CONSUL.T AGREEMENT FOR THE PRO.ON OF
PROFESSIONAL PHOTOGRAMMETRIC SERVICES FOR
THE SAN RAMON REGIONAL AERIAL PHOTOGRAPHY PROJECT
BETWEEN
THE CITIES OF DUBLIN AND SAN RAMON, THE COUNTY OF ALAMEDA,
DUBLIN SAN RAMON SERVICES DISTRICT, EAST BAY MUNICIPAL UTILITY
DISTRICT, EAST BAY REGIONAL PARK DISTRICT, SAN RAMON V ALLEY FIRE
PROTECTION DISTRICT, AND VlACOM CABLE,
AND WITH
HAMMON, JENSEN, WALLEN, AND ASSOCIATES, INC.
The following is an Agreement between the CITIES OF DUBLIN AND SAN RAMON,
THE COUNTY OF ALAMEDA, DUBLIN SAN RAMON SERVICES DISTRICT, EAST BAY
MUNICIPAL UTILITY DISTRICT, EAST BAY REGIONAL PARK DISTRICT, SAN RAMON
VALLEY FIRE PROTECTION DISTRICT, AND VIACOM CABLE, hereinafter referred to as
"Participants", and with HAMMON, JENSEN, WALLEN, AND ASSOCIATES, INC.,
hereinafter referred to as "Consultant".
WHEREAS, Participants understand that automated geographic infonnation systems support
improved quality of public services by providing accurate, complete and timely information which is
more accessible and meaningful to the public; and
WHEREAS, Participants desire to obtain accurate aerial photography, computerized maps, and other
associated mapping products of their jurisdictions in the San Ramon Regional Area to implement
and/or further enhance their geographic infonnation systems; and
WHEREAS, public welfare will be served if the maps and computer files associated with the maps
are coordinated and can be exchanged easily; and
WHEREAS, total costs for Participants will be less if maps are developed jointly instead of
independently; and
WHEREAS, the Participants agree that to maintain the value of their investment these mapping
products will not be distributed to other entities without proper compensation; and
WHEREAS, Participants agree that the City of San Ramon will act as Lead Agency on behalf of
the Participants; and
WHEREAS, Consultant is qualified and willing to produce aerial photography, computerized maps,
and other associated mapping products, and provide professional assistance.
NOW, THEREFORE, in consideration of the following covenants, tenns and conditions, the
Participants and Consultant agree as follows:
1. Joint Participation
Participants will jointly develop the "San Ramon Regional Aerial Photography Project", hereinafter
referred to as "Project", to obtain accurate aerial photography, computerized maps, and other
associated mapping products of the Project Area as set forth in the Scope of Work, attached hereto
as Exhibit A.
2. Project Managemene .
For the purposes of technical and contractual administration of this Agreement, Participants and
Consultant shall name herein a Project Manager for each party. Any and all issues pertaining to
this Agreement shall be communicated solely between the Project Managers unless otherwise agreed.
The Project Manager may be replaced at any time by another employee of the party subject to
acceptance by the other party. The following are named as the initial Project Managers for this
Agreement and shall serve as such until replaced:

3. Services of Consultant
Consultant, during the term of this Agreement, shall perform the services set forth in the Scope
of Work, attached hereto as Exhibit A and so much of said Exhibit A as is not in conflict or
inconsistent with other provisions of this Agreement are incorporated herein and made a part
hereof by reference.
4. Cost Sharing
For the purposes of cost sharing and avoidance of redundant data gathering, Participants agree to
divide the Project Area into specific "Zones of Interest" , as detailed in the map titled "San Ramon
Regional Aerial Photography Project - Zones of Interest", attached hereto as Exhibit B. Each
Participant's contribution for services and product provided for by the Consultant for each
Participant's corresponding Zone(s) of Interest is set forth in the "San Ramon Regional Aerial
Photography Project - Cost Sharing Charts", hereto attached as Exhibit C. Each Participant's
contribution is summarized below as follows:

* These costs do not include costs for hard copy products, which are optional items indicated
on Exhibit C to be contracted for with the Consultant independent of this Agreement.

s. Payment for consul. Services .
In consideration of the services to be performed by Consultant under this Agreement, each
Participant agrees to pay Consultant the amounts as detailed in Exhibit C. Progress payments will
be made on the value assigned to the tasks listed in Exhibit C on a percentage completed basis.
Consultant will be paid upon submission and approval of monthly billing invoices. Such invoices
shall include, for each task listed in Exhibit C, the description and quantity of units/services
provided, percent complete, the billing rate, and the total billing amount with monthly and
cumulative totals. The invoice shall includes the costs of all expenses of any kind or nature
incurred by the Consultant hereunder. Consultant shall cease work upon Participants I request,
whereupon payment shall be made, prorated on the basis of work completed. The amounts set
forth in Exhibit C are "not to exceed" amounts and in no event shall any Participant be obligated
to pay Consultant any amount in excess of the amount set forth in Exhibit C.
6. CODSultant Billing
Payment to the Consultant shall be made within 30 days after receipt of Consultant's invoice.
Consultant shall not invoice the Participants for services prior to 30 days following execution of
this Agreement nor more frequently than once every 4 weeks. Consultant shall bill Participants
separately according to each Participant's portion of the project amount as defined in Exhibit C. Each
Participant will be responsible only for Consultant's full compensation for the work done on behalf
of such Participant. Participants may withhold that portion of the payment in question for any
disputed item on the invoice if Consultant is given notice within 10 working days after receipt of
the invoice.
7. Completion Schedule
Consultant further agrees to complete the services as set forth in the completion schedule for the
Project, hereto attached as Exhibit D, with all items identified from the date of Notice to Proceed.
Consultant shall not be responsible for delay, nor shall Consultant be responsible for damages or
be in default or deemed to be in default, by reason of strikes, lockouts, accidents, or acts of God,
or the failure of Participants to furnish timely information or to approve or disapprove
Consultant's work promptly, or delay or faulty performance by Participants, other contractors,
or governmental agencies, or any other delays beyond Consultant's control.
8. Consultant's Assigned Personnel
Consultant shall designate the following people for the indicated functions:

Substitution of these assigned personnel will require written prior approval of the Participants.
If the Participants determine that a proposed substitution is not acceptable, then, at the request of
the Participants, Consultant shall substitute with a person acceptable to the Participants.
9. Consultant as Independent Contractor
Consultant is an independent contractor and shall not for any purpose be deemed to be an
employee, agent, or other representative of the Participants. Services called for herein shall be
deemed to be unique, and Consultant shall not assign, sublet, transfer, or otherwise substitute its
interest in this Agreement, or any of its obligations hereunder without the written consent of the
Participants.

