FINANCIAL STATEMENT:
The Staff Report presented February 13, 1995 anticipated that the
retroactive surcharge would be applicable to all drop box rates. This
change is consistent with the action taken February 13, 1995.
DESCRIPTION : At the City Council Meeting on February 13~ 1995, the City Council
adopted Resolution No. 11-95, which amended the service rates allowed to be collected by the Franchised
Garbage Hauler. The rate adjustment included a "Retroactive Surcharge", which was to be collected on
services provided during 1995.
Subsequent to the action by the City Council, it was brought to Staffs attention that a typographical
error had occurred in the preparation of the Drop Box Rates attached to the Resolution. The affected
rates are shown on the final page of the Exhibit A attached to the Resolution (Exhibit 1). The areas
changed have been highlighted on the final page of the Resolution. The resolution presented to the City
Council on February 13, 1995 did not include the columns for the retroactive surcharge and the total rate
for certain Drop Box rates.
The text of the February 13, 1995 Staff report explained that the Drop Box Rate Adjustment would be
based upon a Base Rate of $9.75 per cubic yard plus $0.14 per cubic yard for the retroactive surcharge.
The Base Rate shown for "Compacted Drop Box Service" was correctly identified in Resolution No. 11-95
as $19.50 per cubic yard. Compacted waste is charged at twice the rate of loose material. This reflects
the industry standard and the assumption that a compacted container can accommodate roughly twice
the amount of waste as is collected from non-compacted containers. The February 13, 1995 Staff report
also included an Exhibit which compared the proposed Dublin Drop Box Rates with surrounding
agencies. This comparison included an example of a 30 yard compacted container. The rate shown as
the proposed Dublin rate was based upon a rate of $19.78 per yard. This is the Base Rate plus the
applicable surcharge.
Staff recommends that the City Council adopt the attached Resolution which will correctly reflect the
Drop Box rates in accordance with the Staff Report presented February 13, 1995.

A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF DUBLIN
CORRECTING THE SCHEDULE OF SERVICE RATES FOR SOLID WASTE COLLECTION
PREVIOUSLY ADOPTED AS RESOLUTION NO. 11-95
WHEREAS, on February 13, 1995 the City Council adopted Resolution No. 11-95,
authorizing a Schedule of Rates to be collected by Oakland Scavenger Company (now called Waste
Management of Alameda County); and
WHEREAS, the Exhibit A attached to Resolution No. 11-95 omitted certain portions of
the rates for Drop Box Services ; and
WHEREAS, an amended Rate Schedule has been prepared and is attached to this
Resolution as Exhibit A.l; and

WHEREAS, the amended schedule contained in Exhibit A.l identifies changes under
section "VII. Drop Box - Subsections "F" and "G"; and
WHEREAS, the changes identify the "1995 Surcharge" and "Total Rate" applicable to
certain Drop Box services.
NOW, THEREFORE, BE IT RESOLVED THAT the City Council of the City
of Dublin, does hereby take action to correct Resolution No. 11-95 and adopts the attached Exhibit A.l as
the official rate schedule until further amended or rescinded.

RATES FOR GARBAGE COLLECTION & DISPOSAL SERVICES CONDUCTED PURSUANT TO
A FRANCHISE AGREEMENT BETWEEN THE CITY OF DUBLIN AND
OAKLAND SCAVENGER COMPANY
[Now Called Waste Management of Alameda County]
I. EFFECTIVE DATE
The rates shown for the collection of refuse within the City of Dublin
are effective as stated within each section of this Exhibit. All
retroactive surcharges shall cease effective January 1, 1996.
II. RESIDENTIAL SERVTCF.
A. Minimum Residential Collp.ction Cost
Minimum residential service shall apply separately to each unit
within a duplex or other attached housing, which receives
indi vidual garbage collection services. The rates shown below
shall apply to the initial can of service and include once per week
collection and disposal of the standard sized container.
Additional services described in Section IV are also provided as
part of the minimum service. The rate shown includes $1.40 (one
dollar and forty cents) charge for weekly Curbside Recycling.

City shall make arrangements to collect assessments on the property
tax bill for all services identified in Section A above. Further,
payment for said services shall be made to Company by City pursuant
to agreements and ordinances regulating solid waste collection.
City may subsidize the Curbside Recycling Program with Measure D
funds.
C. Additional Container Collection Costs
Once per week collection of each additional container beyond
service provided under "(A)" above. The Total Rates shall be
effective for all services billed from April 1, 1995 through
December 31, 1995. As of January 1, 1996, the Company shall only
be authorized to collect the amount shown in the Base Rate Column.

III. DESIGNATION OF POINT OF COLLECTION

For Single Family Residential service, the above rates shall be for
"back yard service" for regular garbage service. The term "back yard
service" shall mean the container(s) shall be on the outside of and in
close proximity to the structure being served, and at a location which
is the customer 1 s option. Padlocks or other devices which deny the
Collector reasonable access will relieve said collector from
responsibility of such collection. The Curbside Residential Recycling
Program requires that containers be placed in location which can be
easily seen and readily accessible, within five feet from the curb.

IV. ~NAL SERVICES PROVIDED TN RATES e
The above rates shall include four (4) annual residential cleanups.
Dates of said cleanups shall be at the discretion of the City upon
reasonable notice to the Company. The rules regulating the special
cleanup shall be approved by the Contractor and the Director. The
Contractor shall separately account for costs associated with this
service and report information as requested by the City.
V. COMMERCIAL AND MULTTFAMILY BIN SERVICE
A. The following rates include collection, disposal, and bin rental at
commercial establishments and multifamily projects serviced by
centralized bins. The rates shown are for a monthly period. All
charges are based upon bins being filled no higher than water
level. The Total Rates shall be effective for all billings issued
from February 1, 1995 through December 31, 1995. As of January 1,
1996, the Company shall only be authorized to collect the rates
shown in the Base Rate Column.

Commercial locations subscribing to service on a per container
basis shall be charged the following monthly rates according to the
size of the container serviced. The following rates are effective
February 1, 1995:

The cost shall be on a per pick-up basis and costs are based upon the
load not exceeding the water level. Certain miscellaneous charges as
