Bid from Dublin Honda , RECOMMENDATION: Authorize Staff to accept offer from Shamrock Ford and purchase used vehicle at a cost of$14,480.82 FINANCIAL STATEMENT: The cost of the replacement vehicle will be $14,440.82. An • additional $1,000 will be required for labor, equipment and fasteners to transfer existing equipment to the replacement vehicle. Funding for this purpose is available in the Internal Service Fund for Vehicle Replacement. DESCRIPTION: On March 17, 1998,the City Council waived the competitive bid process and authorized Staff to negotiate the purchase of one replacement unmarked police vehicle. At that time,the City Council approved general vehicle specifications for the proposed vehicle. These specifications were sent to all dealerships within the City of Dublin and to other vendors located in surrounding areas. The City received two responses. Although response was limited,both vendors offered appropriate vehicles at a reasonable cost. -The proposals are detailed below:- Shamrock Ford Dublin Honda 1997 Ford Taurus 1997 Chevrolet Malibu Vehicle Base Price $13,300.00 $14,500.00 Sales Tax 1,098.82 1,196.25 Transfer Fee 42.00 42.00 Total $14.440.82 $15.738.25 SHAMROCK FORD PROPOSAL: Shamrock Ford has offered to sell the City a 1997 Ford Taurus four-door sedan at a total cost of $14,440.82. The vehicle has all equipment required for an unmarked police vehicle, including a V-6 engine, automatic transmission,power steering, dual air bags, and ABS braking. The vehicle has low mileage (12,470 miles) and is covered by the remainder of manufacturer's 3 year/36,000 mile bumper-to- bumper warranty: COPIES TO: • ITEM NO. Shamrock Ford has offered to sell the City this vehicle at a base cost of$13,300 or $475 less than the wholesale price. Based upon low mileage;low cost, existence of manufacturer's warranty, and the presence of required equipment, the vehicle offers high value to the City. DUBLIN HONDA: - Dublin Honda has offered to sell the City a 1997 Chevrolet Malibu four-door sedan at a total cost of - $15,73 8.25. The vehicle has all equipment required for an unmarked police vehicle, including a V-6 engine, automatic transmission, power steering, and dual air bags. The vehicle does not have ABS braking. This feature is desirable, but not essential. The Kelly Blue Book wholesale/retail value of the vehicle is $13,775/$16,790. Dublin Honda has offered to sell the vehicle to the City at a base cost of$14,500 or$725 above the wholesale price. The vehicle has low mileage (16,800 miles) and is covered by the manufacturer's 3 year/36,000 mile bumper-to-bumper warranty. Based upon low mileage, low cost, existence of manufacturer's warranty, and the presence of required equipment(excluding ABS braking),the vehicle offers high value to the City. ANALYSIS: The City Council's authorization of the bid waiver allowed Staff to consider a variety of factors and not base the recommendation solely on price. Staff has had an opportunity to inspect both vehicles and evaluate the most suitable purchase While both offers are attractive, Staff believes that the offer from Shamrock Ford is superior. Shamrock Ford's offer is less costly and it has the advantages of lower mileage and ABS braking. CONCLUSION: Staff recommends that the City Council instruct Staff to accept the offer from Shamrock Ford and purchase the described vehicle at a cost of$14,440.82. The cost of transferring emergency equipment, from the vehicle being retired to the replacement vehicle,will be handled in accordance with the existing City Purchasing Ordinance.