10. Payments to consul.ls Contractors .
The Participants shall have no liability for the payment of any salaries, wages, fees, or materials
or services provided to the Consultant by any person or firm.
11. Changes to Scope of Work
The Participants may, from time to time, request changes to this Agreement in the Scope of Work
to be performed by the Consultant. All requests will require written prior approval of all the
Participants, shall be communicated in writing to the Consultant, and shall include descriptions
of the additions, deletions, or modifications to the scope, modifications to the schedule of
deliverable items, and other items that the Participants may deem sufficient for the Consultant to
prepare a written reply. Such reply shall contain an agreement to undertake the scope of changes
and a tabulation of necessary labor, costs including direct labor and overhead required to
accomplish each task identified, and overall cost and profit. Neither the Participants' request nor
Consultant's reply shall constitute a modification to the Agreement. Any modifications shall be
contained in a written amendment to the Agreement. Execution of the amendment by all the
Participants shall constitute authority to proceed with the work identified.
12. Notice
Any notice to Consultant required by this Agreement shall be deemed to have been given when
mailed, certified mail, or delivered to:

13. Ownership of Map Products
All rights, title, royalties, and interest to all work products of Consultant resulting from its
performance under this Agreement shall be jointly owned by Participants per Exhibit C, and the
parties agree it is the intent of the Agreement that the map products shall be distributed to other
parties, including public entities, only as provided hereunder, or as required by law. Participants will
have full rights to use, duplicate, and distribute their maps and data products within their respective
agencies.
This right will also extend to Participants' contractors, in which case the data can only be used for
contracted work. Said limitation must be included in all contractor's agreements.
14. Sale of Map Products
It is agreed that the work product has been obtained at considerable cost, and every effort should be
made to recover costs by charging appropriate fees for the use of digital mapping products and data

products resulting from this ~ent. Under this Agreement, only Co.ant may administer sale
of digital mapping products. All revenues received from sales of digital mapping products after
deducting for Consultant's administrative costs, will be proportionally distributed to Participants
based on their original level of investment per Zone of Interest, as detailed in Exhibit C, and
summarized in the following table:

Restrictions for sale of mapping products will not apply to Participants' sale of paper, diazo prints
(bluelines), mylar, or other non-digital hardcopy products.
Consultant will manage all ordering, production, and administrative duties for providing maps and
data products to new customers. Procedures for ordering, delivering, archiving, and accounting for
sales of products produced under this Agreement are detailed in the Operation Handbook, attached
hereto as Exhibit E. Participants acknowledge that, from time-to-time, the Operation Handbook may
be revised with the consent of Participants and Consultant.
Consultant agrees that Participants will have access to and the right to examine any directly pertinent
books, documents, papers, and records of any and all transactions relating to the sale of map products
under this Agreement.
15. Maintenance of Map Products
Participants reserve the right to independently choose whatever method they deem appropriate to
maintain and update their data sets provided for by this Project. To facilitate the updating of mapping
products, Consultant will provide a set fee schedule for generating new mapping products on a per

sheet basis. Whenever an . significantly changes due to a large ca improvement project,
private development, or act of Nature, Participants will make every effort to have the affected sheets
reflown, and associated mapping products generated. Although the Consultant is qualified to provide
these services, Participants are not restricted to utilizing another contractor and methodology to
generate new mapping products. To the extent that new mapping products are generated, all original
members of the Participants with vested interest in those sheets will be provided with new data sets.
Funding for updating of aerial photography, and associated map products will be the responsibility
of each Participant. Each member will also be responsible for alerting all members to these changes.
Participants will make every effort to pool their resources to fund the updating of mutual areas. Each
Participant retains the sole discretion to maintain and update their mapping products by whatever
method they deem appropriate.
16. Indemnification and Hold Harmless
Consultant shall indemnify, and hold harmless the Participants, their officers, and employees from
and against any and all claims, demands, liability, costs, and expenses of whatever nature,
including court costs and counsel fees arising out of injury to or death of any person or persons
or loss of or physical damage to any property resulting in any manner from the willful
misconduct, negligent acts, errors or omissions, of Consultants, its subcontractors, agents,
employees, licensees, or guests in the making or performance of this Agreement.
17. Certificates of Insurance
Prior to the commencement of any services hereunder, Consultant shall provide certificates of
insurance, and copies of policies if requested, of the following insurance and conforming to the
following requirements:
INSURANCE REQUIREMENTS FOR CONSULTANT
Consultant shall procure and maintain insurance against claims for injuries to persons or damages
to property which may arise from or in connection with the performance of the work hereunder
by the' Consultant, his agents, representatives, or employees. A description of the required
coverage with required durations is listed below:

Coverage shall be at least as broad as:
1. Insurance Service Office Commercial General Liability coverage (occurrence form CG
0001).
2. Insurance Services Office form number CA 0001 (Ed.lI8?) covering Automobile
Liability, code 1 (any auto).
3. Workers' Compensation insurance as required by the State of California and
Employer's Liability Insurance.
4. Errors and omissions liability insurance appropriate to the Consultant's profession.

