Thompson, Public Works Director EXHIBITS ATTACHED: Itemized cost breakdown RECOMMENDATION: . ./~%"~Authorize Staffto advertise for bids FINANCIAL STATEMENT: All costs for this project are borne by an Intermodal Surface Transportation Efficiency Act/Traffic Systems Management (ISTEAJTSM) grant. The purchase cost of the computer and software as shown in Attachment 1 is $12,795. This cost does not include upgrading the traffic signal equipment (estimated cost $36,439). The City will be reimbursed for up to $49,701 by Caltrans for the upgrade and coordination of traffic signals at various locations as stipulated in the City of Dublin Traffic Signal Coordination and Update Project. The City has also received a grant through AB434 to update timing and coordination of the traffic signals. The AB434 portion of the project will be completed next fiscal year upon completion of the Dublin Boulevard Widening Project and this computer (hardware and software) purchase and signal equipment upgrade. DESCRIPTION: The City of Dublin and Caltrans have executed the supplementary agreement for the Traffic Signal Coordination/Upgrade Project, and the City is now approved to commence the bid process to purchase the computer hardware and software and install an upgraded and coordinated signal system. The Traffic Signal Upgrade and Coordination project will allow Staffto coordinate traffic signals throughout the City, resulting in more efficient traffic flow. This project is being funded through ISTEA and TSM grants, which are administered by Caltrans. g 5miscproj~ignals~agstcmtr COPIES TO: ITEM NO. ~ As part of the coordination project, the City must purchase a new computer and software to monitor and coordinate the traffic signals from the City offices. The cost of purchasing the computer hardware and software is approximately $12,795, of which $4,000 is the estimated cost of the software. As mandated by the City's Purchasing Ordinance, bids will be solicited for the computer hardware as the cost is above $5,000. However, as the price of the software is below $5,000 and is only available through a sole supplier, provisions of the Purchasing Ordinance under Sections 2.36.030 A-2 and 2.36.060 qualifies the purchase of the software as an exemption to the competitive bid process. Staff recommends that Council authorize Staff to solicit bids for the purchase of computer hardware as part of the Traffic Signal Coordination/Upgrade Project.
