Thompson, Public Works Director 1) 2) Budget Change Form Minutes from the Alameda County Housing and Community Development Program Urban County Technical Advisory Committee Meeting //Authorize an appropriation in the amount of $5,792.00 to the Annual Sidewalk Safety Repair Budget, Contract 96-01. This increase is to be funded by an increase in the Community Development Block Grant (CBDG) allowed for this project. Low bid for removal and replacement of sidewalk exceeded the budget amount by $5792.00. During the pre-construction meeting, the County suggested applying for Contingency Funds to supplement the existing budget to meet the extra cost. DESCRIPTION: On February 13, 1996, Council awarded the Annual Sidewalk Safety Repair and Handicap Ramp Project to Roquemore Engineering. At the time of award, the low bid for the sidewalk remove and replace portion of the project exceeded the allotted budget by $5,792 and the COPIES TO: Roquemore Engineering ITEM NO. ~ g:\m ntcproj\sidewalk\agstbuch intention was to reduce the contract scope by this amount. During the pre-construction meeting Lane Bailey, with Alameda County, suggested that the Dublin Staff ask for supplemental funding from the County CDBG Contingency Fund. Staff's request for the additional funds was approved at the March 14, 1996, meeting of the County Technical Advisory Committee Meeting in the sum of $5,792.00. Staff is recommending, therefore, that City Council approve a budget increase to allow these additional funds to be used for the Sidewalk Program. ECHO HOII$ING PRF~gENTATION Donna Eoff introduced Marjorie Rocha, Executive Director and Penelope Meleas-Wagner, Associate Director of ECHO Housing. Ms. Eoff reviewed the First/Second Quarter Housing Counseling Status Report indicating that she requeste~t'"representatives from ECHO Housing make a presentation to the Committee on accomplishments achieved through the halfway mark of the program year. :Ms. Meleas-Wagner made a brief presentation to the Committee detailing the outreach efforts and accomplishments in north county, as well as the recent influx of calls in the south and east county areas. IlL HOUglNG REHAB_ASSJgTANCE FOR_HO_USIING~AU_TJtOR][TIES Lane Bailey reviewed a request that the City of Emeryvitle received from the Alameda County Housing Authority requesting funding for painting a housing complex located in Emeryville. Mr. Bailey stated that there are only two honsing authority complexes in the Urban County -- one in Emeryville and the other in Dublin. Mr~ Bailey indicated that more requests of this type are anticipated due to the cuts that the housing authorities are Urban County TAC Minutes March 14, 1996 Page 2 expecting. In order to ascertain the status of improvement funds for housing authorities, Mr. Bailey contacted the U.S. Department of Housing and Urban Development (HUD) to gain additional information on the future of funding for this type of work. At the time of this meeting, Mr. Bailey had not received any_ response from HUD. The Committee discussed the outstanding issues that will be discussed with HUD: 1) How are reserve funds held, and are they available for maintenance/rehabilitation; 2) How do the Housing Authorities report on their reserve funds; 3) How is affordability maintained -- will it go ~o market rents or 'remain at the same level; and 4) How can the number of units for handicapped persons be increased? Mr. Bailey indicated that. County staff will assist Dublin and Emeryville with the application review process'on a project-by-project basis; contacting HUD regarding current cash flow for the project; and reviewing maintenance standards. Other funds that may be available for housing authorities are jurisdictional and rental rehab funds. This item may be reviewed at a later date depending on the activity of the housing authorities. DIIRIJN RFQI~F~qT FOR CONTINGE~[CY H.IB[DS Lane'Bailey reviewed a staff report detailing the City of Dublin's request for $5,792 in Urban County Contingency Funds to provide sufficient funding to complete their Sidewalk Safety Repair Project. The project is targeting sidewalk hazards and providing handicap ramps to every comer in the Dublin area. In order to complete the repairs in the designated areas for this year, the additional funds are necessary. Maryann Leshin made a motion to approve the request. Kristin Johnson seconded the motion. XTE15ISION TO_COMMITMElh[~2DEADLINE Lane Bailey reviewed a staff report detailing the County's request for an extension deadline of 1995/96 CDBG funds for the pedestrian ramp accessibility project in the Ashland Area to March 1, 1997 in order to combine funds from the 1996/97 program year. Ms. Eoff indicated that the County is submitting a similar resolution to the Board of Supervisors as well as a resolution for Fair Housing Month, April 1996. · The next meeting will be April 11, 1996.