.
Consultant shall maintain dollar and time limits no less than:
1. General Liability: $1,000,000 per occurrence for bodily injury, personal injury and
property damage for duration of Agreement. If Commercial General Liability
Insurance or other form with a general aggregate limit is used, either the general
aggregate limit shall apply separately to this project/location or the general aggregate
limit shall be twice the required occurrence limit.
2. Automobile Liability: $1,000,000 per accident for bodily injury and property damage
for duration of Agreement.
3. Employer's Liability: $1,000,000 per accident for bodily injury or disease for
duration of Agreement.
4. Errors and omissions liability: $1,000,000 per occurrencefor two years beyond date
of project completion.
DRDTJCTIRT,Rli\ ANll SRT,F-TNSTJRRD RETENTIONS
Any deductibles or self-insured retentions must be declared to and approved by the Participants.
At the option of the Participants, either the insurer shall reduce or eliminate such deductibles or
self-insured retentions as respects Participants, their respective officers, officials, employees and
volunteers; or the Consultant shall procure a bond guaranteeing payment of losses and related
investigations, claim administration and defense expenses.
OTHRR TNSTJRANCF. PROVISIONS
The general liability and automobile liability policies are to contain, or be endorsed to contain,
the following provisions;
1. The Participants, their officers, officials, employees and volunteers are to be covered
as insureds as respects: liability arising out of activities performed by or on behalf of
the Consultant; products and completed operations of the Consultant; premises owned,
occupied or used by the Consultant; or automobiles owned, leased, hired or borrowed
by the Consultant. The coverage shall contain no special limitations on the scope of
protection afforded to the Participants, their officers, officials, employees or
volunteers.
2. For any claims related to this project, the Consultant's insurance coverage shall be
primary insurance as respects the Participants, their officers, officials, employees and
volunteers. Any insurance or self-insurance maintained by the Agency, its officers,
officials, employees or volunteers shall be excess of the Consultant's insurance and
shall not contribute with it.
3. Any failure to comply with reporting or other provisions of the policies including
breaches of warranties! shall not affect coverage provided to the Participants, their

officers, offici.mPlOyeeS or volunteers.

4. The Consultant's insurance shall apply separately to each insured against whom claim
is made or suit is brought, except with respect to the limits of the insurer's liability.
5. Each insurance policy required by this clause shall be endorsed to state that coverage
shall not be suspended, voided, canceled by either party, reduced in coverage or in
limits except after 30 days' prior written notice by certified mail, return receipt
requested, has been given to the Participants.
ACCRPTARTT,ITY OF INSTTRANCF.
Insurance is to be placed with insurers with a current A.M. Best's rating of no less than A:VII.
Company that issues insurance shall be licensed to do business in the State of California and shall
be a company acceptable to the Participants.
VRRTFTCA TTON OF COVRRAGE
Consultant shall furnish Participants with original endorsements effecting coverage required by
this clause. The endorsements are to be signed by a person authorized by the insurer to bind
coverage on its behalf. All endorsements are to be received and approved by the Participants
within 10 working days after the Agreement is fully executed by Participants. If insurance
certificates are not received within the time period it will be recommended that the Agreement be
awarded to the next highest-ranked Consultant. As an alternative to the Participants' forms, the
Consultant's insurer may provide complete, certified copies of all required insurance policies,
including endorsements effecting the coverage required by these specifications.
18. Conflict of Interest
Consultant agrees to comply with the provisions of City of San Ramon Resolution No. 92-84,
Conflict of Interest Code, as amended, and will file such disclosure statements as are specified by
the City Manager. Consultant further agrees to comply with the provisions of the Conflict of
Interest Code of each respective participant agency.
19. Discrimination
Consultant agrees that he will not discriminate against any employee or applicant for employment
because of race, color, religion, sex or national origin. Consultant agrees to take affirmative
action to assure that applicants are employed or retained, and that employees are treated without
regard to their race, color, religion, sex or national origin. Such action shall include but not be
limited to the following: recruitment or recruitment advertising; layoff or termination; rates of
payor other forms of compensation and selection for training.
20. Arbitration
Any controversy or claim arising out of or relating to this Agreement, or the breach thereof, shall
be settled by a "good faith" effort to settle dispute within 30 days. If dispute is not resolved
within that time, it shall be resolved by final and binding arbitration by a mutually agreed
arbitrator or mutually agreed alternative dispute resolution entity, which could include the
American Arbitration Association. Judgment upon the award rendered by the arbitrator(s) may
be entered in any court having jurisdiction thereof. In the event of any arbitration or other legal

proceedings pertaining to thagreement, including the enforcemen. any arbitration award,
the prevailing party shall be entitled to recover all legal expenses incurred, except attorney fees.
21. Consolidation of Arbitration
Any arbitration hereunder may be joined or consolidated with any other arbitration matter as the
interests of justice and judicial economy may dictate.
22. Provision of Pertinent Information
The Participants, without cost to the Consultant, will provide all pertinent information reasonably
available to each of them, which is necessary for performance by the Consultant under this
Agreement, including previous reports and data relative to the services to be provided. The
Participants do not guarantee or ensure the accuracy of any reports, information, and/or data so
provided. To the extent that any reports, information, and/or data so provided was supplied to
the Participants by person or persons not employees of the Participants, any liability resulting
from inaccuracies and/or omissions contained in said reports, information or data shall be limited
to liability on behalf of the party who prepared the information for the Participants or otherwise
supplied that information, report or data to the Participants.
23. Termination
This Agreement may be terminated upon 30 days written notice by any party. Upon termination,
Consultant shall be compensated, at the rates set forth above, for all approved and satisfactory
work performed prior to date of termination on behalf of the party terminating the Agreement.
This Agreement to jointly acquire digital map data shall continue indefinitely, as updates are
conducted and additional data collected. If a member of the Participants terminates this
Agreement, it may retain one copy of the current map products, but forfeits any subsequent rights
to map product updates and maintenance. Restrictions on sale and distribution of map products
to third parties shall remain in force.

