SUBJECT: Authorization to Prepare Engineer's Report
Landscaping and Lighting Maintenance Assessment
District 83-2 (Tract 4719)

FINANCIAL STATEMENT: The cost to prepare the Engineer' s Report is
approximately $2,500. This amount is budgeted in the
Engineering Operating Budget and is paid by the
Assessment District. This cost is estimated to be
slightly higher than in past years to cover staff time
for the additional public hearing and an increase in
material and data processing costs.
DESCRIPTION: As part of the review and approval of the 150-unit
single-family Dublin Hills Estates development and the Amador Lakes development,
certain landscaping maintenance was made a condition of approval. This maintenance
assessment district provides the funds for this work.
The District's boundaries include all of Tract 4719. It maintains all of the
Stagecoach Road landscaping and the "interior slope" landscaping within Tract 4719.
In 1989, the City Council deleted Stagecoach Park from this assessment district, and
the City now bears the cost of maintaining this small park.
As with the Street Lighting Assessment District, this request is being made several
months earlier than in the past because of newly adopted regulations regarding
assessment districts. SB 1977 mandates that local jurisdictions provide 45 days'
notice and two public hearings prior to enacting any new or increased tax
assessments, as opposed to the former requirement of ten days' notice and one public
hearing. The deadline for submitting the assessments to the County Auditor is the
same as in past years (mid-August) ; therefore, budget preparation and the hearing
process must take place earlier.
Staff will continue the practice of mailing detailed notices to property owners in
this assessment district and will hold an informational meeting prior to the public
hearing for the purpose of discussing maintenance activities and costs with the
property owners.
This resolution authorizes the City Engineer to begin preparation of the required
Engineer's Report for the Assessment District for FY 1992-93. The procedure for
establishing annual maintenance assessments requires that the City Council first
authorize preparation of the report. The preliminary report is then brought back to
the City Council for approval later in the Spring. Following the City Council's
approval of the report, two public hearings will be held regarding the proposed
assessment.
Staff recommends that the City Council adopt the resolution.

RESOLUTION NO. -93
A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF DUBLIN
DIRECTING PREPARATION OF ANNUAL REPORT FOR
LANDSCAPING AND LIGHTING MAINTENANCE ASSESSMENT DISTRICT 83-2
WHEREAS, on January 23, 1984, by its Resolution No. 11-84, this City
Council initiated proceedings, and by Resolution No. 10-84, ordered the formation of
City of Dublin Landscaping and Lighting Maintenance Assessment District No. 83-2,
("the District") pursuant to the provisions of the Landscaping and Lighting Act of
1972 (commencing at Section 22500 of the California Streets and Highways Code)
(hereinafter, "the Act") ; and
WHEREAS, Sections 22620 et seq of the Act provide for the levy of
annual assessments after formation of the District; and
WHEREAS, within said District, the existing and proposed improvements
and any substantial changes proposed to be made to the existing improvements are
generally described on Exhibit A attached hereto and hereby made a part hereof;
NOW, THEREFORE, BE IT RESOLVED that the Dublin City Council does hereby
designate the Dublin City Engineer as Engineer for purposes of preparing and filing
with the Clerk a written report in accordance with Section 22565 et seq of the Act;
said Engineer is hereby directed to apportion said assessments in accordance to the
benefits received from said improvements by the lots, pieces and parcels of land
within the District, and said Engineer is hereby directed to accomplish such
preparation and filing forthwith.

EXHIBIT A
SCOPE OF WORK
The scope of work shall be the maintenance of landscaping and irrigation within the
road right-of-way and within a public easement along Stagecoach Road between the
limits of Amador Valley Boulevard and the northerly City Limit.
Further, the scope of work shall include the maintenance of the slopes and
landscaping and irrigation of the slopes within a public easement for those slope
areas to the rear of Lots 80 through 86 and 37 through 48, all within Tract 4719.
