Wagner of the Bureau of the Census RECOMMENDATION: qol 1) Receive the Staff Report FINANCIAL STATEMENT: None at this time DESCRIPTION: The 1990 Census results for the City of Dublin did not reflect 363 housing units shown in City records . After a challenge by the City in September of 1990, the Census Bureau corrected its count to add 93 housing units . In January of 1991, the City contested the recount and provided detailed records to substantiate its claim. After a year of review the Bureau of the Census has responded with the letter dated January 24 , 1992 , in Exhibit A. The letter claims that any underenumeration resulted because the City did not respond to the 1989 Boundary and Annexation Survey. Our letter of January 16, 1991, provided evidence that the City did respond to the Boundary and Annexation Survey in 1989 . In addition, the area most seriously underenumerated (Amador Oaks) has been shown as within the City on all maps provided from the Bureau of the Census since the City was incorporated. The Bureau states that it has not been able to resolve the discrepancy between the 1990 census counts and information the City has provided. This may represent an underenumeration for the 1990 census . Census records can be corrected for underenumeration only when census records reflect that they identified a specific living quarters as existing on Census Day, April 1, 1990, but through a processing error, failed to include that living quarters and its associated population in the published results . In other words, if a housing unit was missed on Census Day, no changes can be made no matter how large the error. The letter goes on to state that the City may have counted housing units as complete when they might not have been given the different standards for "complete" of the Bureau. In actuality, all of the units that are claimed by the City were finalled by Census Day, a standard which is more strict than Bureau standards . In summary, despite the provision of accurate responses to boundary surveys, the provision of complete records reflecting housing units meeting Bureau requirements and timely and cooperative responses to their letters, the census results are final . We checked our records in an effort to resolve your concern about the reporting of the boundary error mentioned in our August 6, 1991 letter. Our records indicate that you did report the boundary change during the 1987 and 1988 Boundary and Annexation Survey (BAS) , however when making the corrections to our digital cartographic data base, the Census Bureau made an error. Our records do not show that the city of Dublin corrected the Census Bureau' s errors in the city's response to the 1990 BAS. Our review of the 1990 census records in conjunction with the information you provided was not able to resolve the discrepancy between the 1990 census counts and your estimates for Census Tract 4502, Census Blocks- 902 -and 910:, This discrepancy may represent a case of underenumeration for the 1990 census. with the delivery of the congressional apportionment counts on December 26, 1990, the Census Bureau completed the data collection and processing operations for the 1990 census. The Census Bureau can correct for underenumeration only when the census records reflect that we identified a specific living quarters as existing on Census Day, April 1, 1990, but through a processing error, failed to include that living quarters and its associated population, if any, in the published results. Although we cannot use local data to replace or supplement the 1990 census counts, the information that you provided was essential to our review of the census records. •4' Our experience has shown that the way in which the Census Bureau conducts a decennial census may differ considerably from a local government ' s approach to conducting a population count or survey. Differences may result from different enumeration concepts, definitions, geographic assignments, or the currency of information used relative to those used for the decennial census. For example, the Census Bureau bases the census count on Census Day, April 1, 1990, while local surveys may base their count on a date other than April 1, 1990. Our review found that some of the UHIB11 A- Mr. Richard C. Ambrose 2 housing units included in the information you provided for Census Tract 4502 , Block 902 were not complete on April 1, 1990, and thus not eligible for inclusion in the census. A local government' s definition of vacant units may differ from the Census Bureau' s definition. The Census Bureau considers vacant any unoccupied housing units that could be inhabited whether or not they are currently on the market. Many communities do not count a new structure as a housing unit until they issue an occupancy certificate. The Census Bureau counts these unoccupied units as vacant housing units if they are under roof and closed from the elements. This completes our review of the census counts for Dublin. Your letter indicated that your maps and computer files did not accurately represent the legal boundary in effect as of January 1, 1990 because Dublin had not reported all boundary revisions to the Census Bureau through the Boundary and Annexation Survey. The City of Dublin did provide your Bureau with the information necessary to accurately represent our boundary in effect as of January 1 , 1990 . Dublin submitted a marked-up map (provided by your bureau) along with the filled-out pink form BAS-1 on December 26 , 1989 (See Attachment 1) . Your letter also states that you did not find any inconsistencies for Census Tract 4502 , Blocks 902 and 910, and Census Tract 4505, Block 118 . The difference in counts between the City and the December 1990 census count is quite large ( 195 dwelling units) and requires further inquiry. We believe that the overall number of housing units shown in the 1990 Census , Summary Tape File 1 (H1/4 ) may be short as many as 257 housing units ( 6992 vs . 7249 ) .
