SUBJECT: Dublin Boulevard Median Closure Between
Dublin Court and Dougherty Road

RECOMMENDATION: 0 Authorize staff to proceed with plans as
originally proposed.
FINANCIAL STATEMENT: If the City agrees to the interim
modification an additional $12, 000 -
$15, 000, ( 1985 Dollars) in construction
costs would be incurred at a later date
should the median be closed
DESCRIPTION: At the City Council Meeting of December
10, 1984 , Mr. John Vitale and the District Manager of
Standard Brands Paint spoke against the closure of left turn
access to the Dublin Station Center as part of the proposed
signal improvements at Dublin Boulevard and Dublin Court .
The City Council directed that the City Traffic Engineer
meet with the two gentlemen to discuss alternatives to the
complete closure and to report back to Council at its
meeting of January 14 , 1985 .
Mr . Chris Kinzel, the City Traffic Engineer has met with Mr.
Vitale and has performed additional analysis regarding the
timing of the median closure, (see attached memorandum) .
As indicated in the City Traffic Engineer ' s memorandum, a
left turn onl,7 into the Dublin Station Center would be
feasible for the short term, provided that eastbound
motorists in the through lane on Dublin Boulevard also be
permitted to turn left onto Dougherty Road. This would
require a modification of the existing median opening so
that left turns in and out of the K-Mart parking lot, and
left turns out of the Dublin Station Parking lot would be
precluded. (See attached diagram)
Since full closure of the median will be necessitated by the
extension of Dublin Boulevard in the future; additional
expense will be incurred by the City, if the median is
modified as described above and then later closed.

SUBJECT: Median Opening on Dublin Boulevard between
Dublin Court and Dougherty Road
At the request of Mr. John Vitale of Reveille Waterbeds , we have
examined the possibility of maintaining a one-way median opening on
Dublin Boulevard between Dublin Court and Dougherty Road after the
installation of traffic signals and median islands at the intersection
of Dublin Boulevard and Dublin Court. The opening would serve the
existing retail/office complex on the south side of Dublin Boulevard,
allowing inbound left-turn movement only.
The provisions of this one-way median opening would limit the eastbound
left-turn storage length on Dublin Boulevard at Dougherty Road.
However, it is projected that in the near term the existing 125 foot
storage length , which could be maintained, will be sufficient to serve
the left-turn traffic. Moreover, because of the split-phasing operation
at the intersection of Dublin Boulevard/Dougherty Road, the eastbound
through lane can be made into a through plus left-turn combination lane
to also serve the left-turn movement, if needed. The existing peak hour
eastbound left-turn volumes are 41 in the morning and 66 in the evening.
The future p .m. peak hour projection for that eastbound left-turn
movement is 97 vehicles per hour, as projected in the Dublin Boulevard
Traffic Study conducted in March 1984. That study, although considered
a buildout condition within Dublin , did not fully account for the
developments proposed in Contra Costa County, which could generate more
eastbound left-turn traffic on Dublin Boulevard at Dougherty Road.
Therefore, we are recommending that in the interim a one-way median
opening be maintained for westbound traffic making the inbound left-turn
movement between Dublin Court and Dougherty Road (see attached figure) .
The Dublin Boulevard specific plan line should continue to show a full
closure of the median opening, which could be implemented when it is
warranted by the increase in the eastbound left-turn volume at Dougherty
Road. When the Dublin Boulevard extension is built, both the traffic
flows at and the geometric design of the intersection of Dublin
Boulevard/Dougherty Road would be affected, and the median treatment for
Dublin Boulevard should be reviewed again at that time.
