Funding is derived from the General Fund, Gas Tax, Measure B, Developer Contributions, and SB300 funds. The total project budget for 1997-98 is $822,400 of which $545,300 is for the Dougherty Road Improvements and $277, t00 is for the Annual Overlay. ~Road Ann~ _Total Budget $ 545,300 $277,100 $822,400 Low Bid 488,223 282,924 771,147 The low bid allows a 6.6% contingency before reaching the total budgeted amount. Since the budget was approved, the available ISTEA and SB300 grant monies have increased. See Exhibit 2 for the analysis of these changes. Fund transfers will be made at the completion of the project. DESCRIPTION: At the September 16, 1997 meeting of the Dublin City Council, Council authorized Staffto advertise the Dougherty Road Improvements/Annual Overlay Program Project for bids. This contract consists of two Capital Improvement Program projects: 1) Dougherty Road Improvements, from north of Amador Valley Boulevard to north of Houston Place, and 2) the Annual Overlay Program. g:miscproj \douo~ar ty~agsmwrd COPIES TO: Bidders ITEM NO. _~~ This phase of the Dougherty Road Improvements will widen the westerly travel lanes by removing ex/sting dirt medians on Dougherty Road and replacing them with new pavement. Dougher'ty Road will then be widened approximately 10 feet on the easterly side from the Camp Parks entrance to approximately 800 feet north of Amador Valley Boulevard. Portions of the traffic signal at the intersection of'Dougherty Road and Amador Valley Boulevard will be relocated. This segment of Dougherty Road will then be overlaid with asphalt. The project will also add a row of street trees along the bike path on the eastern side of Dougherty Road. This Mil complete the ultimate pavement improvements for southbound traflSc, improve traffic flow on Dougherty Road by widening the existing lanes and improve the sight distance for motorists exiting the Arroyo Vista development. The City has received an ISTEA Grant to fund this project and.has also collected Developer TraflSc Impact Fees. A future phase of this project will widen Dougherty Road from four to six lanes and includes landscaped medians. This future phase will accommodate traffic from new development in Contra Costa County and is anticipated to be funded by Traffic Impact Fees, including contributions from projects in Contra Costa County. The number of streets for this year's Overlay Capital Improvement Project is smaller than normal due to funds from this project being used to overlay Dougherty Road. In addition to overlaying Dougherty Road and selected streets, the Street Maintenance Account in the Operating Budget includes funding for preparatory patching for streets to be overlaid and slurry sealed, as well as the restriping of the overlay streets. The City received 12 bids for the project (see Exhibit 1). The Iow bidder was Teichert Construction with a bid of $771,147. The low bidder has met the City's Minority Business Goals for Subcontracting. Staffhas reviewed the Iow bidder's proposal, is familiar with the contractor's work, and recommends that the City Council adopt the Resolution awarding Contract 97-05 to Teichert Construction. Page 2 RESOLUTION NO. -97 A RESOLUTION OF TKE CITY COUNCIL OF THE CITY OF DUBLIN AWARDING CONTRACT 97-05, DOUGI~RTY ROAD IMPROVEMENTS/ANNUAL OVERLAY PROJECT TO TEICI~ERT CONSTRUCTION WHEREAS, the City of Dublin did, on OCTOBER 30, 1997, publicly open, .examine, and declare all sealed bids for doing the work described in the approved Plans, Specifications, and Modifications for Contract 97-05, DOUGHERTY ROAD IMPROVEMENTS/ANNUAL OVERLAY PROJECT, authorized by the City Council on September 16, 1997, which Plans, Specifications, and Modifications are hereby expressly referred to for a description of said work and for all particulars relative to the proceedings under the request for bids; and WHEREAS, said bids were submitted to the City Engineer, who has recommended that the bid hereinaRer mentioned is the lowest and best bid for doing said work. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Dublin does hereby award City of Dublin Contract 97-05 to the lowest responsible bidder therefor, to wit Teichert Construction with a bid of Seven Hundred Seventy-One Thousand, One Hundred Forty-Seven Dol]ars and No Cents ($771,147.00), the particulars of which bid are on file in the Office of the City Engineer.
