FINANCIAL STATEMENT: Under this agreement, Earth Systems provides general geotechnical services to the City based on the adopted rate schedule. Types of services performed would typically be plan checking and peer review for private development projects or soils engineering for Capital Improvement Projects. Earth Systems provides specific Not to Exceed proposals for each project. The cost of the service would either be paid by developers or would be budgeted for the specific Capital Project. The proposed fee schedule does not reflect an across the board increase; however, Staff has analyzed the charges incurred to date for the Dublin Ranch project. Most of the charges have been incurred in the Senior Engineer/Senior Geologist personnel categories, which will increase about 2%, :ITom $103 per hour to $105 per hour. A few hours were incurred in the Project Manager, Principal, and Consultant categories, which are increasing at somewhat higher rates. The weighted average increase based on all of the utilized categories at the specific number of hours charged to date is about 2.9%. The rate increase will be effective :ITom July 31, 1998, to July 31, 1999. DESCRIPTION: In May of 1997, the City Council approved agreements with a number of consultants that could be utilized on an ongoing basis for geotechnical, traffic engineering, or civil engineering functions. Many of these agreements will expire in Mayor June of 1998 and need to be amended if the City is going to continue to utilize the services. The agreement with Earth Systems expires on May 20th. It is recommended that the dates of these agreements coincide with the end of the fiscal year in the future, and the proposed amendment reflects an expiration date of June 30, 1999. This agreement with Earth Systems Consultants provides for general geotechnical services as noted in the Financial Statement above. A separate agreement was recently approved for investigation and inspection on the San Ramon Road Slide Repair Capital Improvement Project. This year, Earth Systems has also provided peer review for the Dublin Ranch Phase I project. As noted above, Earth Systems may be requested to provide plan checking or peer review services for private development projects. In those cases, proposals would be provided for the specific project, and the developer would pay the cost of the service. The budget for private development work is included in the Engineering Operating Budget. The work provided to date by Earth Systems has been satisfactory, professional, and competitive, and Staff recommends that the City Council approve the amendment to the agreement. Consuhant shaD provide the City with a not-to-exceed fee on a project by project b2.Sis for design projects. Consultant shall submit invoices at the end of project or monthly based on the cost for services performed in accordance with the Charge Rate Fee Schedule(s) (Attached).
