The cost of maintenance of the Stagecoach Road landscaping is spread 60% to the AmadorLakes
· development (divided among the 552 cbndominium lots) and 40% to the Dublin Hills Estates deVelopment
'(divided among 150 single-family lots). All of the "interior slope" maintenance C0~t is spread evenly to the
150 single-family lots.
The estimated June 30, 1999 reserve'fOr this District is projected to be $47,811. The actual reserve wilI
not be known until the City closes its books and accrues~theneCesS~'r~;~enues and eils~fi~s.-'Ifi~i~e pa~t~

WHEREAS, by its Resolution No. 2J-99, a Resolution Directing Preparation of Annual
Report for City of Dublin Landscaping and Lighting Maintenance Assessment District No. 83-2 (the
"District")-,-this'C6dr/~il desi"gh~t~d the~ Cit~ Engineer as Engineer of Work and ordered said Engineer to
make and file a report in writing in accordance with and pursuant to the Landscaping and Lighting Act of
1972; and
WHEREAS, said Engineer of Work has made and filed ':with/h~ city Clerk a preliminary
report in writing as called for in said Resolution No. 27-99 and under and pursuant to said Act, which report
has been presented to this Council for consideration; and
WHEREAS, said Council has duly considered said report and finds that each and every part
of said report is sufficient; and that said report neither requires nor should be modified in any respect;

a) That the Engineer's estimate of the itemized and total costs and expenses of maintaining said
improvements and of the incidental expenses in connection therewith, as contained in said report be, and
each of them are hereby preliminarily approved and confirmed;
b) That the diagram showing the assessment district, description of the improvements to be
maintained, and the boundaries and dimensions of the respective lots and parcels of land within said District,
as contained in said report be, and it is hereby preliminarily approved and confirmed;
c) That the assessment of the total amount of the. cost and expenses of the proposed
maintenance of said improvements upon the Several lots and parcels of land in said District in Proportion to
the estimated benefits to be received by such lots and parcels, respectively, from said maintenance, and of

IN RELATION TO PROPOSED ASSESSMENTS
CITY OF DUBLIN LANDSCAPING AND LIGHTING
MAINTENANCE ASSESSMENT DISTRICT 83-2
WHEREAS, by its Resolution No. 27-99, a resolution directing preparation of annual report
for City of Dublin Landscaping and Lighting Maintenance Assessment District (the "District") this Council
designated the City Engineer as Engineer of Work and ordered that Engineer to make and file a report in
writing in accordance with and pursuant to the Landscaping and Lighting Act of 1972; and
WHEREAS, said Engineer of Work has made and filed with the City Clerk a preliminary
report in writing as called for in said Resolution No. 27-99, and under and pursuant to said Act, which
report has been presented to this Council for consideration; and
WHEREAS, said Council has duly considered said report and each and every part thereof,
and finds that each and every part of said report is sufficient;
NOW, THEREFORE, BE IT RESOLVED that a public hearing shall be held on August 3,
1999, at 7:00 p.m. at the Dublin Civic Center, 100 Civic Plaza, Dublin, California, at which time the City
Council will hear protests and will consider and finally act upon the Engineer's Report.
BE IT FURTHI~R RESOLVED that the City Clerk is hereby directed to give notice of said
hearing by the following means: publishing a notice once a week for two weeks in a local newspaper
published and circulated in the City and conspicuously posting a notice at not less than three public locations
at least ten days before the date herein set for hearing of protests and action on the Engineer's report.
BE IT FURTHER RESOLVED that said notices shall contain the following information:
the estimated assessment per parcel, the general description of the purpose or improvements the assessment
will fund, the address to which a protest may be mailed, and the date, hour, and place set for the ~¢¢
abovedescribed public hearings.

WHEREAS, on March 2, 1999, the City Council of the City of Dublin, California,
pursuant to the provisions of the Lahdscaping and Lighting Act of 1972, adopted its Resolution Directing
Preparation of Annual Report for Maintenance Assessment District 1983-2 for the maintenance of
improvements more particularly therein described; and
. WHEREAS, said Resolution directed the undersigned to prepare and file a report
pursuant to Section 22565, et. seq., of said Act;
NOW, THEREFORE, the undersigned, by virtue of the power vested in me under said
Act and the order of the Council of said City, hereby make the following assessment to cover the portion
of the estimated cost of the maintenance of said improvements and the cost and expenses incidental
thereto, to be paid by said District.

Dear Mr. Ambrose:
I am writing to introduce myself and Gensler, the firm I represent, and to describe a research
project we are working on that will hopefully be of interest to you. If you are not familiar with
Gensler, we are an architectural firm specializing in a wide range.of project types including
public facilities, offering strategic planning, programming, and design services. As director of our
special projects studio, I am spearheading our effort to better understand the trends in civic
facilities including city halls, libraries, public safety, community recreation centers and the like.
We understand that Dublin completed a new civic center 8 years ago and would like to learn as
much as we can about the process your city went through in the development of this important
project.
we are in the process of developing a benchmarking study to identify both common and unique
characteristics of these facilities. We will be studying the demographics of a particular city and
correlate this information with the types of amenities and services that are in place. We will
compile quantitative data such as size and cost, together with qualitative data such as
functionality and the look and feel. Our study will also look at the role these buildings play in
the urban fabric of the city. How they generate vitality, spur economic development and
promote a sense civic pride are equal in importance to how they house the business of
government.
It is our assumption that as City Manager you Will have in depth knowledge of the process that
Dublin went through to develop irs new civic center and we would be most interested in
speaking with you direcdy. Your "offthe record' insights will be most valuable. We envision a
brief meeting lasting one hour at most and we will be happy to fax our questions to you ahead of
time for your review. We look forward to sharing our findings with you when this study is
complete within the next few months. We will make a follow-up call early next week to see if a