SAN RAMON REGIONAL AERIAL PHOTOGRAPHY PROJECT
SCOPE OF WORK - MARCH 30, 1995
INTRODUCTION
The following Scope of Work describes the products and services being generated through the
San Ramon Regional Aerial Photography Project by Hammon, Jensen, Wallen, & Associates
(HJW). The project is being designed for three levels of accuracy. Those that are being
developed for the built up flat areas of San Ramon and Dublin, (Zones I, 2, and 6), will meet
1"= I 00' scale accuracy, while all other areas will be mapped to meet 1 "==200' scale accuracy
(except Los Trampas which will be mapped at l"=400'). Likewise, 2' contours will be produced
for Zones 1, 2, and 6, while 5' contours will be generated for all other areas. (10' contours in Las
Trampas.) HJW will only be responsible for the collection of features visible in the aerial
photography.
HJW will perform all tasks listed in this scope of work, but will deliver to each Participant only
tasks and products selected by that Participating Agency. Unless arranged separately between
HJW and Participant, all data will be available in either Microstation .DGN (v5.0) or AutoCAD
.DWG (vI2) formats. Data will be layered in a standard format based on a consensus of the
Participants. These standards will be defined during the Pilot phase of the project. Input from
each Participant will be highly valued.
The sheet and file tiling layout is based on 1"=200' scale 6,000' x 4,000' tiles clipped on even
1000' increments of the NAD 83 system. Alameda County has already begun to use this grid
layout for their GIS and mapping efforts, and this project will easily tie in. All 1"=100' scale
sheets easily fit into the grid by dividing each 200 scale sheet into four 1 00 scale sections.
Following, is a description of each of the tasks, products, and services that HJW will be
responsible for under this Agreement:

HJW is planning to implement a photogrammetric technique called Airborne GPS for the 1"=200'
phase ofthe project, which results in significantly reducing the number of required ground control
points, in this case, close to 40.
F or the 1 "= 1 00' scale mapping plan, HJW has instituted conventional photogrammetric design.
Though Airborne GPS should also provide an accurate solution for this mapping phase, HJW has
not fully tested the process for use with 2' contours, and therefore, has decided to propose a more
conservative control layout.
In all design layouts, HJW has included as many existing control points as possible. Bestor
Engineers (BE) along with Alhambra propose to meet a GPS survey accuracy standard of
1 :50,000 and better through the use of a fast static GPS survey. They will use Trimble Navigation
4000SSE dual frequency receivers. Planned GPS receiver observation time is a minimum of 20
minutes per session.
PRE SURVEY MEETING
Bestor! Alhambra shall meet with the representatives of Participants' staff to discuss various
aspects of the survey prior to commencing the field work.
MONUMENT RECOVERY AND/OR SETTING OF MONUMENTS!
The first office task will be to assign a four digit point number to all Control monuments and
aerial target monuments. A map shall be prepared showing the numbering system.
The first field task will be to locate three CalTrans HPGN monuments which are based on the
State Plane Coordinate System NAD83/92. This shall be the basis of the horizontal control. We
will select three points which provide the best geometry to control the GPS survey.

The second field task will be to perform a reconnaissance of the aerial target site locations. In the
event that there is an existing monument nearby which can serve as a GPS observation point, the
existing monument will be used. In the event that there is no existing monument in the vicinity of
the required aerial target, then a new monument shall be set.
During the monument recovery or setting process, we shall prepare a GPS obstruction diagram
and a monument recovery sheet. We shall tie out each monument in three directions. Distances
shall be measured and ties shall be shown on the monument record form. This form shall describe
the monument location and will include a sketch.
GPSSURVEY
We shall be provided a plan and schedule for the GPS survey to Bestor prior to the
commencement of the field work. The plan and schedule shell indicate which points will be
surveyed with each baseline and the sequence in which the baselines will be run. The plan and
schedule will also indicate the time and day of the planned observing sessions.
Each GPS operator will have a GPS receiver and vehicle with traffic cones and signs as may be
required. Upon arrival at the GPS site, the operator will set up and plumb the antenna over the
point. A calibrated optical plummet tribrach will be used to do this. The height of the antenna will
be measured both in feet and meters. The operator will prepare a field data worksheet for each
GPS observation.
DATA PROCESSING
At the end of each days sessions, baseline processing will take place. The accuracy's of baseline
measurements will be checked. If a baseline does not meet the required accuracy, it will be re-
measured.
Trimble Navigation's' Trimnet Plus software will be used along with the geoid model to perform
the network adjustment.
Generated Products:
1. A reproducible "record of survey" map that shows the layout of the survey with the bearing
and horizontal distance between control points, and the number and NAD83 State Plane
Coordinates of each control point. The map shall also show each relevant grid correction
information. A copy of the map will be filed with the Contra Costa County and Alameda
County Surveyors.
2. An ASCII file of survey data on a 3W' computer disk and a hard copy of the file. The file
shall include the following data for each control point:

3. A project report that documents the methodology of the survey and data processing, the
accuracy of the survey data and problems encountered during the survey. The report shall
also contain a listing of the survey data described above and a 1"=2000' scale USGS Quad
map with the control points identified by number. The quad map shall be part of the "record
of survey" map.
4. An original set of corner tie records for each control point. Copies of the tie records shall be
filed with the Contra Costa County and Alameda County Surveyor.
5. Copies of the raw survey data and the data processing information.
6. Control diagram on photo index.
Control points will be located on film diapositives using hand magnification while referring to the
original control design.

