SUBJECT: Authorization to Prepare Engineer's Report
Landscaping and Lighting Maintenance Assessment District 86-1

FINANCIAL STATEMENT: The cost to prepare the Engineer's Report is approximately $900.
This amount is budgeted in the Engineering and Public Works
Operating Budgets and is paid by the Assessment District.
DESCRIPTION: This assessment district maintains roadside and median landscaping
associated with the Villages at Willow Creek development off Dougherty Road. As part of the review and
approval of the 145-unit single family development(Ridgecreek) and the other, multifamily Villages,
certain landscaping maintenance was made a condition of approval. In lieu of forming a homeowners'
association to perform landscape maintenance, the developer requested formation of this assessment
district. Activities include litter pickup and maintenance of soundwalls and landscaping along Dougherty
Road between Amador Valley Boulevard and Fall Creek Road, along Amador Valley Boulevard between
Dougherty Road and Wildwood Road, and along Wildwood Road, Fall Creek Road, Shady Creek Drive,
and Willow Creek Drive. The City Council approved formation of this District on November 10, 1986,
with the initial assessment in the 1987-88 tax year.
This resolution authorizes the City Engineer to begin preparation of the required Engineer's Report for the
Assessment District for FY 1997-98. The procedure for establishing annual maintenance assessments
requires that the City Council first authorize preparation of the report. The preliminary report is then
brought back to the City Council for approval later in the year. Following the City Council's approval of
the preliminary report, public hearings will be scheduled as required.
At the February 4th meeting, the City Council received a report regarding the requirements of Proposition
218, and it was determined that this landscape maintenance assessment would be frozen for the 1997-98
fiscal year.
Staff recommends that the City Council adopt the resolution.

A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF DUBLIN
DIRECTING PREPARATION OF ANNUAL REPORT FOR
LANDSCAPING AND LIGHTING MAINTENANCE ASSESSMENT DISTRICT 86-1
WHEREAS, on November 10, 1986, by its Resolution No. 128-86, this City Council initiated
proceedings, and by Resolution No. 129-86, ordered the formation of City of Dublin Landscaping and
Lighting Maintenance Assessment District No. 86-1, ("the District") pursuant to the provisions of the
Landscaping and Lighting Act of 1972 (commencing at Section 22500 of the California Streets and
Highways Code) (hereinafter, "the Act"); and
WHEREAS, Sections 22620 et seq of the Act provide for the levy of annual assessments after
formation of the District; and
WHEREAS, within said District, the existing and proposed improvements and any substantial
changes proposed to be made to the existing improvements are generally described on Exhibit A attached
hereto and hereby made a part hereof;
NOW, THEREFORE, BE IT RESOLVED that the Dublin City Council does hereby designate the
Dublin City Engineer as Engineer for purposes of preparing and filing with the Clerk a written report in
accordance with Section 22565 et seq of the Act; said Engineer is hereby directed to apportion said
assessments in accordance to the benefits received from said improvements by the lots, pieces and parcels
of land within the District, and said Engineer is hereby directed to accomplish such preparation and filing
forthwith.

SCOPE OF WORK
1) The median and roadside landscaping along the north side of the street for the entire length of
Willow Creek Drive.
2) Roadside landscaping along Shady Creek Drive within Lots 1, 2, 3, 4, 5, 6, 15, 16, 37, 38, and
south of Lot 145, all within Tract 5511.
3) Roadside landscaping, wall, fence, and pathway improvements along the west side of Dougherty
Road between Amador Valley Boulevard and the northerly City Limit line, and along the north side of
Amador Valley Boulevard between Dougherty Road and Wildwood Road.
4) Roadside landscaping, fence, and pathway improvements along the west side of Wildwood Road.
5) Roadside landscaping, fence, wall, and pathway improvements along the west side of Dougherty
Road and the south side of Amador Valley Boulevard adjacent to Lot 150.
6) Roadside landscaping, fence, and pathway improvements along the west and north sides of Fall
Creek Road.
7) Roadside landscaping and emergency access surfacing at the north end of Crossridge Road within
the street right-of-way.
