DESCRIPTION:
a->n July 21, 1998, the City Council adopted an interim zoning ordinance for property located at 7197
Wvillage Parkway. According to State law regulating interim zoning ordinances, the City Council is
required to issue a written report ten days prior to the expiration of the interim ordinance, or any
extension, describing the measures taken to alleviate the condition which led to the adoption of the
ordinance. The interim ordinance will expire September 4, 1998, and the August 18, 1998 City Council
meeting has been canceled. This agenda statement serves as the written report.
At the July 21st meeting, the City Council directed staff to prepare a Planned Development (PD) District
rezone for the Village Parkway property. The City Council recommended that community-serving retail,
office and service, and eating, drinking and entertainment-type uses be allowed; and that automotive-
related uses, such as services stations, automobile/vehicle brokerage, rental sales, services and repair,
drive-through uses, and residential uses be prohibited within the PD zoning district.
Staffhas developed a preliminary outline of the PD district zoning. The zoning provisions will include:
permitted uses; conditional uses; prohibited uses; intensity of use (i.e., floor area ratios); and development
regulations (i.e., parking requirements, setback requirements, architectural standards, landscaping
requirements, building height limits, outdoor seating requirements). The zoning will also include general
development provisions that encourage a mixed-use development and a development that creates an
attractive, efficient and safe enviromnent.
Staff began working with the in-house planning consultant for the preparation of development regulations
.nd design standards.
