FIN.a2NCIAL STATEMENT:
Adopt resolution rejecting all bids and authorize Staff to readvertise
the project with a modified scope of work.
$9,100 is available in the FY95-96 Budget for this project
DESCRIPTION: Funds have been included in the Fiscal Year 1995-96 Budget for the
Shannon Center Window Replacement project. This project provides for the replacement and installation
of windows at the Sharmon Community Center that were graffiti etched, as well as the application of a
vandal-resistant film to the windows. At the time that the project was developed, there were 27 windows
in need of replacement; due to additional vandalism, there are now 41 windows in need of replacement.
Bid specifications were prepared for the replacement of the windows and the project was put out to bid.
Three bids were received for the project: Team Glass, Inc. - $8,500; Bay Cities Glass, Inc. - $11,702.74;
and Bob Smith Glass & Aluminum - $15,800. In addition, a fourth bid was received after the deadline but
was not accepted.
Staff recommends that the City Council reject all three of the bids as they were not responsive to the bid
specifications. All of the bids submitted included exceptions to the scope of work as presented in the bid
specifications. Further, Staff recommends that the bid specifications be modified in order to clarify the
scope of work and that the project be readvertised for bids.

A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF DUBLIN
REJECTING ALL BIDS FOR CONTRACT 96-05
SHANNON COMMUNITY CENTER WINDOW REPLACEMENT
WHEREAS, the City 'Of'Dublin did, on May 14, 1996, publicly open, examine, and declare all
sealed bids for doing the work described in the approved Plans and Specifications for Contract No. 96-
05, which Plans and Specifications are hereby expressly referred to for a description of said work and for
all particulars relative to the proceedings under the request for bids; and
WHEREAS, said bids were submitted to the City Engineer, who has reviewed the bids to
determine that the bids submitted were not responsive to the bid specifications in that each bid included
exceptions to the scope of work as presented in the bid specifications;
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Dublin does hereby
reject all bids received on May 14, 1996 for Contract No. 96-05, Shaunon Community Center Window
Replacement.
PASSED, APPROVED, AND ADOPTED this 28th day of May, 1996.
