DESCRIPTION: The City of Dublin recently received a memo from ABAG on behalf of the Interagency Fiscal Unity and Reform Committee reques- ting the City to adopt a Resolution urging the State Legislature and Governor Wilson to repeal SB 2557 and enact local government fiscal reform. Briefly, SB 2557 was enacted as part of the 1990-91 State budget package and has resulted in the shifting of city and school district revenues to counties, to compensate for State funding cuts to state-mandated county programs. This shift in funds not only pits local governments against one another, and is disruptive to adequate planning and service provision, it also results in lasting and harmful effects on our communities, our schools and our economy. As indicated in the attached memo, the Interagency Fiscal Unity and Reform Committee, comprised of elected and appointed officials representing cities, counties and school districts in the Bay Area, has been formed to address issues relating to the fiscal interdependency of cities, counties and school districts. The Committee will also aim to develop meaningful fiscal reform to provide adequate, stable revenue sources for all local governments. The Committee is requesting support from local governments . The Committee asks local agencies to adopt a Resolution urging the State Legislature and Governor Wilson to repeal SB 2557 and enact meaningful fiscal reform. The Committee's goal is to create a unified position among all local governments in the Bay Area to address the fiscal interdependency of cities, counties, and school districts, and to develop meaningful fiscal reform to provide adequate, stable, revenue sources for all local governments. We are asking each of you to contact your legislators to urge the total repeal of SB 2557 which has pitted local governments against one another and escalated the fight "for a piece of the shrinking pie". We would also ask that they recognize the fiscal interdependency of local governments and replace the current budgetary process and fiscal system with one that acknowledges the need for cities, counties, and school districts to have control over revenue sources, as well as responsibility for service provision. Therefore, any proposal for repeal of SB 2557 must identify an alternate revenue source for counties to fund these state- mandated programs, that does not impact other local government revenues. A draft resolution for consideration, adoption, and transmittal to the legislature and Governor Wilson is enclosed. The legislature will reconvene August 19 and there is strong support to deal with this issue before the Interim Study Recess in September. Please urge your legislator to consider solutions that will correct the inequities of SB 2557 while initiating meaningful fiscal reform. RESOLUTION NO. - 91 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DUBLIN URGING THE STATE LEGISLATURE AND GOVERNOR WILSON TO TOTALLY REPEAL SB 2557 AND ENACT LOCAL GOVERNMENT FISCAL REFORM WHEREAS, SB 2557 was enacted as part of the 1990-91 State budget package and resulted in the shifting of city and school district revenues to counties, to compensate for State funding cuts to state- mandated county programs; and WHEREAS, taking revenue from one local government to fund another pits local governments against one another and is disruptive to adequate planning and service provision; and WHEREAS, this approach improperly separates the Governor and Legislature from political accountability for their budget decisions; and WHEREAS, the continued shifting of inadequate revenues between local governments will have lasting, harmful effects on our communities, our schools and our economy. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Dublin urges Governor Pete Wilson, and all members of the State Legislature, to totally repeal SB 2557 and replace it with meaningful fiscal reform that will allow each local government to adequately finance its responsibilities to its constituency.
