RECOMMENDATION: ~ FINANCIAL STATEMENT: Authorize Staff to advertise for bids. The project costs are budgeted in the Capital Improvement budget and in the Street Maintenance Operating Budget. Funding is derived from the General Fund, Gas Tax, Measure B, and SB 300 fimds. The total project budget is $ 267,300. A breakdown of project costs and funding sources is shown on Attachment 1. The final allowable percentage for SB 300 funding is 16.59% (to a maximum of $66,360) instead of the 10% budgeted. Based on actual bids received, this will reduce the City's General Fund contribution by up to $26,360. A budget change will be submitted for Council's approval at the time of contract award to incorporate this transfer of funds. DESCRIPTION: This contract consists of the Overlay Capital Improvement Project, as well as the repair of the overlay streets and of the slurry seal streets. The repair work is budgeted in the Street Repair Operating Budget. The 1998-99 Annual Overlay consists of removing and replacing failed asphalt concrete to a depth of 4" and resurfacing the street with a 1-1/2-inch overlay of asphalt concrete. Reinforcing fabric will be used prior to the overlay in order to prevent cracks from reflecting through the new overlay. In addition, the Street Maintenance Account in the Operating Budget includes funding for preparatory patching for this project, patching for the slurry seal project, and for the restriping of streets to be overlaid. Design and inspection is budgeted in the Capital Improvement Program for both this overlay project and the repair and striping work.
