CITY OP DUBLIN AGENDA STATEMENT city Council Meeting Date: August 8, 1994 SUBJECT: Commitment for Local Matching Funds for ISTEA Grant projects Report by: Public Works Director Lee Thompson EXHIBITS ATTACHED: / Resolution RBCOMMENDATION: ~AdoPt resolution PINANCIAL STATEMENT: The City of Dublin is eligible to receive approximately $3,420,250 in funding from Inter-Modal Surface Transportation and Efficiency Act (ISTEA) grants for four projects. This amount is equal to 88.5% of the eligible cost of the projects. In order to receive this funding, the City must guarantee local matching funds for the remaining 11.5% of the eligible, plus all ineligible costs. This is approximately $588,000. Following are the four projects eligible for ISTEA grant funding, together with their proposed funding as listed in the latest Five-Year Capital Improvement Program. All matching funding is in place or has been committed. 1) Dublin Blvd. Widening, Phase I, from west of San Ramon Road to east of Village Parkway. ISTEA grant: $2,082,000. City of Dublin's guaranteed matching share: $271,000 to be paid for by development traffic impact fees, including monies committed by BART. The total City match, including ineligible work, is estimated to be $588,000. Previous design charges totaling $37,874 were paid out of the General Fund and the San Ramon Road Specific Plan Assessment District. 2) Dublin Blvd. Widening, Phase Sierra Court. ISTEA grant: matching share: $130,000 to and gas tax monies. II, from east of Village parkway to east of $1,000,000. The city of Dublin's guaranteed be paid for by development traffic impact fees 3) Dougherty Road Improvements from Houston Place to north of Amador Valley Blvd. ISTEA grant: $294,000. City of Dublin's guaranteed matching share: $38,000 to be paid for by gas tax funds. 4) Traffic Signal Timing and Coordination. ISTEA grant: $44,250. City of Dublin's guaranteed matching share: $5,750 to be paid for by the State Transportation system Management Fund as this project qualifies as an air quality improvement project. DESCRIPTION: The Metropolitan Transportation Commission (MTC) required that all agencies with projects programmed to receive Surface Transportation Program (STP) and Congestion Mitigation and Air Quality (CHAQ) funds in the 1995 Transportation Improvement Program (TIP) submit a Council resolution committing local matching funds to the projects. MTC has requested that the adopted Resolution be submitted to them by september 1, 1994. The following projects have been accepted by MTC as ISTEA funded projects: 1) Dublin Blvd. Widening, Phase I, from west of San Ramon Road to east .0f.Village Parkway. This project will restripe Dublin Blvd. to six lanes, as well as widen at selected location~ for additional turning lanes. This project is scheduled for construction in the spring of this fiscal year (1994-95). 2) Dublin Blvd. Widening, Phase II, from east of Village parkway to east of Sierra Court. This project would widen Dublin Blvd. to include six lanes with bike lanes from the project above at Village parkway to just east of Sierra court, including the bridge over Alamo Creek. M COPIES TO, Dave Hurray, NTC Frank Furger, CHA CITY CLERK FILE ~ . . the Five-Year CIP for late fiscal year 1997-98 with right-of-way to be acquired in fiscal year 1996-97. 3) Dougherty Road Improvements from Houston Place to north of Amador valley Blvd. This project would widen the southbound lanes of Dougherty Road to its ultimate design and move the two existing lanes away from the western curb to allow for bicycles, emergency parking and better sight distance at intersections. It will also overlay the northbound lanes for conformance. Construction is programmed in the Five-Year CIP for late fiscal year 1995-96. 4) City-Wide Traffic Signal Timing and Coordination and purchasing of Related Equipment. This project would study the City's various signalized intersections and set up coordination programs, as well as upgrade the computerized equipment and software in the signal controller cabinets. In 1986-87, TJKM performed a similar study ~or Dublin Blvd. This project is not now in the Five-Year CIP as no funding was available until recently; however, Staff is anticipating that this project could be undertaken in fiscal year 1995-96. Based on previous traffic studies, Dublin Blvd. from San Ramon Road to the east needs to be widened and restriped as a six-lane major arterial. Dougherty