Dublin Boulevard from 1-680 to a Point 600 Feet West of Clark

FINANCIAL STATEMENT:
This undergrounding project will be funded by California Public
Utilities Commission Rule 20A funds. Since none of the property
owners within the proposed District have overhead services, there
will be no cost to property owners.

DESCRIPTION: At the meeting of September 26th, the City Council reviewed a list
of potential underground utility projects and determined priorities for these projects. The City Council
expressed an interest in pursuing the first-priority project, Dublin Boulevard from 1-680 to Clark Avenue;
as soon as possible. Since the sidewalk area will be opened up and utilities relocated in this area as part of
the Dublin Boulevard Widening project, it was hoped that the undergrounding could be accomplished
concurrently.
Staff met with Pacific Gas and Electric Co., Pacific Bell, and Viacom on October 11 tho It was
recommended that in order to design the project in time to coincide with the Widening project and also
stay within the available Rule 20A funds, the easterly limit of the District should be 600 feet west of Clark
Avenue, which is the westerly property line of the Dublin San Ramon Services District property. There
_ are substantial overhead facilities in the Clark intersection, which would delay the timing of construction
and would use more P.U.C. Rule 20A funds than are available for this project. Under this proposal, the
riser pole would be located near the front walkway of the Dublin San Ramon Services building. The next
underground project would then continue from this point as funds become available in the future.

The Dublin Muncipal Code establishes a procedure for the formation of underground utility districts.
This procedure requires adoption ofa resolution of intention, which identifies the limits of the District,
sets a time frame for the undergrounding to occur, sets a time limit for undergrounding of private services
(whiChdis n~t applicable in this proposed I?istrict as all of the businesses are already undergrounded), and .,. "
sets a ate J.or a public hearing for the ordmance creating the District.
As noted above, private properties in the proposed District do not have overhead services and will
therefore not incur conversion expense. Undergrounding will improve the appearance of frontages. The
following properties would be included in the proposed District:

RESOLUTION OF INTENTION TO FORM UNDERGROUND
UTILITY DISTRIBUTION FACILITIES DISTRICT ON DUBLIN BOULEVARD
FROM 1-680 TO 600 FEET WEST OF CLARK A VENUE
(UNDERGROUND UTILITY DISTRICT 95-1)
WHEREAS, on September 26, 1995, the Dublin City Council received a report from the City
Engineer regarding undergrounding of utilities on segments of various streets; and
WHEREAS, the City Council determined that the highest priority for undergrounding per
Municipal Code Chapter 7.12 is the segment of Dublin Boulevard between the 1-680 overcrossing and
Clark Avenue;
NOW, THEREFORE, BE IT RESOLVED as follows:
1) Pursuant to the provisions of Municipal Code Chapter 7.12, the Dublin City Council intends
. to establish Underground Utility District 95-1, on Dublin Boulevard from the 1-680 overcrossing to a point
600 feet westerly of Clark Avenue, as delineated on the map Exhibit "A" attached hereto. Property
owners affected by said District are identified by Assessor Parcel Number on Exhibit "A", and are listed as
follows:

2) Property owners shall be ready to receive underground distribution service by (not
applicable); and overhead utility distribution facilities must be removed no later than May 10, 1996.
3) Public hearings for the purpose of hearing protests and objections to the proposed District
95-1 shall be held on November 14 and November 28, 1995.

4) The City Clerk is directed to give notice of such hearing in the manner designated in
Municipal Code Chapter 7.12.