SECTION B:
Aerial Photoe:raphv Acauisition
HJW plans to fly four separate flight missions to accomplish the mapping and orthophoto
requirements. One fly-over for the 1 'k400' scale Las Trampas area, one fly-over for the 1 'k200'
scale areas, and two fly-overs for the 1 "=100' scale area. For the Las Trampas area, HJW will fly
1:24,000 (1 'k2,000') scale photography. For the 200 scale products, HJW will fly one flight
mission at 1:13,333 scale, (1"=1,111'). The 11 flight lines and 138 exposures making up this
mission will be flown in a due north direction. The photography will be flown for stereo coverage
with 60% endlap and 40% sidelap, and with every other exposure centered over the area of two
orthophoto sheets. In this way, the flight mission can be used for both generating the 1 "=200'
scale digital orthophotos (5.6x enlargements) and for producing the 1 "=200' scale mapping data.
This flight will take place in early spring to achieve the best lighting for the orthophotos.
The 1 "=100' scale plan requires two separate flight missions. The first will be comprised of 8
flight lines and 98 exposures of 1:7200 (1 "=600') stereo aerial photography. This fly-over, to be
used for the map compilation, will be oriented parallel to HWY. 680, with a small section
extending east, along Crow Canyon Road. The second mission will be flown in early spring and
be made up of 1:7200 scale 'pin-point' photography for orthophoto use. 11 flight lines and 149
exposures will be flown in a due north direction with each exposure covering the area of two
digitalorthophotos. Similarly to the 200 scale products, by using only the inner 7.2" of a 9" x 9"
photo, each 1:7200 scale exposure will provide enough coverage to generate two final ortho
sheets. Each photo scan and image ortho-rectification, will result in two 1"= 1 00' scale
orthophotos. The 6x enlargement factor from photography scale to hard copy plot is well within
the accepted limits for hard copy orthophoto production.

Color aerial photography will be used for all flight rrusslons. Because we are limiting the
enlargement factor of the digital orthophotos to under 7 times, there should be no degradation
caused by using color film for black and white orthos. Occasionally a 'soft' or less contrasting
appearance is observed, but with the enlargement factors proposed here there won't be a problem.
Excluding the "pin-point" photography, all mapping stereo photography will be flown with a 60%
endlap and a 40% sidelap to maximize efficiency.

Camera
The color photography will be flown by HJW using a Zeiss RMK TOP camera with Forward
Motion Compensation (FMC). A 6" mapping lens will be used.
Processios! and Contact Prints
All aerial photography is processed through an automatic film processor to insure consistent
development and density parameters.
Photo Index
A paper photo index of the fly-overs will be produced. The index will be created by joining
together a set of trimmed contact prints. The overlapping photos will be photocopied and
reproduced at a scale deemed functional for the area. The index will contain the names of towns,
the major roads, and prominent geographic features.
Atmosoheric Conditions
HJW will attempt to fly the mapping project during prime weather conditions, and during the best
possible sun angles. Basically, this means when skies are clear, and free from smoke, excessive
haze, and clouds. Streams will not have overflowed their banks. Flying will be attempted only
between 10:00 am and 2:00 PM to achieve best sun angles and to minimize shadows.
Following are additional specifications that will be adhered to by HJW:
Forward Overlap: 60%
Sidelap: 40%
Crab: Crab will not exceed five degrees in any series of two or more photos as measured
between photos in a line and between adjacent lines.
Tilt: Tilt will be kept to within four degrees from vertical and within six degrees relative
between any two successive exposures.
Flight Height: There will be two altitudes flown for the project: Approximately 6,667' above
mean ground elevation for the 1 "=200' scale area, and approximately 3,600' above mean
ground elevation for the 1 "= 1 00' scale mapping area. HJW will not deviate from these
altitudes by more than 2% low and 3% high.
Aircraft: HJW has two aircraft for photogrammetric mapping missions. For this project HJW
will fly its twin engine Cessna 310 or 206 equipped with a GPS antenna and a Trimble
4000SSE dual frequency receiver for in-flight navigation and Airborne GPS functions.
Camera: The camera is a Zeiss RMK TOP camera with FMC. HJW will use a 6" lens.
Film and Film Labeling: HJW will fly Kodak color film 2445 or Aviphot Color N200
depending on weather conditions.

Contact Prints: Prints will be clean and free from stains, blemishes, fog, and finger marks

SECTION C:
Analvtical Aerotrian2:ulation
Aerotriangulation is a routine photogrammetric procedure for establishing additional control
points without the need for additional ground surveys. It densifies the targeted ground control and
also acts as a check on the ground control measurements. The supplementary points will be
created directly on the diapositives using a Wild PUG-4 zoom point marking instrument. The
photographic coordinates of these points and those ground control targets which do appear in
each photograph will be measured using a Zeiss C-120 analytical stereo plotter or a Kern l\1K-2
monocomparator having a measurement resolution of one micrometer. These high precision
measurements form a three dimensional network which includes the original ground control and
allows the use of ground coordinates of the supplementary points to be computed. The accuracy
of the aerotriangulation can rival the accuracy of the original ground survey. The supplementary
points created by the aerotriangulation are later used for orientation of the individual stereo
models during data collection.
At HJW, aerotriangulation computations are made using a combination of proprietary software
and the least square bundle adjustment program BINGO from the University of Hannover,
Germany. Sophisticated statistical data snooping techniques and graphical displays are used to
detect and correct any mistakes before they become problems. The quality of the
aerotriangulation adjustment will be assessed by Gerry Salsig, a licensed professional land
surveyor, before mapping begins. A printout and a digital file of the block adjustment showing all
control points and AT results will be generated. This will be accompanied by a narrative
describing the AT process, errors, and corrections.

SECTION D:
Pilot Proiect
HJW will develop a pilot project that will meet the following objectives:
1. Execute and validate all procedures;
2. Evaluate and choose among alternative techniques where such are under consideration;
3. Evaluate and approve the required deliverable mapping products for the pilot project area
as representative of the entire project area;
4. Evaluate and approve map sheet layout, standard title block, feature symbology (line and
text color, weight, style, and placement), and feature leveling; and
5 _ Evaluate the registration of the planimetric and image data produced through the pilot
project to the existing cadastral Contra Costa County and DSRSD base map.
For the pilot project, orthophotography shall be provided in a digital and hard copy format,
photogrammetric map features will be compiled to include pilot project area roadway, public
facilities, and topographic features as defined specifically in these Project Requirements.
The pilot project will be completed when the following conditions have been met:
1. Specifications and procedures have been validated and revised to reflect the experience of
the pilot project; and
2. The pilot project products have been reviewed and accepted.
Upon final delivery of all Pilot Project materials and specification procedures, the Participants will
have fifteen (15) working days to resolve any issues or make any recommendations that would
affect the rest of the project. After this review period changes will be accepted, but will be
subject to a contract amendment.
It is only after acceptance of the mapping for the pilot project area that authorization to proceed
to the next key task, DTM collection, will be authorized. Upon completion of the pilot project,
HJW shall revise procedures to reflect the modified or additional requirements identified as part of
the pilot project.
The pilot project will begin, while ground survey, aerial photography, and aerotriangulation are
underway. HJW will select an area of two adjacent 1"=100' scale orthophoto sheets to develop
all products all the way through the project. In addition, HJW will also include an adjoining
1"=200' scale sheet to work through any problems that can occur where the two scales and the
two contour intervals meet.
Rather than wait for all of the previous stages to be completed, lUW may choose to separately
control the pilot 'block' of photos and begin processing the pilot to save time. The earlier that

