DESCRIPTION: On September 26, 1995, City Council adop.tedarevised Multi- .. Hazard Functional Plan (MHFP), in compliance with .theState's legislation under Senate Bill 1841 and the .....:...::l Dublin Municipal Code, Section 2.44.080. ' The MHFP fills important emergency roles with both primary and alternate members of City staff. During an emergency the members of the City Council will also fill important roles. To date no alternates, or "Standby Officers" have been designated (as authorized by Section 8638 Of the: Government Code). The City Council previously asked staff to investigate this issue and report back to Council. Staff has reviewed the practices of other agencies and the Government Code. There are no 'specific legal requirements for the designation of alternate Gty Officials. The proposed revision to the MHFP appoints members of the Planning Commission as primary Standby Officers of the City. of'Dublin and members of the Parks and Community Services Commission as secondary Standby Off1Ce1'S. / This revision of the Multi-Hazard Functional Plan Complies with Section 8638 of the -Government Code and Staff recommends its adoption. ..------------------------------------------------------------------- :.:. _) COPIES TO: . -- ITEM No.M Wcc.formslagdaatmt.doc " RESOLUTION NO. - 96 .. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DUBLIN ...**..*. REVISION OF MULTI-HAZARD FUNCTIONAL PLAN WHEREAS, the City of Dublin is aware of the hazards in and around the City of Dublin, and alert to the possibility of a major disaster; and WHEREAS, The Multi-Hazard Functional Plan was adopted by the City Council on September 26, 1995, by Resolution 116-95; and WHEREAS, City staff have prepared modifications to Attachment 1-4-A, Enclosure 1-4 "Standby Officers for the City Council, City of Dublin" in confonnance with the current State law. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Dublin does hereby adopt the revisions to Attachment 1-4-A, Enclosure 1-4 of the Multi-Hazard Functional Plan, attached hereto as Exhibit A, and by reference made a part hereof. PASSED, APPROVED AND ADOPTED this 27th day of February, 1996. .. CITY OF DUBLIN Members of the Planning Commission of the City of Dublin are hereby designated and appointed as primary Standby Officers of the City of Dublin. Members of the Parks and Community Services Commission of the City of Dublin are hereby designated and appointed as secondary Standby Officers of the City of Dublin. In the event of a State of War Emergency, State of Emergency, or Local Emergency, the seats of unavailable (as defmed by section 8636 of the Government Code) members of the City Council of the City of Dublin, will be filled by available members of the Planning Commission of the City of Dublin.
