Thompson, Public Works Director None RECOMMENDATION: Direct Staff to investigate speeding concerns on Village Parkway and to work with the City of San Ramon regarding future improvements. FINA~NCIAL STATEMENT: Cost of Staff time for the above recommendation. Further studies would incur a higher cost. DESCRIPTION: At the May 14, 1996, City Council meeting, Councilmember Howard reported that she had received a request from a resident of the "Parkway Terrace" subdivision at Village Parkway and Wineberry Way to renew an investigation into sight distance and speeding concerns. The resident indicated that it is difficult to turn left onto Village Parkway from Wineberry Way because of the speed and amount of oncoming traffic. This intersection was reviewed in 1993, and at that time, shrubbery in the area was pruned in order to improve visibility.. Since the 1993 report, two accidents have occurred at this intersection. In 1994, a construction zone set up by a City of San Ramon contractor caused some confusion and a minor accident occurred. In 1995, a bicyclist was struck by a car while riding southbound in the northbound bicycle lane. No injuries occurred in either case, and neither accident was due to speeding or sight distance concerns. The City's Five Year Capital Improvement Program identifies a project to install traffic signals on Village Parkway at the intersections of Tamarack Drive, Brighton Drive, and Davona Drive. Staff feels that the traffic signal at Davona will benefit the Wineberry residents by creating gaps in the traffic from the south. Staff has submitted a project for I STEA funding to install these three signals. The project could be constructed in the 1998-99 fiscal year if the new ISTEA program is funded by Congress at past funding levels. Staff will also contact the City of San Ramon engineering staff to coordinate upcoming projects in the Cities of Dublin and San Ramon and will investigate the speeding concern.
