Mr. Olson has requested the construction of a traffic signal at Village Parkway and Lewis Avenue. This project has been combined with the proposed signal installation at Amador Plaza Road and Amador Valley Boulevard. Also, street lights would be added in the commercial and industrial areas . The proposed CIP has programmed the construction of this project for the spring and summer of 1988, thereby spanning both Fiscal Year 1987-88 and 1988-89 . There are several projects which have not been included in the proposed CIP. Among those projects are those presented in Mr. Parsons ' letters related to the provision of a soundwall at Arroyo Vista and sidewalks leading from the project boundary along Amador Valley Boulevard. The following list represents other potential projects which have not been included: - Cable TV for Arroyo Vista - Assistance with Renovation of Old Murray School - Funding to Assist with Development of a -Cable TV Studio - Road Connection in the Vicinity of Southern Pacific Right-of-Way - Renovation of Shannon Community Center - Dublin Boulevard Easterly Extension - I-680 Ramps - Expansion of Dougherty Road from 4 to 6 Lanes - Additional Underground Utility Projects The exclusion of projects was based in part on the amount. of discretionary revenue anticipated through 1991 . This would be revenues in excess of those anticipated to fund on-going operations and debt commitments . It is recommended that the City Council conduct a public hearing, deliberate and adopt the resolution . RESOLUTION NO. - 86 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DUBLIN ADOPTING A FIVE-YEAR CAPITAL IMPROVEMENT PROGRAM 1986-91 WHEREAS, in 1983 , the City Council adopted the City ' s first Five-Year Capital Improvement Program (CIP) ; and WHEREAS, subsequent to the adoption of the first CIP, updates were prepared to reflect progress ; and WHEREAS, the City Council is desirous of having a current Capital Improvement Program to assure that all identified needs are addressed; and WHEREAS, the 1986-91 CIP has been reviewed by the Planning Commission, which found the document in conformance with the General Plan; and WHEREAS, the 1986-91 CIP related to park development has been reviewed by the Park & Recreation Commission. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Dublin does hereby find, determine, declare and resolve as follows : 1 ) The Dublin City Council does hereby adopt the 1986-91 Five-Year Capital Improvement Program and said document is attached hereto and made a part hereof. 2 ) The items scheduled for implementation in Fiscal Year 1986-87 shall be included in the appropriate portion of the Annual City Budget & Financial Plan for Fiscal Year 1986-87 . I This is a busy intersection and has no boulevard stop or traffic j signal . Most cars and trucks travel here at a high rate of speed, and rarely stop for people in the crosswalk. In addition, ,traffic j . maki.ng turns and entering from Lewis Avenue create chaotic ' ` conditions . The purpose of this letter is to re-apprise the City of this situation, and to inform you that I hold the City totally responsible for the condition ( "deep pocket" or not) . In my opinion, traffic signals here should take precedence over j relandscaping the rest of Village Parkway. Box 2340 sA y Dublin, CA 94568 0 Dear Mr. Ambrose: o At the April 17, 1986 Board of Commissioners meeting a concern was raised about the exposure or risk potential , particularly MICHAEL PARSONS to the young people at Arroyo Vista, posed by Alamo Creek along Executive Director the West side of the site, and the Dougherty Road expansion L and increased traffic to the East of Arroyo Vista. Board members discussed having a protective fence built along the entire West and East boundaries of Arroyo Vista to keep _- `° young children away from those potential hazards. N 0 The Pleasanton Housing Authority requests that the City of Dublin provide HCD or other funding sources as a way of reducing this hazard. Please respond when possible, certainly representatives of the Housing Authority would be willing to meet with individuals from the City of Dublin to take a closer look at this matter. Cn Further, the potential for accidents will increase due to the anticipated construction along Amador Valley Boulevard and Dougherty Road. Is it at all possible to have sidewalks installed and/or some kind of busing provided for the use of the Arroyo Vista students? The parents of students at Arroyo Vista would very much appreciate a written response on this indicating what is to be done.
