emergency management plans and programs in their own communities
through seminar sessions and peer exchange workshops.
WHO CAN ATTEND: Any combination of the City/County Manager, the Mayor,and the Emergency Program
Manager or others in local public safety functions in any local government may apply to attern
this seminar. A minimum of one pair per community is required; individual registrations will r
be accepted.
Attendance is limited to 25 teams(e.g.,a City Manager and an Emergency Program Manager
per seminar. All applications will be reviewed and applicants will be notified of the results.
WHEN AND WHERE. These workshops are scheduled at the Emergency Management Institute in Emmitsburg,
Maryland.

COST- A registration fee of$25.00 will be charged for each team(two individuals)accepted for
attendance. This fee is non-refundable.
Meal charges are$11.00 per day per person, or a total of$33.00 per person for the seminar.. -
Travel expenses will be paid for by the Federal Emergency Management Agency(FEMA).-
ADVANCE Participants will receive an information packet describing materials which should be brought to
PREPARATION.• the seminar. Ir_,!�dditio?n, a booklet of questions and assignments will be provided; this booklet
should be completed prior to attendance at the seminar.These materials will be used exten-
sively throughout the seminar and workshop sessions.They are important in assisting team
members in transferring seminar session material to their local governments.
ACCOMMODATIONS: The seminar will be held at the Emergency Management Institute in Emmitsburg,Maryland. _
This facility has dormitory type rooms available to seminar participants at no cost.
Reservations will be made for all persons accepted to attend the seminar.
TRAVEL: Approved travel costs will be covered by a stipend from the Federal Emergency Manage-
ment Agency(FEMA).Travel reimbursement forms will be mailed to team members upon
acceptance. Ground transportation will be provided Zfzcm each of the Washington area airports
at IPM and 5 PM on the day of arrival(December 11,January 8,June 3, August 26)and return
following the seminar(December 14, January 11,Jur:e 6,August 29). Airline reservations
should be made with the ground transportation schedule in mind; return flights should be
scheduled after 4 PM on the day of departure.
