FINANCIAL STATEMENT: None
DESCRIPTION At a meeting of the East Bay Discharge Authority
(EBDA) , held on Ma-ch 28 , 1985 , EBDA -requested that the 'Livermore-Arr!ador
Valley communities adopt a resolution expressing their support for a long
range study of the Valley ' s wastewater needs . EBDA indicated that it would
give favorable consideration to the export of 1 . 28 million gallons per day
of wastewater from the Valley through its facilities , provided that the
Valley communities adopted a resolution supporting the planning of the
Valley ' s long term wastewater needs . The 1 . 28 million gallons per day which
the Valley is desirous of exporting is part of the 4.4 million gallons per
day sewage expansion project which was recently approved by the voters .
Attached is a copy of a draft resolution prepared by the City of Pleasanton
for adoption by Valley communities .
It is recommended that the City Council adept the attached resolution.

OF INTENT REGARDING ADDITIONAL 1.28 MGD
OF WASTEWATER DISCHARGE
WHEREAS , Livermore-Amador Valley Wastewater Management
Agency (LAVWMA) has ' requested that the East Bay Discharge
Authority (EBDA) provide certain wastewater export services which
would allow LAVWMA to export an additional 1 . 28 million gallons
per day (MGD) of its wastewater ; and
WHEREAS , EBDA is willing to accommodate LAVWMA by
furnishing said capacity on an interruptible flow basis ; and
WHEREAS , EBDA is concerned about the overall needs of
the entire Livermore Amador Valley and the overall commitment of
the valley representatives to diligently pursue the completion of
a study, develop a funding plan for such a project and finally
construct the project to care for the needs of the entire Valley
until the year 2010 ; and
WHEREAS , this agency is one of the public agencies
concerned with the planning of the present and future needs of the
entire valley ; and
WHEREAS , it is the desire of this agency to make a
public statement not only to the EBDA, but to the public at large
that its intent is in conformance with EBDA expressed concern
about a permanent plan for wastewater discharge .
NOW, THEREFORE , the City Council of the City of Dublin
resolves as follows :
Section 1 : That this agency as one of the public
agencies concerned with the planning of the present and
future needs of the Livermore Amador Valley does hereby
express its intent that it will take all reasonable
steps in cooperation with the public agencies to
finalize the present study, adopt a plan that reasonably
addresses the wastewater needs of the entire Valley, to
take the necessary steps to arrange appropriate funding
and finally to complete the construction of such a
project .
Section 2 : This ' resolution shall become effective
immediately upon its passage and adoption.

1985 .
