CITY COUNCIL MEETING DATE: December 7, 1999
SUBJECT:
Authorization for City Attorney (Meyers, Nave, Riback, Silver &
Wilson) to enter into an Agreement with Ashley, Chapman &
DeVoe for further real estate appraisal consulting services for the
acquisition of Dublin Land Company property for Tassaj ara Road,
Dublin Boulevard, Central Parkway and Gleason Drive.

FINANCIAL STATEMENT:
The cost of these real estate appraisal services will be paid by
developers, Shea Homes and Jennifer Lin; there will be no cost to
the City's General Fund. The cost of the work is proposed to be
$16,565 for further appraisal of needed street right-of-way from the
Dublin Land Company property along Tassajara Road, Dublin
Boulevard, Central Parkway and Gleason Drive.
DESCRIPTION: In order to proceed with development in the Shea Homes project
(Dublin Ranch, Phase I) and Dublin Ranch Project Areas F, G & H, certain roads must be built for proper
access and traffic capacity reasons.

Ashley, Chapman & DeVoe has entered into an Agreement with the City Attorney for the real estate
appraisal of the Dublin Land Company Property in connection with the proposed widening of Tassajara
Road and the proposed extension of Dublin Boulevard, Central Parkway and Gleason Drive for a lump
sum fee of $12,000. The City Attorney is administering the contract on behalf of the City of Dublin for
legal purposes since the appraiser and the City Attorney are working together in these proposed
acquisitions. The cost of this appraisal will be paid by developer contributions from Jennifer Lin and
Shea Homes.
A number of issues have arisen in connection with the appraisal of the property, including additional
analysis prompted by meetings with the property owner and clarifications of the street project
improvements. In addition, the appraisal needs to be updated to a more current date. Together, the
additional work is estimated to not exceed $16,565.
Staff recommends that the City Council adopt the resolution authorizing the City Attorney (Meyers, Nave,
Riback, Silver & Wilson) to enter into a further agreement with Ashley, Chapman & DeVoe for an
additional $16,565 of services.
RESOLUTION NO. -99
A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF DUBLIN
AUTHORIZING CITY ATTORNEY (MEYERS, NAVE, RIBACK, SILVER & WILSON)
TO ENTER INTO AN AGREEMENT WITH ASHLEY, CHAPMAN & DEVOE FOR
FURTHER REAL ESTATE APPRAISAL CONSULTING SERVICES DUBLIN LAND
COMPANY PROPERTY: TASSAJARA ROAD, DUBLIN BOULEVARD, CENTRAL
PARKWAY AND GLEASON DRIVE RIGHT OF WAY ACQUISITION APPRAISAL
WHEREAS, portions of Tassajara Road, Dublin Boulevard, Central Parkway and
Gleason Drive are planned to be improved as part of the development process in Eastern Dublin;
and
WHEREAS, portions of Tassajara Road, Dublin Boulevard, Central Parkway and
Gleason Drive right of way are required to be acquired in order for the improvements to be
constructed; and
WHEREAS, real estate appraisal services are required for the Dublin Land Company
Property for the proposed right of way for Tassajara Road (from 1-580 to 150 feet north of
Gleason Drive) and Dublin Boulevard, Central Parkway and Gleason Drive (each from Tassaj ara
Road to 1500 feet east of the Tassajara Road); and
WHEREAS, the City Council authorized the City Attorney (Meyers, Nave, Riback,
Silver & Wilson) to enter into an agreement with Ashley, Chapman & DeVoe for said real estate
appraisal services; and
WHEREAS, additional appraisal services are required; and
WHEREAS, the cost of the study will be paid through developer deposits from Shea
Homes and Jennifer Lin.
ATTACHMENT
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Dublin
hereby authorizes the City Attorney (Meyers, Nave, Riback, Silver & Wilson) to enter into a
further agreement with Ashley, Chapman & DeVoe for real estate appraisal consulting services.

Dublin for legal purposes since the appraiser and the City Attorney will be closely working together in
these acquisitions. The cost of this appraisal will be paid by developer contributions from Jennifer Lin and
Shea Homes.
These appraisals are proposed to be delivered to the City within 90 days from the date of written
authorization and receipt of all applicable materials arovided by the City (title reports and legal
descriptions).
Staffrecommends that the City Council adopt the resolution authorizing the Ciw Attorney (Meyers. Nave.
