Ambrose, City Manager) EXHIBITS ATTACHED: Resume aft RECOMMENDATION:I�Ak- Authorize City Manager to enter into an agreement for consulting services with Michael Harwood. FINANCIAL STATEMENT: The estimated cost for services would be $65 per hour with an amount not to exceed $5000. Sufficient funds are available in the Fire Services Budget for this service. DESCRIPTION: Earlier this year the City Council authorized the City Manager to evaluate the options for providing fire services to the City in the event that the Dougherty Regional Fire Authority dissolved. In June of 1996 the City of San Ramon notified the City of Dublin pursuant to the terms of the Joint Powers Agreement that it would be terminating its membership in the Dougherty Regional Fire Authority. This will necessitate that the City of Dublin have a fire service provider in place by July 1, 1997. As was discussed earlier with the City Council, Staff is evaluating several different options for the delivery of fire services for the City. Staff has also recently released an RFP for Fire Services to potential fire service providers for the purpose of contracting fire service to the City. Due to the impact of the change on existing Dougherty Regional Fire Authority personnel, it is important that the City have the benefit of professional fire expertise that is not directly involved in the decision making with respect to the future of Dublin Fire Service delivery. The City Manager is recommending that the City Council authorize the City Manager to enter into an agreement with Michael Harwood for professional fire consulting services to assist the City Manager in evaluating the responses to the City's Request for Proposal for contract fire services, as well as evaluating the adequacy of the services proposed for other fire service delivery options. Mr. Harwood has a long background in the fire services.
