4.1 Silvergate Dr Traffic Hazard
?2n~20 CITY OF DUBLIN AGENDA STATEMENT Meeting Date: July 26, 1982 SUBJECT: Jeffery Sketchley - Traffic problem on Silvergate Dr. at Silvertree Lane. EXHIBITS ATTACHED: Letter from Jeffery Sketchley to City Manager dated May 29, 1982; Letter from Ron Sorenson to Jeffery Sketchley dated January 26, 1982; Letter from Jeffery Sketchley to Alameda County Road Department dated January 5, 1982. Alameda County Road Department RECOMMENDATION: memorandum dated January 22, 1982. Consider request FINANCIAL STATEMENT: Undetermined DESCRIPTION: Mr. Jeffery Sketchley, Vice President of the Silvertree Homeowners' Assbciation has requested to address the City Council regarding a traffic problem on Silvergate Drive at Silvertree Lane. Mr. Sketchley has indicated that residents of the Silvertree development are required to make a U-turn in the vicinity of Calle Verde Road in order to enter their subdivisiqn when traveling westbound on Silvergate Drive. Mr. Sketchley indicates that this is h hazardous maneuver, and- could be mitigated by constructing a break in the median and left turn lane on Silvergate Drive at Silvertree Lane. The Alameda County Road Department has reviewed Mr. Sketchley's request and determined that a break in the median at the requested location is not. desirable. The Road Department indicates that Silvertree Lane is a private street with a driveway access on Silvergate Drive and was constructed in 1980 in conjunction with Tract 4218. At the time of tract approval the Road Department recommended,for traffic safety reasons, that no break in the existing medians be provided at Silvertree Lane. This took into consideration the likelihood of a new tract development which would make Silvergate Drive a through street resulting in increased traffic volumes. As indicated in the attached memorandum dated January 22, 1982, the Road Department identified several alternatives which were less desirable in its view than leaving the median in its present condition. If the City Council desires additional information regarding the median problem, Copies To: Ron Sorensen (4. 1 Jeff Sketchley ITEM NO. 11:) I would recommend the following alternatives: 1 ) Request the Road Department to make a presentation to the City Council identifying the advantages and disadvantages of each alternative identified in the Road Department memorandum of January 22, 1982. The Road Department could also indicate the cost involved with each alternative, and which alternative is most desirable from the standpoint of traffic safety. 2) Defer further investigation of this item until such time that a City Engineer is hired by the City. Box 2340 Dublin, CA 94566 Dear Mr. Ambrose, As per our phone conversation yesterday, please find enclosed correspondence regarding a left-turn lane on Silvergate Drive providing access to Silvertree Lane. Although I seemed to have made an incorrect assumption regarding funding for streets, I would have to differ with Mr. Sorensen's view that "although a more circuitous route is involved for access to Silvertree Lane, the present arrangement of the median continues to be the best for overall traffic safety. " Especially because there will be an expected increase of traffic on Silvergate Drive, a U-turn would be an even more hazardous maneuver than a left-turn. Compounding the problem is the fact that the U-turn is completed in front of a side street (Calle Verde) , posing additional problems for drivers turning onto Silvergate Drive from Calle Verde. Given the density of Silvertree Lane is twice that of side streets such as Calle Verde, there is quite a parade of cars negotiating turns at Calle Verde and Silvergate Drive. Further, why would another break "decrease the effectiveness of the median" considering it is already broken before and after the proposed left-turn lane? In addition, I would think that eventually a light would have to be placed at Silvergate Drive and San Ramon Blvd. (At present the almost uninterrupted flow of traffic on San Ramon makes even a right turn onto this street a very time-consuming process. ) Possibly that work could be coordinated with this proposed left-turn lane. I very much appreciate the chance to speak with you yesterday and your willingness to evaluate the situation. Sketchley, Vice President Silvertree Homeowner's Association 7556 Silvertree Lane Dublin, CA 94566 Dear Mr. Sketchley: Reference is made to your letter received January 12, 1982, requesting modification to the median island on Silvergate Drive at Silvertree Lane. This modification was considered in 1979 as part of the reviews of Tract 4218. At that time neither a median opening nor a modification was allowed. To do so now would decrease the effectiveness of the median, particularly in view of expected increased traffic on Silvergate Drive due to the imminent connection of the two portions of Silvergate Drive. Although a more circuitous route is involved for access to Silvertree Lane, the present arrangement of the median continues to be the best for overall traffic safety. You note that, because property taxes pay for streets, you are entitled to direct access to your homes. The operation and maintenance of streets in the unincorporated area of the County are funded from the Highway Users Tax Fund which is derived from the State's tax on gasoline. Property taxes are not used, and there are no requirements that a median must be opened to provide access to adjacent property. I p s • • 7556 Silvertree Lane ~'w�T Dublin, CA 94566 January 5, 1982 Alameda County Public Works Traffic and Road Development 399 Elmhurst Street Hayward, CA 94544 Attn: Stanley Old Dear Mr. Old: I am writing to you on behalf of the Silvertree Homeowner"s Association, an organization of 42 homeowners at the Silvertree condominium complex located at San Ramon Blvd. and Silvergate Drive in Dublin. Of all the streets located along Silvergate Drive, ours (Silvertree Lane) is unique in that there is no direct access to it due to an intervening road median when proceeding from San Ramon Blvd. Because Silvergate Drive is not a through street, this is the only direction from which Silvertree Lane is approached. To enter our street one must proceed an additional block, make a U-turn, and return down Silvergate. In addition to being extremely inconvenient, this is also a dangerous manuever given the speed at which motorists travel down Silvergate, the amount of cross traffic, and the numerous children at play in the vicinity. Furthermore, this is especially irritating when one sees a left-turn lane less than 50 feet east of Silvertree Lane that apparently allows access to a large, vacant lot. The street immediately west of Silvertree Lane, Calle Verde, has 21 dwellings, exactly one-half of those on Silvertree Lane, yet they have been provided with a left-turn lane. I am sure that the arguments are often heard but it is still a very basic truth - we as homeowners pay for these streets by carrying the burden of a large property tax; we are therefore entitled to a direct access to our homes. �A ! The solution is simple and should be within frugal budget and time constraints. A break needs to be placed in the median and a left-turn lane created to allow access to our street.
