DESCRIPTION: The Fiscal Year

The new Assistant civil Engineer classification will provide a higher
level of engineering functions and will give the Engineering department
more latitude in assigning varied types of engineering duties. This
position will assume some of the private development plan checking and
capital improvement program design work/project management; oversee the
NPDES program; and provide relief to the Senior civil Engineer position
in matters of traffic studies and preparation of engineering and city
Council agenda reports. Examples of other work that may be assigned to
the Assistant Civil Engineer include:

2. Preparation of project specifications, maps and plans, requests for
proposal, cost estimates, and related engineering correspondence.
3. Performing engineering calculations, i.e., hydraulic, roadway
pavement design and minor structural.
4. Conducting field surveys and investigate engineering field problems.
5. Oversight of the Pavement Management program.
6. Work with computer & Computer Aided Design system (once installed).
7. Represent the city in meetings related to various engineering
projects.
The annualized cost to replace the existing Engineering Technician
position with the proposed Assistant Civil Engineer is approximately
$11,000. The cost to fill the new classification during FY 1994-95 is
approximately $8,311. This represents a ten month time period due to
time associated with conducting the recruitment. Sufficient funds have
been included in the FY 1994-95 budget.
Pursuant to the city's Personnel System Rules, a job description and
salary range must be adopted for each position classification in the
organization. The jOb description typically includes key elements,
knowledge, skills, abilities and requirements of the position. In
developing the proposed jOb specifications and salary ranges for these
positions, staff has surveyed other local agencies. Staff has prepared
a job description for Assistant Civil Engineer which ,addresses the
city's current needs.
Also included in the city's Personnel Rules is a salary plan for full
time employees. The salary plan indicates a minimum and maximum salary
for each position classification. Based on a survey of other local
agencies and a review of the city's current salary ranges, staff has
developed a salary range for the Assistant Civil Engineer position.

description and salary range and adopt the attached resolutions revising
the classification and salary plans.

OF THE CITY OF DUBLIN

AMENDING THE CLASSIFICATION PLAN
WHEREAS, in accordance with the Personnel System Rules, the city
Council adopted Resolution No. 30-84 and subsequent amendments which
comprise the Classification Plan; and
WHEREAS, resulting from the creation of a new position, Assistant
civil Engineer, an additional job classification is required; and
WHEREAS, the adoption of a job classification is required for all
authorized positions.
NOW, THEREFO~E, BE IT RESOLVED that ResolutioD No. 30-84 and
subsequent amendments shall be further amended to include a new job
classification and job description for the position of Assistant civil
Engineer as set forth in Attachment A.
BE IT FURTHER RESOLVED that this document shall become a part of
the official Classification Plan for the city of Dublin.

The following key elements describe the basic duties and
responsibilities of the position, but are not all-inclusive.
CANDIDATE QUALIFICATIONS
Key Elements
1. Prepares all phases of engineering
design & drafting, plans & specifi-
cations for the construction of
streets, street lighting, traffic
signals, signing, striping, pavement
marking, parks, recreation & parking
facilities, storm drains, and other
related pUblic works projects.
2. Conducts various traffic, transpor-
tation and related engineering
studies; prepares recommendations,
reports, agenda statements and
related correspondence.
3. Performs independent plan check,
review & processing of maps, plans
& specifications for conformance
to state and City standards.
4. Participates in public works
inspection and surveying activities
including physical field inspections
under adverse conditions (heat, cold
noise, hazardous materials).
5. Performs a variety of engineering
calculations for hydraulic run-offs
and drains, structural stresses,
strains & strengths, closures,
areas, grading & curves and related
factors; gathers supporting data;
analyze alternatives; and prepares
estimates of time & construction costs.
6. Administers design, construction &
related engineering contracts;
monitors capital improvement budgets
for assigned projects & programs
including the city's urban run-off
program (NPDES).
7. Provides assistance to the public
and to others over the telephone
and at the public counter.
8. Prepare clear and concise written &
oral reports to various groups.
9. Attend off-site meetings during work
and non-work hours.
Required
1. Bachelor's degree from an
accredited college or univer-
sity with major course work
in civil Engineering or a
closely related field.
2. Two years of professional
experience.
3. High level of interpersonal
skills to work effectively
with staff members,
consultants and customers.
4. Ability to read various pro-
ject plans, blueprints and
related 'engineering documents
5. Ability to communicate in
writing and verbally.
6. Knowledge of principles and
practices of engineering as
applied to public works,
infrastructures, traffic,
transportation and/or land
development.
7. Ability to prepare plans,
maps, specifications & lay-
outs and perform difficult
mathematical calculations.
8. Valid California driver's
license to be secured and
maintained as a condition of
continued employment.
Preferred
1. Engineer-in-Training
certificate with the state of
California.
2. Civil and/or traffic
engineering experience.
3. Familiar with personal
computers and appropriate
engineering software
applications including CAD.
4. Knowledge of local government
organization and operations
and current trends in public
works.
.Gen~ral Purpose of pos~on: The Assistant civil tltineer serves under
general supervision, performing varied professional civil/traffic
engineering work in design, construction, and inspection; coordinates a
variety of pUblic works and transportation projects; checks subdivision
and related plans; and performs related work as required.
Major Duties and Responsibilities:

specifications for a variety of public works, traffic/transportation
and related engineering projects. '
Conducts various engineering studies and prepares recommendations,
reports and related correspondence; prepares legal descriptions and
grant deeds for easements and street right-of-way.
Performs plan checks, reviews and processing of maps, plans and
specifications for conformance to state and city standards.
Participates in public works inspection & survey activities including
inspections for the urban run-off program.
Performs a variety of engineering calculations and cost estimates.
Performs duties of resident engineer; administers various engineering
contracts and capital improvement budgets; oversees assigned projects
and programs; may supervise para-professional, technical and/or other
support staff members.
Provides information and assistance to staff, contractors, developers
and other customers.
Attends meetings, conferences and seminars during work and non-work
hours and make presentations at these meetings.
Coordinates and administers the City's urban run-off program.
Knowledge, Skills and Abilities: Position requires knowledge of the
following: principles and practices of engineering as applied to public
works, infrastructures, traffic/transportation and/or land development;
materials, methods and techniques used in the design & construction of
civil and/or traffic engineering projects; principles of engineering
survey work, computerized drafting and data base systems, and related
engineering software applications; applicable federal, state and local
laws, regulations and engineering standards pertaining to the design and
construction of public works, traffic and related engineering projects.

work; may coordinate and supervise the work of others including city
staff and outside consultants; perform related duties as assigned.
Education and/or Training: Bachelor's degree from an accredited college
or university with major course work in Civil Engineering or a closely
related field.
Two years of professional engineering experience is required. Desirable
qualifications include civil and/or traffic engineering experience and
knowledge of local government organization and operations.
License and certification:

AMENDING THE SALARY PLAN
WHEREAS, in accordance with the Personnel System Rules, the city
Council adopted Resolution No. 17-94 establishing a salary plan for full
time personnel; and
WHEREAS,

Resolution No. 17-94, relating to the salary provisions of full time
employees, shall be amended to include the following monthly pay range
for the classification Assistant civil Engineer:
