RECOMMENDATION Adopt Resolution
FINANCIAL STATEMENT: 1986-87 TDA Funds allocated to the City of Dublin
$12 , 345 .
DESCRIPTION The City of Dublin has participated in the
Transportation Development Act program for the past 4 years . The funds
claimed by the City under this program have been utilized to provide for
paratransit services to elderly and handicapped residents. The distribution
of these funds is handled by the Metropolitan Transportation Commission
(MTC) .
The allocation of funds to programs in Alameda County is based on two
formulas . Ninety percent of the funds available are disbursed the basis of
census figures related to the number of elderly and handicapped residents.
In 1986-87 the total amount of funds available are less than prior years .
The funding of all programs in Alameda County, except Dublin declined. MTC
allocates 5 percent of the funds based on performance. Because the San
Ramon Valley Community Center Program ranks high on the performance criteria
the City ' s allocation is higher . The City will receive $905 more than the
1985-86 allocation. MTC implemented a policy in 1984 to allocate 5 percent
of the funds to a reserve . The total amount of reserves are only
anticipated to reach 15 percent of one year ' s funding cycle .
In 1985 , the City of Dublin joined with the cities of San Ramon and Danville
to jointly administer the contract with the San Ramon Valley Community
Center . The City Manager will be meeting with representatives of the other
agencies to determine the level of general fund subsidies . Once this is
negotiated Staff will report to the City Council the level of subsidy.
During 1985-86 the City contributed $9 , 140 in general fund subsidy. It is
anticipated that there may be an increase in 1986-87 , to reflect the
increased share of total rides by Dublin residents .
MTC requires that an application for funding be submitted by April 1 , 1986 .
Due to the timing a preliminary budget will be submitted with the
application. A final budget will be prepared and submitted as an amendment
to the application, once the precise subsidies and operating costs are
.determined by the three cities .
At this time it is recommended that the City Council adopt the attached
resolution authorizing Staff to file a claim for the TDA funds with MTC for
Fiscal Year 1986-87 .

OF THE CITY OF DUBLIN

AUTHORIZING THE FILING OF A CLAIM WITH
THE METROPOLITAN TRANSPORTATION COMMISSION
FOR ALLOCATION OF TRANSPORTATION DEVELOPMENT ACT FUNDS
FOR FISCAL YEAR 1986-87
WHEREAS, the Transportation Development Act (TDA) , (Pub. Util . Code
Section 99200 et seq. ) , provides for the disbursement of funds from the
Local Transportation Fund of the County of Alameda for use by eligible
claimants for the purpose of Paratransit Services ; and
WHEREAS, pursuant to the provisions of the TDA, and pursuant to the
applicable rules and regulations thereunder ( 21 Cal . Adm. Code 6600 et seq. )
a prospective claimant wishing to receive an allocation from the Local
Transportation Fund shall file its claim with the Metropolitan
Transportation Commission; and
WHEREAS, TDA funds from the Local Transportation Fund of Alameda County
will be required by claimant in Fiscal Year 1986-87 for operation costs of
Paratransit Services .
NOW, THEREFORE, BE IT RESOLVED that the City Manager or his designee is
authorized to execute and file an appropriate claim pursuant to the terms of
the Transportation Development Act, as amended, and Dursuant to applicable
rules and regulations promulgated thereunder, together with all necessary
supporting documents , with the Metropolitan Transportation Commission for an
allocation of TDA funds in Fiscal Year 1986-87 ; and
BE IT FURTHER RESOLVED that a copy of this resolution be transmitted to
the Metropolitan Transportation Commission in conjunction with the filing of
the claim; and the Metropolitan Transportation Commission be requested to
grant the allocations of funds as specified herein .
