FINANCIAL STATEMENT:
The City of Dublin is eligible for $14,356 in grant funds and would
need to make a 10% match of cash funds in the amount of$I,436.
Which will need to be appropriated from the General Fund for Fiscal
Year 1997-98.
DESCRIPTION: During Fiscal Year 1996-97, The United States Department of Justice, through its
Bureau of Justice Assistance (BJA), Local Law Enforcement Block Grants Program, awarded $13,999 to
the City of Dublin. On June 25, 1997, the City Council approved the use of those funds to offset a portion
the salary of the Dublin Police Services bicycle officer. For Fiscal Year 1997-98, the Bureau of Justice
Assistance is making an additional $14,356 available to the City.
The City must submit an application for these funds to BJA by July 11, 1997. For Fiscal Year 1997-98
the application will' be filed electronically.
Under the Block Grants Program guidelines, the City would need to provide matching cash funds in the
amount of $1,436 (10% of the grant amount awarded) and would be responsible for ensuring that a
commitment for the matching funds is available prior to submitting an application.
As stated last year, the funds may be used for a variety of activities ranging from increasing personnel and
equipment resources to developing crime prevention programs that foster cooperation between
community residents and law enforcement personnel. The application process does not require specific
uses for the funds be identified as a part of the process.
Prior to the obligation of any funds received under the Block Grants Program for Fiscal Year 1997-98, the
City of Dublin must:

1) Reconvene the advisory board established as part of the Fiscal Year 1996-97 program.
2) The advisory board must review the application for funding under the Block Grants
Program, and it must be authorized to make nonbinding recommendations to the unit of
local government for the use of funds received under this program.
3) Hold at least one public hearing regarding the proposed use of Block Grants funds. Staff
will present proposed use for these funds to the City Council at the public hearing.
Staffiecommends that the City Council approve applying for the available funds through the Local Law
Enforcement Block Grants Program and include the appropriation of$I,436 from the City's Contingent
Reserve to cover the 10% matching funds requirement of the grant.

Dear Mr. Ambrose:
I am pleased to announce the availability of funding under the Local Law Enforcement Block
Grants (LLEBG) Program, established within the Bureau of Justice Assistance (BJA) under the
Fiscal Year 1997 Omnibus Appropriations Act (Pub. L. 104-208). Your jurisdiction is eligible to
apply to BJA for a direct award of $ 14,356 under this program. Funding may be used for seven
purpose areas, which address a wide variety of activities from increasing personnel and
equipment resources for law enforcement to developing and supporting programs to enhance
effective criminal justice processes. The program will provide your jurisdiction with
opportunities to reduce crime and improve public safety through the implementation of diverse
strategies ranging from addressing violent juvenile crime to establishing crime prevention
programs that foster cooperation between community residents and law enforcement personnel.
Applications for the LLEBG program must be submitted to BJA no later than July 11, 1997. All
complete applications will be approved by September 30, 1997. Enclosed is a Local Law
Enforcement Block Grants Program Application Kit, which identifies the program purposes and
gives detailed instructions for submitting an application to BJ A. The kit contains all required
forms, certifications, and assurances to secure an award.
To facilitate the application process, we encourage you to submit your application in electronic
format via computer modem using our 800 number or the formatted computer disk provided with
the application kit. Your jurisdiction has been given a unique identification (ID) number and a
password. You will need both to apply via computer modem. Only the ill ,number is needed to
apply via formatted disk.

Applications also may be submitted by facsimile or by mailing in the hard copy application.
However, to expedite the application process, we ask that applications be submitted using only
one of these four methods.
Upon notification of an award under this program, and prior to obligation of any funds, each
localjurisdiction is required by statute to establish an advisory board to review the application
and make nonbindin'g recommendations on the use of Block Grants funds. The jurisdiction is
also required to conduct at least one public hearing on the use of Block Grants funds prior to
fund obligation. Federal funds provided under a grant from this program may not exceed 90
percent of the total costs of the project. The matchin.g share (at least 10 percent) must be cash.
The matching share must be obligated and expended during the Federal project period.
Please be aware that there is a provision in the statute that addresses tne potential for funding
disparities between counties and cities within those counties. Per this provision, the State
Attorney General may certify that such a funding disparity exists and in certain cases that the
disparity is likely to threaten the efficient administration of justice. The last date that such a
certification may be submitted to BJA coincides with the application due date, July 11, 1997. If
such a disparity is certified relative to your jurisdiction, you are required to submit a joint funding
plan with the other jurisdictions affected by the disparity. Please refer to "Distribution of
Awards" in the Application Kit for additional information.
