Phase I (Site Work)

FINANCIAL STATEMENT:
The budget for both phases of the project is $69,070.
The revised architect's estimate for Phase I improvements (grading,
paving, and other site work) is $54,162, and for Phase II improve-
ments (landscaping and irrigation) is $71,778.
DESCRIPTION: Staffwas originally authorized to advertise for bids for the entire
scope ofwork for Heritage Center Improvements in August of 1998. Only one bid ($239,230) was
received for the original project, and it was significantly higher than funds budgeted; therefore, the bid was
rejected. Staff'felt that the reason was twofold: (1) that contractors were very busy during late summer
and early fall; and (2) that a number of specialty trades were involved, with only a small amount of work
for each.
Staff'is therefore recommending that the project be re-advertised as two separate projects. Phase I
includes the sitework such as grading and paving. A request for authorization for Phase II advertising will
follow in about six weeks. Phase 1I will include landscaping and irrigation work. It is anticipated that a
budget appropriation will be required for the Phase 1I work.
Staffrecommends that the City Council authorize solicitation of bids for Phase I.