procedures can be developed or that errors in methodology can be detected, the better for both
the Participants and HJW.
Site Selection
IDW will select an area that combines 1"=200' scale sheets and 1"= 1 00" scale sheets to test the
edge matching of the different project areas. In addition, an area that contains both small dense
parcels and larger industrial parcels will help test how well different types of parcels register. Our
recommendation is to generate two }"= 1 00' scale and one 1 "=200' scale sheets near the area of
Pine V alley and San Ramon Valley Blvd.. This location contains all the previously mentioned
ingredients, which if tested, should provide all the solutions for the rest of the project.
In addition to performing all project tasks during the Pilot Project, IDW will work with the
Participants to establish project standards for layering, line symbology, sheet frames and layouts_
HJW will evaluate existing standards including Caltrans Specifications and the National Spatial
Data Infrastructure (NSDI) and offer suggestions and modifications for this project. Participants
will review HJW's suggestions and work with IDW to develop the finalized standards.
The following deliverables will be made to the City of San Ramon. All other Participants are
welcome to review these products through arrangement with the City of San Ramon or HJW

SECTION E:
Dieital Terrain Model (DTM)
DTM refers to the Digital Terrain Model that will be collected for the purpose of producing
contours and digital orthophotos. The DTM can also be used by agencies to perform slope
analysis, view shed analysis, flood planning, and general site selection or permit decision making.
The DTM will be comprised of 3D 'break-lines' digitized at tops and toes of slopes, on ridges,
and in ravines. The DTM will also contain 3D streams and creeks. In flatter areas, mass points,
or discreet points, will be collected to help better define the terrain. HJW will also collect break
lines that define the freeway overpasses on HWY. 680 and HWY. 580. In Zones 1, 2, and 6, the
DTM will be adequate for generating 2' contours. In the Las Trampas area, the DTM will be
adequate for generating 10' contours. In all other Zones, the DTM will be adequate for
generating 5' contours. No actual contour lines will be generated as part of this task. Having no
control over the type and parameters of terrain modeling software used by the Participants, we
can not guarantee the DTM products generated from this DTM.
Deliverables:
1. Streams, breaklines and mass points will be delivered in Microstation or AutoCAD
format as 3D line strings or 3D polylines and as 3D points. No plots will be delivered
as part of this task.

Orthophoto files and hard copy sheets will be filled out only to the limit of DTM collection. In
other words, if a sheet includes area outside the project area, it will only contain image to 500'
beyond the project boundary because that is the limit of DTM collection. That sheet will not be
filled out. Similarly, 1 "=100' scale ortho tiles that include 200 scale project areas will only include
image to 500' beyond the 100 scale project boundary.
Scan nine.
Scanning diapositives will be made from the 1: 13,333 and the 1 :7200 pin-point aerial photography
to be used for generating the digital orthophoto images. These diapositives will be kept free of
dust, scratches, and any other blemishing agents. HJW maintains an environmentally controlled
room for performing all photo scans to help eliminate airborne dust. The diapositives will be
scanned on a high precision Vexcell VX3000 scanner at approximately 1200 dots per inch (dpi)
resolution in order to achieve a I' pixel for the 1 "=200' scale products and a OS pixel for the
1 "=100' scale products.
Ortho- Rectification
Control from the aerotriangulation, and ground survey will be used to tie the digital images to real
world coordinates. The DTM collected from the stereo photography will be used during the
digital ortho-rectification process to adjust each image pixel into its correct position. HJW will
use a cubic convolution algorithm to perform the ortho processing. . This technique provides a
much more accurate solution than nearest neighbor methods. HJW's OrthoView™ software
will be used to perform all ortho-rectification.
Edee matchine. radiometric verification. and Quality control.
HJW will use the ERDAS and Ortho View™ workstation software packages for performing other
image enhancement capabilities. Using these tools HJW will perform contrast stretches, advance
filtering routines, resampling, and radiometric correction. HJW will attempt to correct
radiometric differences between adjoining sheets, (due to varying camera angle, sun angle, and

weather conditions between adjoining photographs). The following steps will be taken to reduce
this effect. Both the DTM data and the scanned images will overlap adjoining images when
ortho-rectification takes place. Only after processing, will they be subsetted down to their correct
sheet size. This will reduce almost all geometric edge-matching problems and radiometric
differences will be minimal.
Because of our orthophoto pin-point flight design, we will be able to produce two complete
2,000' x 3,000' sheets from each 100 scale ortho-rectified image and two 4,000' x 6,000' sheets
from each 200 scale image. Each orthophoto will be subsetted neatly in half, resulting in two fully
seamless images. Each image will be visually checked and radiometrically enhanced if needed.
Neighboring images will be viewed and if problems are detected, they will be 'feathered', or
blended, along their edges to reduce radiometric differences.
OA/OC
Control data is tested extensively during the aerotriangulation and space resection phases of
orientation. Data which is inaccurate shows up as obviously high RMS values and is flagged
automatically. DTM data is plotted in hard copy, and digitally in our software as a continuous
tone gray-scale image. Here, we will check for pits, spikes, and misfit data before using a DTM
to produce digital orthophotos.
DTM editing is inherent in our process and is used as necessary. Raw image scans are controlled
for quality by constant geometric and radiometric calibration of our RMK TOP camera, photo lab
equipment, and scanner. Final digital orthophoto products are each checked for X, Y, and Z,
accuracy by reading these values from a random sample of screen coordinates and checking them
against the values recorder on our stereo plotting instruments. For each flight line we will check
approximately 90 points in this manner and compute a Root Mean Square (RMS) error for each
group. Please see Table on Page 9 for orthophoto accuracies. Any images that fall outside the
acceptable tolerances are examined and corrected.
All digital image files will be delivered as . TIFF files. These files will not be geo-referenced until
'brought into' the Participant's software environment. For each image, an ASCII header file,
listing lower left coordinate and upper right coordinate, will be provided. In this way, each
Participant can insert the digital orthophoto images correctly into their particular software. The
files will be delivered on a media chosen jointly by the Participants and HJW. mw will provide
data on one of the following medium: 8mm, 4mm, 1/4" tape, ReadlWrite Optical, and CD ROM.
Deliverables:
1. Digital Ortho Raster Image Files.
(In addition, if the option for Plots of Orthos is chosen Photo Mylar Plots of the Digital

