FINANCIAL STATEMENT:
Sufficient funds have been included in the 199,5..96 Budget
DESCRIPTION: Staff is proposing amendments to several existing job descriptions
as well as amendments to several existing salary ranges. All affected positions are part..time positions in
the Parks & Community Services Department.
Amendments to Classification Plan .
. The safety certification required for aquatics personnel and recreation leaders has recently been revised by
:. the American Red Cross.. It is therefore necessary to update the job descriptions for these positions to
reflect the new training requirements. The positions affected by these changes are Pool Manager,
Assistant Pool Manager, Swim Instructor, Lifeguard, Cashier, Recreation Leader I, Recreation Leader II,
Senior Recreation Leader, and Recreation Program Specialist. In addition, Staff has made minor
modifications to the language in the job descriptions to include infonnation about the new fingerprinting
procedures for certain part-time positions.
Amendments to Sala." Plan
On an annual basis, Staff conducts a survey of surrounding agencies to detennine current market ranges
for part..time positions in the Parks & Community Services Department. Based on the survey, Staff is
recommending salary adjustments for the following positions:

AMENDING THE CLASSIFICATION PLAN
WHEREAS, in accordance with the Personnel System Rules, the City Council adopted Resolution
No. 30-84 and subsequent amendments which comprise the Classification Plan; and
WHEREAS, it is necessary to periodically update existing job descriptions in order to insure that
the qualifications required are appropriate to the classification; and
NOW, 1HEREFORE, BE IT RESOLVED that Resolution No. 30-84 and subsequent amendments
shall be further amended to include the following updated classifications and job descriptions (Attachments

POOL MANAGER
THE POSITION
Under the direction of the Recreation Coordinator, plans, organizes, directs and supervises all aquatic
programs as related to the management and operation of a public swimming pool.

.:. Plans, organizes and supervises swimming activities at a public swimming pool.
.:. Schedules, supervises and evaluates part-time staff.
.:. Assists with staff recruitment and hiring.
.:. Plans and conducts in-service staff training.

.:. Assigns responsibility to the lifeguards when they are not in the guard chair.

Under the supervision of the Pool Manager, assists in the planning, direction, leadership and staffing for a
variety of aquatic programs at a public swimming pool. Acts as the Manager in the Pool Manager's
absence.

Under the supervision of the Pool Manager, provides instruction in all levels of American Red Cross swim
lessons and other aquatic programs. May also serve as a Lifeguard to enforce pool rules and oversee the
conduct of patrons using the pool.

Under the supervision of the Pool Manager, responsible for collection of fees from pool patrons,
completing attendance and f"mancial reports, providing assistance to pool staff in emergency situations, and
handling participant registration for aquatic classes.

RECREATION SPECIALIST
THE POSITION
Under general supervision, performs advanced level work involving the organization and instruction of
various age groups in specialized program areas. Develops recreation course content and conducts classes
and programs. Exercises independent judgment in the application of specialized knowledge and skills in
the conduct of the work. May supervise and train other staff and volunteers in the area of specialty or
assigned program area. Work is reviewed through periodic inspections, conferences, reports and formal
evaluations.

groups.

Any combination of education and experience that would likely provide the required knowledge and
abilities for the position. A typical way to obtain the education and experience would be:
.:. Equivalent to graduation from high school, some college recreation classes or work in progress
towards a degree in recreation or related field.
+:. Two years experience as a Recreation Leader II, or comparable work experience; one year experience
working in assigned program area is desirable.
+> Two years of experience in teaching or conducting classes or programs in specialty field
Knowledge and Abilities
.:. Technical and professional knowledge of the assigned program area and skills in planning, organizing
and conducting a specialty class or recreation program.
+:. Ability to conduct classes or programs in one or more areas within the specialty field and to work
cooperatively with other staff and the public.

AMENDING TIlE SALARY PLAN FOR PART-TIME PERSONNEL
WHEREAS, the City Council has adopted Resolution 122-93 Establishing a Salary Plan for Part-
Time Personnel; and
WHEREAS, competitive salary provisions which will attract and retain quality employees are
important to the organization; and
WHEREAS, it is desirable to update salary provisions for part-time employees in the City's
personnel system.
NOW, THEREFORE, BE IT RESOLVED that the part-time salary prOVISIOns enacted ill
Resolution 122-93 be superseded by this resolution.
BE IT FURTHER RESOLVED that the following part-time hourly salary ranges shall be
established in accordance with the City of Dublin Personnel Rules:
