Director as Agent For Purpose of Applying for State and/or Federal
Assistance For Costs Incurred in Storm Damage Prevention or
Mitigation

FINANCIAL STATEMENT:
The City incurred costs in the amount of approximately $12,000 in
the Street Maintenance and Park Maintenance Operating Budgets
and approximately $24,800 in the Dougherty Hills Slope Repair
C.I.P. during the course of the winter storms of 1996-97.
DESCRIPTION: In its efforts to control flooding and prevent or reduce damage to
public and private property during the New Year's storms, the City incurred costs as noted above in the
amount of approximately $36,800. The Federal Emergency Management Agency requires that the City
Council designate an agent to execute applications for assistance so that the City is able to recover all or
part of its costs.
Staff recommends that the City Council adopt the resolution designating the Administrative Services
Director as agent for this purpose.

A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF DUBLIN

DESIGNATING ASSISTANT CITY MANAGER/ADMINISTRATIVE SERVICES DIRECTOR
AS AGENT FOR EXECUTION OF DOCUMENTS
PERTAINING TO FINANCIAL ASSISTANCE UNDER
THE ROBERT T. STAFFORD DISASTER RELIEF AND EMERGENCY ASSISTANCE ACT OF
1988 OR THE NATURAL DISASTER ASSISTANCE ACT
WHEREAS, the City of Dublin acted to prevent or mitigate damage to public and private property
during storms of the 1996-97 fiscal year; and
WHEREAS, the City is applying for reimbursement for the cost of said damage prevention or
mitigation under the Natural Disaster Assistance Act;
NOW, THEREFORE, BE IT RESOLVED that Paul S. Rankin, Assistant City Manager/
Administrative Services Director, is hereby authorized to execute for and in behalf of the City of Dublin, a
public entity established under the laws of the State of California, this application and to file it in the
Office of Emergency Services for the purpose of obtaining certain federal financial assistance under P. L.
93-288 as amended by the Robert T. Stafford Disaster Relief and Emergency Assistance Act of 1988,
and/or state financial assistance under the Natural Disaster Assistance Act for storm and flood damage
which occurred in December of 1996.
BE IT FURTHER RESOL VED that the City of Dublin, a public entity established under the laws
of the State of California, hereby authorizes its agent to provide to the State Office of Emergency Services
for all matters pertaining to such state disaster assistance the assurances and agreements required.