Road Center Lines
The center line of each public road will be digitized from the aerial photography. Freeways will
be digitized with a center line for each direction. All other roads, even if it has a median, will be
digitized as one center line generally following the geographic center between the edges of the
entire road. Road center lines will be delivered as 3D lines with an elevation vertex collected at
least at every intersection.
Deliverables:
1. All road center line data will be delivered in Microstation .DGN or AutoCAD .DWG
format as part of this task. In addition, if the option for Plots of Vectors is chosen,

Obscured Features
Although HJW will make every effort to fly the aerial photography to minimize shadow or dense
tree cover, there will always be features obscured by some tree cover, shadows, and other
obstacles. HJW has reviewed existing library aerial photography of the project area and
determined that most features will be visible from the air. Most streets are visible curb to curb
and photogrammetric collection won't involve many features 25' beyond the curb. Still, there will
be some features that are simply not visible in the photography. In cases where a road edge,
striping, or fence is obscured by small tree canopy areas, cars, or other minor obstructions, HJW
will simply carry the feature through to its obvious conclusion.
Some areas may be so obscured that interpolation by lUW's stereo plotter operators may not be
desirable. In these cases, HJW's operators will purposely leave the features, such as roads or
striping, as dangles. These dangles should act as 'flags' in the Participant's CAD or GIS system
pointing to heavily obscured areas.

Parcel Rectification
As part of this multi-agency GIS project, the City of San Ramon is planning on modifying their
Contra Costa County digital parcel file in two ways. First, they will project the data from the
current NAD 27 coordinate system into the NAD 83 coordinate system. Second, they will geo-
reference the parcel lines into a more accurate alignment With real world features. This will be
accomplished by registering the County's parcel map to the photogrammetrically collected raster
images and road network.
If a Participant chooses the Parcel Rectification option, you will receive these newly registered
parcel files for your Zones, but only if you have first obtained all legal rights to the digital data.
Agencies desiring coverage in Alameda County will have to supply their own digital parcel data or
coordinate with the Dublin San Ramon Service District (DSRSD) who can provide the data.
Similar to the Contra Costa County parcel data, HJW will project DSRSD's data into NAD83
coordinates and rectify the files to the newly acquired photogrammetric data.
The files will be brought form the original NAD27 coordinate system into the NAD83 coordinate
system using GIS registration software. The parcel file is 'linked' to a reference file, in this case
the photogrametrically collected roads and the digital orthophotos, which are all in NAD83.
Similar points are found in the 'real world' orthos and roads files as are located in the cadastral
file. (e.g.: road intersections, fence lines, etc.) These points are used as 'links' to register the
parcels into their true real world position. Once sufficient links are created with the least amount
of error, the cadastral file will be processed into real world coordinates permanently.
For the City of San Ramon's Microstation deliverables, the parcel file will be provided in
Microstation vector format, where polygon topology will be re-created, and database linkages will
be re-connected. Results of the parcel registration will be tested by overlaying the new parcel file
over the old parcel file to detect line warping and movement. Parcels will also be plotted over the
photogrammetrically collected road file to view registration and the City will test database
linkages for completeness.
Under this scope of work, HJW will not be 'linking' parcel files and databases for any other
Participant, unless specific arrangements are made between Participant and HJW. In
addition, HJW is only registering existing digital parcel files. Weare not responsible for
converting paper based maps or for populating any databases.
The parcel data will be delivered as closed shapes (polygons), or as simple line format. Parcels
will contain a piece of text representing an APN label, if provided in the original parcel file.
Under the agreement of this project, no attempt will be made to tag empty parcels with APN's.
All data will be in NAD83 and will approach accuracies for the mapping scale of the covered area.
Actual areas and boundaries of the parcel polygons will not be exact and all final authority should
rest with the actual deed.
Deliverables:
1. Microstation .DGN or AutoCAD .DWG files containing closed vector parcel boundary
lines and a text label, representing the APN. In addition, if the option for Plots of
Vectors is chosen, parcels will be plotted with appropriate line weights and patterns.

Contours will be automatically generated from the DTM using PLUS Ill's Terramodel software.
Contours will be generated at 2' intervals in the Zones I, 2, and 6, and 5' intervals in all areas,
(Las Trampas = 10'). Spot elevations are collected in saddles, ridge tops, and wide open flat
areas. In these flat areas, where contour lines are scarce, spot elevations will be provided, at a
minimum, every 100' for the 100 scale area and every 200' for the 200 scale area. Every fifth
contour line shall be an Index Contour and delineated as such by level or weight. Because of the
two mapping scales, there will have to be two categories for Intermediate and Index Contours.
For the 200 scale area, 5' contours are Intermediate and 25' contours are Index. For the 100 scale
mapping area, 2' contours are Intermediate and 10' contours are Index. Each Index contour will
also be annotated with a contour label. No physical gaps will occur if contour labels are used.
Where 100 scale mapping meets 200 scale mapping, the 2' contours will 'drop out' and the 10'
contours will continue as intermediate (unless they coincide with a 50' or 100' interval). The 5'
contours from the 200 scale will 'drop out' when meeting the 100 scale mapping. Where the
1"=200' scale area meets Las Trampas, every other 5' contour will 'drop out' to coincide with
the 10' contour interval of Las Trampas.