Road also needs to be widened to six lanes; however, the ISTEA funding will only widen Dougherty Road between 10 and 14 feet on the west side to provide safer, more efficient travel lanes. The Dougherty Road widening to six lanes will most likely be the responsibility of developers north of the city limits (contra Costa County developers). ISTEA funding to finance these projects will reduce the traffic impact fee to developers in the City of Dublin. Instead of developers financing 100% of these projects, they will finance approximately 11 1/2%. staff recommends that City Council adopt the resolution. a:agenda94\matchist Page 2 . . RESOLUTION NO. -94 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DUBLIN RESOLUTION AUTHORIZING APPLICATION FOR GRANTS PROM FEDERAL SURFACE TRANSPORTATION PROGRAM (STP) AND CONGESTION MITIGATION/AIR QUALITY (CMAQ) PROGRAM AND COMMITMENT OF LOCAL MATCH WHEREAS, the Intermodal Surface Transportation and Efficiency Act of 1991 (ISTEA) (Public Law 102-240, Dec. 18, 1991) created the Surface Transportation Program (STP) and the congestion Mitigation and Air Quality (CMAQ) improvement program; and WHEREAS, pursuant to the ISTEA, and the regulations promulgated thereunder, eligible project sponsors wishing to receive Surface Transportation Program (STP) or congestion Mitigation and Air Quality (CMAQ) improvement program grants for a project shall submit an application first with the appropriate metropolitan transportation planning organization (MPO), for review and inclusion in the MPO's Transportation Improvement Program (TIP); and WHEREAS, the Metropolitan Transportation Commission is the MPO for the San Francisco Bay region; and WHEREAS, the City of Dublin is an eligible project sponsor for the Surface Transportation Program (STP) or congestion Mitigation and Air Quality (CHAQ) improvement program funds; and WHEREAS, the City of Dublin wishes to submit a grant application to MTC for STP/CMAQ program funds in fiscal years 1995, 1996 and 1997 for the following projects: 1) FY 1995: Dublin Blvd. Widening, Phase I, from west of San Ramon Road to east of Village Parkway. This project will widen Dublin Blvd. from four lanes to six. ISTEA contribution: $2,082,000 city of Dublin matching funds: $271,000 2) FY 1997: Dublin Blvd. Widening, Phase II, from east of Village Parkway to east of Sierra Court. This project will widen Dublin Blvd. from four lanes to six. WHEREAS, MTC requires, as part of the application, a resolution stating the following: 1) the commitment of necessary local matching funds (at least 20% for bicycle and pedestrian projects, and at least 11.5% for all other projects); and 2) that the sponsor understands that th~ STP/CMAQ program funding is fixed at the programmed amount, and therefore any cost increase cannot be expected to be funded with STP/CMAQ program funds; and 3) the assurance of the sponsor to complete the project as described in the application, and if approved, as programmed in MTC's TIP. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Dublin that the Director of Public Works, or his designee, is authorized to execute and file an application for funding under the STP/CMAQ program of the ISTEA in the amount of $2,082,000 for Dublin Blvd. Widening, Phase I; $1,000,000 for Dublin Blvd. Widening, Phase II; $294,000 for the Dougherty Road Improvements; and $44,250 for the City-Wide Traffic Signal Timing, Coordination and Purchasing Related Equipment; and BE IT FURTHER RESOLVED that the City of Dublin, by adopting this resolution, does hereby state that: 1) City of Dublin will provide $439,000 (11.5%) in local matching funds; and 2) State Dept. of Transportation will provide $5,750 (11.5%) local matching funds for CMAQ project using state Transportation system Management Funds; and 3) City of Dublin understands that the STP/CMAQ program funding for the project is fixed at $3,376,000, and that any cost increases must be funded by the City of Dublin from local matching funds, and that the City of Dublin does not expect any cost increases to be funded with STP or CHAQ funds; and 4) The Dublin Blvd. Widening, Phase I, Dublin Blvd. Widening, Phase II, the Dougherty Road Improvements, and City-Wide Traffic Signal Timing and Coordination projects will be built and implemented as described in this resolution and, if approved, as programmed in the Metropolitan Transportation Commission (MTC) Transportation Improvement Program (TIP).
