Diagram of existing and proposed striping RECOMMENDATION: pprove the striping and lane chan_.oes at the intersection of Dublin Boulevard and Dougherty Road a~d direct Staff to proceed with ~plementation FINANCIAL STATEMENT: Sufficient monies have been budgeted in the Street Maintenance Operating Budget to make these changes : (7""DESCRIPTION: At the present time, the eastbound approach on Dublin Boulevard at ": ;':' Dougherty Road consists of one left-turn lane, one through lane and two right-turn lanes. During the p.m. peak hour, traffic in the through lane backs up' past Dublin Court toward Sierra Court. Based on Staff's review of mining movement volumes and the signal operation at this intersection, it has been determined that vehicle backups on eastbound Dublin Boulevard can be reduced significantly by converting the leftmost right-turn lane to a straight through lane. The proposed lane conversion will require eastbound through traffic in the converted lane to merge left within a distance of approximately 300 feet on Dublin Boulevard past the Dougherty Road intersection. This lane merge will eventually be eliminated when Dublin Boulevard is widened to its ultimate width. The lane conversion will also require installing new roadside and overhead signs, as well as replacing some existing signal indications. As part of the proposed striping changes at this intersection, Staff proposes to re-stripe the southbound approach on Dougherty Road to add a second left-turn lane. The additional lane will provide the necessary storage capacity to service this-heavy left-ram movement which is .expected to increase significantly in the near future as a result of the Eastern Dublin developments. In addition to the re-striping, and in response to citizen. requests, a crosswalk will be installed across Scarlett Court at Dublin Boulevard to facilitate pedestrian access to the East Dublin BART Station. -,~:!:.: ....................................................................... COPIES TO: ITEMNO. 451Z g:~nntcprojXstriping\agst dub-dougherty restriping This work has been tentatively scheduled to begin on Tuesday, December 14, 1999, pending weather conditions. It is estimated that the work will take six to eight hours to complete. Due to heavy daytime traffic conditions at this intersection, the work will be performed during nighttime'hours, starting at approximately 7:00 p~m. on December 14~ and ending by 3:00 a.m. on December 15th. Staff has coordinated this work with Alameda County signal maintenance staff and the City Police Services. In order to inform the public of the upcoming traffic changes at this intersection, Staff will issue a three- day press release, beginning on December 12~h, in the Tri-Valley Herald, Valley Times, and local TV Channel 30. Staff will notify the City Council should any changes occur to the work schedule. Staff recommends that the City Council approve the striping and lane changes at the intersection of Dublin Boulevard and Dougherty Road and direct Staff to proceed with the implementation.
