Authorization to Solicit Bids - Contract 91-08 Senior Center
Vinyl Floor Replacement

RECOMMENDATION:
Authorize Staff to solicit bids.
Authorize an additional appropriation in the amount of
$2,203.00 to this project from additional 1991-92 CDBG
revenues.
FINANCIAL STATEMENT: This project is funded entirely by Community Development
Block Grant (CDBG) monies.
The total budget and expenditures to date for this project are as follows:

Total CDBG grant monies available:

This leaves an estimated remaining balance of $1,882.62 which may be used for needed
roof gutter and overhang repairs. Preliminary estimates on this work indicate that
the cost for both would be approximately $2,800 to $3,000.
Only $7,197.38 of the budgeted $9,400 was used in FY 1990-91, leaving an unused
balance of $2,202.62. In order to take advantage of the entire grant, an additional
appropriation in that amount is necessary for Fiscal Year 1991-92. The CDBG grant
will reimburse the City up to $29,125.00 as the monies are expended. Staff
recommends that an additional appropriation up to the grant amount be approved at
this time but that a decision on any additional expenditures be delayed until the
firm costs of the floor and HVAC work are known.
DESCRIPTION: This contract provides for replacement of the vinyl
floors in the social hall and kitchen at the Dublin Senior Center as part of the
Senior Center Kitchen Upgrade Capital Improvement Project.

It is proposed to replace the existing social hall flooring with new vinyl tile and
to replace the kitchen floor with coved sheet vinyl as required by the Alameda
County Health Department. The project includes removal of the existing floor
coverings, and surface preparation and crack patching of the existing concrete
floors as necessary prior to installation of the new flooring.
The total Capital Improvement Project includes replacement of the kitchen range and
water heaters and some painting, which has already been accomplished, and some minor
repairs to the roof gutters and repair of the deteriorated overhang near the
entrance to the building. Additionally, problems with the building's heating and
air conditioning systems have surfaced and must be corrected. Since different
phases of the project involve entirely separate trades, Staff felt that each phase
should be a separate contract or purchase order. The CDBG grant will cover any of
this work up to the allotted amount. If the HVAC, roof gutter, and overhang repairs
cannot all be accomplished within the remaining grant funds, Staff will return to
the City Council for a decision regarding an additional budget transfer. The HVAC
repair is the most important, followed by the overhang and then the roof gutters.
It is recommended that the City Council authorize Staff to solicit bids for Contract
91-08 Senior Center Vinyl Floor Replacement and authorize a budget transfer in the
amount of $2,203 to this project from unallocated reserves.
