RECOMMENDATION: - Adopt Resolution supporting street
realignment
FINANCIAL STATEMENT: The applicant indicated at the May 13 ,
1985 City Council meeting that if
Imperial Court could be realigned across
from Sierra Court he would have no
problem paying a $69, 000 contribution
towards traffic signals at the Dublin
Boulevard/Sierra Court intersection. If
this contribution is not paid for by the
applicant, the City with contributions
from DSRSD and other applicants will
have to assume this cost.
DESCRIPTION: On May 13 , 1985 the City Council considered P
A 84-049 Imperial Freeholds request for an extension to
parcel Map 3582 which is located on the south side of Dublin
Boulevard immediately west of Valley High School and Dublin
Sports Grounds . Condition No. 42 requires that:
"The applicant shall make a good faith effort to
acquire access out onto Dublin Boulevard at Sierra Court so
that the entrance to Imperial Court can be moved to this
location. The good faith effort shall include, but not
limited to, reaching an agreement on the land transfer with
DSRSD and filing an application with the Federal Government
to approve said transfer. A letter from the DSRSD Board of
Directors stating it does not want to proceed with a land
transfer will also constitute a good faith effort. "
The City Council continued the item until the September 23 ,
1985, City Council meeting to allow the applicant to pursue
the access out onto Dublin Boulevard at Sierra Court.
The applicant is presently negotiating an exchange of
property with DSRSD so that Imperial Court can be realigned
through the Dublin Sports Grounds . As part of those
negotiations, and to assure the U. S. Department of Interior
that the exchange of property will benefit the general
public , the applicant is requesting that the City Council
formally endorse the street realignment.

The street realignment will avoid the need of having another
intersection in close proximity to the Dublin
Boulevard/Sierra Court intersection which will be signalized
in the near future . Further, the proposed street
realignment will improve circulation and access to the
Dublin Sports Grounds by creating a four-way, signalized
intersection.
Staff recommends the City Council adopt the attached
Resolution 'which supports the proposed , realignment of
Imperial Court as schematically indicated on Background
Attachment 2 .

A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF DUBLIN

SUPPORTING THE REALIGNMENT OF IMPERIAL COURT ACROSS FROM SIERRA
COURT, IMPERIAL FREEHOLDS CALIFORNIA INC. PARCEL MAP 3582
WHEREAS, Alameda County approved Imperial Freeholds
California Inc . Parcel Map 3582 on February 23, 1982 ; and
WHEREAS, said approval provided for Imperial Court to
be located directly east of Alamo Canal on the south side of
Dublin Boulevard; and
WHEREAS, on May 13 , 1985, the City Council heard an
appeal of PA 84-049 Imperial Freeholds California, Inc .
application for parcel map 3582 extension; and
WHEREAS, a condition required the applicant to make a
good faith effort to realign Imperial Court across from Sierra
Court; and
WHEREAS, the City Council continued the hearing until
September 23 , 1985, to allow the applicant to pursue access out
onto Dublin Boulevard at Sierra Court; and
WHEREAS, on May 17 , 1985 Tony Long, representing
Imperial Freeholds California Inc . , requested that the City
Council endorse the realignment of Imperial Court across from
Sierra Court; and
WHEREAS, the City Council did consider said request at
a regularly scheduled meeting on' May 28, 1985 .
NOW, THEREFORE, BE IT RESOLVED THAT THE Dublin City
Council does hereby find that:
1) The Development of Imperial Court across from Sierra Court
will avoid the need of having another intersection in close
proximity to the Dublin Boulevard/Sierra Court intersection;
2 ) The realignment of Imperial Court across from Sierra Court
will improve traffic circulation for the general public and
to the Dublin Sports Grounds ; and
3 ) The realignment of Imperial Court across from Sierra Court
will help reduce traffic accidents for motorists and
pedestrians as the overall circulation system in this area
will be improved.

BE IT FURTHER RESOLVED that the Dublin City Council does
hereby support the realignment of Imperial Court across from
Sierra Court.

Dear Council Members:
I have enclosed for your review plans showing the proposed realignment
of the street serving our ten-acre office site to the Sierra Way/Dublin
Boulevard intersection. As you are aware, we have had ongoing discussions
with DSRSD to exchange an equal area of land to allow our office site to
be served by the new traffic signal being installed at this intersection.
DSRSD requires approval frcan the U.S. Department of Interior prior to
entering into an exchange for any portion of the Dublin Sports Field.
Based on my discussions with both DSRSD and the Department of Interior,
the U. S. Government needs to be assured that any such exchange would
be of direct-benefit to the general public.
We believe strongly that having a traffic signal to control the ingress
and egress onto our site not only maximizes the safety and efficiency
of traffic for all motorists leaving and entering the property, but
also permits the development of a superior project for the City of
Dublin. In this regard, I respectfully request that you support the
proposed realignment of the street, and communicate those sentiments
to DSRSD. Your endorsement of the street realignnent will have a
significantly positive effect on the Department of Interior in. their
consideration of any land exchange request by DSRSD. Thank you for