Ink on mylar plots of all vector data paid for and selected by a Participant, will be generated.

annotation, and a Project Standard sheet frame and title block. A customized sheet frame and title
block can be used, if a digital frame for each sheet is provided by Participant.
Deliverables:
1. Ink on Mylar Plots of the Selected Vector Data (D-sizej 22" x 34"),
Plots of Orthos
The ortho images will be combined with state plane grid lines, grid annotation, and a Project
Standard sheet frame and title block, (a customized sheet frame and title block can be used, if a
digital frame for each sheet provided by Participant), and then film-written at full scale directly
onto 22" x 34" reproducible mylars. A dense screen will be used to allow the use of diazo
printing with the mylars. Though the screen is fine enough to provide a near continuous tone
print, it still generates quality diazo copies.

OPERATIONS HANDBOOK
- Product Sales -
San Ramon Regional Aerial Photography Project
As provided in the "Agreement for Professional Photogrammetric Services for the San Ramon
Regional Aerial Photography Project" dated . Hammon, Jensen, Wallen & Associates
(Consultant) administers the commercial sale of various products consisting of aerial photogra-
phy, computerized maps, and other geographic data owned by the Participants, The ordering,
sale, archiving, and accounting of products sold under the Agreement is done according to this
Operations Handbook. Consultant maintains no ownership in the data used to produce the
products and acts only as an agent to the Participants.
Ordering:
Orders for products will be made by use of order forms prepared by Consultant, as approved by
the Participants, Order forms will list set costs for all data products such as controlled aerial
photography, orthophotos, and contour maps, and associated standard pricing, terms, and
conditions, A sheet index will be provided and all products will be sold based on a per sheet
basis, Per sheet prices will include a charge that is proportional to the original cost of the project,
plus a contractor fee based on administrative charges. Customers will specify the sheet(s) desired
and which mapping products they would like to acquire,
Consultant will keep an archive of all data and film products on site, When an order is received,
the appropriate data sets will be transferred to delivery media and/or the hardcopy products will
be generated. The products will be delivered to the customer, along with an invoice. A copy of
the invoice and delivery transmittal, along with the appropriate revenues received from the order
will be proportionately distributed to each affected Participant in accordance with the terms of the
Agreement.
Orders will be received by Consultant by mail, fax, or in person. Telephone orders will not be
accepted. Orders will be given a tracking number and a copy of the order will be sent to
Participants within five (5) working days, The order form will be signed by a representative of
the purchaser stating acceptance of all terms and conditions of the sale,
Restrictions:
Resales will carry the same conditions as those governing the Participants, Purchaser may use
the product only within their company or agency. They may not sell or otherwise distribute the
product to third parties except to third parties who, in their capacity of Consultant to the
purchaser, require the product in the commission of work for the purchaser,
Product will carry a release of responsibility by purchaser to Consultant and Participants to
warranties and suitability of the product for use.
, Archives:
Consultant will maintain a product archive of all negatives and electronic data from which
products will be generated. Consultant may. but will not be required to, maintain an inventory of
products. In the event of terlation of the Agreement, Consultant matlep possession of all
materials for their achieves and records but will not be allowed to make any commercial sales
from the archives without permission of the Participants.
Production:
All products will be produced in a professional manner and to quality standards consistent with
the industry, Electronic data will be delivered on media and in formats considered by Consultant
to be industry standards,
Consultant may, but is not required to, produce custom products from the archive, Custom
products include, but are not limited to, special formats or media.
Consultant will endeavor to fill all orders in a timely manner respective to the quantity and details
of the order, It is understood that some operations necessary for completing an order may require
the services of one or more subcontractors.
Orders that will require more than five (5) working days to ship will be acknowledged by
telephone and the customer will receive an estimated delivery date,
Orders will carry the notation "Prepared for San Ramon Regional Aerial Photography Project by
Hammon, Jensen, Wallen & Associates"
Orders will be sent directly to the customer, Shipment will be by UPS standard unless otherwise
requested by customer,
Promotion:
Consultant will have no responsibility in promoting the products or providing information other
than that contained in the order form. However, Consultant may, from time to time, promote or
otherwise advertise the availability of the products for commercial sale. Promotions may carry
the name or names of the Participants,
Printed materials promoting the commercial sale of the products will be submitted to the
Participants for approval prior to distribution.
Refunds:
Refunds will be made at the sole discretion of the Consultant based on satisfaction the request is
legitimate and the product had not been used or copied, Generally, refunds must be requested
within fifteen (15) working days from shipment.
Pricing, Payment, and Accounting.
A pricing schedule of all products will be provided to the Participants for approval. The pricing
will include the Consultant's production and administration expenses, and a profit. The remainder
of the pricing will belong to the Participants, and upon sale of product will be distributed in
accordance with the terms of the Agreement.
Custom products will be priced at the sole discretion of the Consultant to reflect additional costs
to the Consultant.
Shipping and handling costs will be added to all orders.
Sales tax will be added to al_ers,

Prepayment will be required of all customers except Public Agencies and Fortune 500 companies,
Consultant will accept VISA TM, MasterCard™, COD,. or company or personal check
Accounting will be on a cash basis upon collection of account. Each Participant will receive a
monthly statement of activity by the 15th of the following month accompanied by their share of
the revenue earned, Accounting will list purchaser name, products ordered, scheduled price,
shipping, handling, sales tax, and additional fees charged, total fee, Consultant's total fee, and
Participants' fee,
Packaging:
Products shall bear the notation "prepared for the San Ramon Regional Aerial Photography
Project by Hammon, Jensen, Wallen & Associates". Consultant may use unique corporate (e.g,
Hammon, Jensen, Wallen & Associates, Inc,; HJW, Pacific Aerial Surveys; et.al) identification on
packaging, correspondence, and related materials,
